Abstract

This study examines how community mindset and local cultural conditions influence the performance of village heads in implementing development planning in Libungo Village, Suwawa District, Bone Bolango Regency. The research applies a qualitative descriptive approach through in-depth interviews, field observations, and documentation studies. The main informants consisted of the village head, village officials, and members of the local community. The findings reveal that development implementation in Libungo Village remains constrained by both structural and cultural factors. Damaged roads, disconnected bridges caused by floods, and limited public participation indicate that development has not yet achieved optimal results. The village head emphasized that low human resource capacity and a dependency mentality among residents are major obstacles in realizing development programs. Many residents prefer to maintain their status as social assistance recipients rather than actively participate in empowerment programs and village development initiatives. This condition is reinforced by local cultural patterns such as passive attitudes, patron-client relations, and resistance to change. The study concludes that the success of village development is not solely determined by the competence and vision of the village head, but also by the readiness of community mindset and local culture to support social transformation. Therefore, participatory approaches, community empowerment, and long-term mindset transformation are necessary to strengthen sustainable village development.

Abstract

Tourism development has become one of the strategic sectors in encouraging regional economic growth and improving community welfare. Tanjung Tihu Beach in Gorontalo City possesses considerable tourism potential due to its coastal scenery, marine resources, and natural attractiveness. However, the optimization of tourism development cannot be separated from the active role of the government as regulator, facilitator, and catalyst in supporting sustainable tourism management. This study aims to analyze the role of the government in the development of tourism at Tanjung Tihu Beach, Gorontalo City. The research employed a qualitative descriptive approach using a literature review method by examining scientific journals, books, and relevant publications from 2020 onward. Data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that the government has carried out several important roles through infrastructure development, tourism promotion, community empowerment, and collaboration with related stakeholders. Nevertheless, several challenges remain, including limited supporting facilities, inadequate accessibility, weak tourism promotion, and the lack of optimal environmental management. In addition, community participation in tourism management still requires strengthening to support sustainable tourism development. The study concludes that the government’s role in tourism development at Tanjung Tihu Beach has shown positive progress, although improvements in policy implementation, infrastructure quality, digital tourism promotion, and community-based tourism management are still necessary to enhance tourism competitiveness and local economic welfare.

Abstract

This study examines Comparative Public Administration (SPAN) with a focus on the paradigm shift from a classical approach emphasizing bureaucratic structures to a contemporary, multidimensional, adaptive, and applicable paradigm. The study is significant for understanding cross-country administrative practices as a reference for improving bureaucratic effectiveness, transparency, and public policy quality, particularly in the context of Indonesia’s government facing globalization, digitalization, and societal demands. The research aims to map the scope of SPAN, analyze integrative objectives, and evaluate the relevance of international administrative practices. A qualitative approach through literature review was employed, using content analysis of secondary data from journals, scholarly books, and official documents. Findings indicate that modern SPAN enables comprehensive analysis of public administration, strengthens governance capacity, and enhances bureaucratic responsiveness to local and global dynamics. The shift from purely theoretical orientation toward integrating theory, practice, policy, and global innovation confirms SPAN’s relevance for bureaucratic reform.

Abstract

The transformation of public services has become a key priority in public administration reform, driven by growing public demands for government services that are more responsive, transparent, and oriented toward the public interest. In this context, the concept of Public Value Creation has emerged as an approach that emphasizes the creation of social value as the primary objective of public service delivery. This study aims to analyze the role of Public Value Creation as a conceptual framework in public service transformation oriented toward the public interest. The study employs a qualitative approach through a literature review, examining various relevant academic sources on public value theory, contemporary public administration, and public service transformation. The findings indicate that Public Value Creation plays a role in driving a paradigm shift in public service from an administrative bureaucratic orientation toward service focused on creating social benefits for the community. This approach also strengthens a community-centered service orientation, fosters collaboration between the government and various stakeholders, and supports public service innovation, including through the utilization of digital technology. The implications of this research suggest that the concept of public value can serve as a conceptual foundation for the government in designing more inclusive public service policies and innovations

Abstract

This study aims to analyze the effectiveness of digitalized Pre-Employment Card services at the Department of Manpower, Cooperatives, and SMEs of Gorontalo City. The study is motivated by the ongoing transformation of digital-based public services, which requires improvements in the quality of information, consultation, and assistance provided to the public regarding the Pre-Employment Card Program. A qualitative approach with a descriptive design was employed. Data were collected through interviews, observations, and documentation involving the Head of the Department, heads of relevant divisions, implementing staff, and participants of the Pre-Employment Card Program. Data were analyzed using the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing. The study adopted Agus Dwiyanto's (2006) theory of service effectiveness, which includes the indicators of productivity, service quality, responsiveness, responsibility, and accountability. The findings reveal that the digitalized Pre-Employment Card services have generally been implemented effectively. Government personnel were able to provide timely information and assistance, while service quality was reflected in courteous interactions, transparent information, and accessible digital services. In terms of responsibility and accountability, service implementation complied with established procedures and remained publicly accountable. However, several challenges persist, particularly the limited public understanding of the procedures for using the digital platform. Therefore, broader public outreach, improved human resource capacity, and the optimization of digital infrastructure are recommended to further enhance service effectiveness and support the delivery of high-quality digital public services in the future.
