Abstract

Islamic parties as minority parties in Bali have their own challenges based on the results of the 2004-2019 legislative elections. The purpose of this study is to find out the inhibiting factors for political parties lead to low election vote results. This study uses Stefano Bartolini's theory and Asef Bayat's post-Islamism ideology. The research method used comparative qualitative methods using primary data and secondary data to identify and describe the various attitudes of Islamic political parties in their dynamics.The results of this study show: First, Islamic political parties in Bali are still institutionally weak, thus hinders political party to practice political mobilization effectively. Second, Islamic political parties in Bali nowadays are relying on figures with a strong mass base network from Islamic foundations such as PKS and PPP. Third, the political party conflicts that occurred internally, greatly influenced the results of the 2019 Denpasar City Election. Abstract

This study aims to find out how the strategy of the incumbent actor in maintaining the position of village head in the simultaneous village head election in Pitra village, Penebel sub-district, Tabanan district in 2019. This research is framed with the Rational Choice theory from Barbara Geddes to see the rational choice of the actor who started it. with preferences which are then realized using the three basic frameworks of rational choice from Barbara Geddes and assisted by the presence of a local cultural component, namely the Stakeholder profession. Creating a loyal political machine and also streamlining the entire work program. The research method used is a descriptive qualitative research method using primary data and secondary data, because this study describes the strategy of incumbent actors in maintaining the position of village head in simultaneous village head elections in Pitra village, Penebel district, Tabanan district in 2019. Abstract

An example of the existence of political contestation is the implementation of general elections. After conducting early observations, the authors found data that PSI or the Indonesian Solidarity Party managed to win two seats for Denpasar City Parliament in the 2019 Election and overthrew several incumbent candidates. The formulation of the problem in this study is how the strategy of newcomer candidates from PSI in winning seats in the Denpasar City Parliament in the 2019 Election. Based on the patterns built by PSI and looking at relevant previous studies, the author uses political marketing theory and also primordial sentiment theory so that it succeeded in obtaining research findings, first, the political parties have a large enough contribution to help wining the candidates. Second, the candidates rely on a door-to-door marketing approach. Third, there was a tendency to rely on ethnicity, religion, race, and inter-groups. Abstract

ABSTRACT Tajen is a form of gambling in Bali, and is a social pathology that can destructive people’s live. However, the tajen remains a popular and become a political commodity. The current era of decentralization, created political elites in regions with social capital owned, compete and mobilize all of social capital in society for power and resources in the region through legislative elections. Mobilization through the existing tajen groups in Tabanan carried out by local political elites to win on the legislative elections in 2014. The purpose of this research was to determine, how the tajen as a social pathology was used to mobilize the masses in the 2014 Legislative Election at Tabanan Regency. The research used qualitative method with descriptive research type of analysis. Primary data was collected through interview technique purposive sampling and snowball sampling, and secondary data obtained from news, articles on internet and related books of the research. This research uses Putnam's social capital theory. The results of this research indicate ; First, mass mobilization by the legislative candidate through sekaa tajen in the electoral area of Tabanan 2, conducted by directed families of sekaa tajen, and directed the people of the village that becomes the arena of tajen, to choose candidate that carried by the sekaa tajen. This is due to social capital and high socio-economic status of legislative candidate, legislative candidate promises the protection to the sekaa tajen, in order that tajen to safe. second, There is a public dilemma of tajen, where in one side the tajen is considered as a culture that has been passed down from generation to generation, and on the other hand according to law KUHP article 303 Tajen is a criminal offense. Abstract

This research seeks to find out the role of youth figures to help candidate in North Sumatra Election 2018. This study was designed using local strongmen theory by Joel. S. Migdal to find out the power and influence youth figures in helping the victory of candidate pairs at the time of the election. The descriptive qualitative methodology, which incorporated both primary and secondary data collecting methods, was used in this study because it portrays the role of local strongmen in the North Sumatra Election 2018. The results: first, the local strongman used the influence and experience he gained to consolidate, socialize, and form networks. Second, the type of networks that local strongman have when he helping the candidates, social networks and political networks. Local strongmen form social relationships with the leadership of community organizations through their influence, local strongman form political relationships with candidate spouses. Abstract

Village Sidetapa is the Village of Bali Aga in order to level of political participation which is always high when the activities of the election. The research to see high participation factors of villagers Sidetapa in legislative elections year 2014. As a frame research, a theory that used in this research is a theory political participation. Methods used in this study is descriptive qualitative. These findings this research is: First, the mobilization the through Buldog by the potential legislative. Second, there are relation actor political and Buldog, and Third is the punishment or rewards. Based on the findings, the conclusion of political mobilization, the relation and the punishment or reward affecting community choices in the election influence on the winning the legislature and high political participation of villagers Sidetapa community. Abstract

Tribal equations are often used by legislative candidates to advance at the election as a campaign strategy to be a chance of victory. As a frame,the theory that author used in this research is Sociological Theory by Chicago Madhhab. The research methodology in this research is using descriptive quantitative research method. The findings of the research obtained were the highest number of cross-tabulation of respondent's tribe with the respondent's choice of 59 Caniago clan selected Gusmal and Yulfadri Nurdin, and the second highest of 50 Malay tribesmen chose Gusmal and Yulfadri Nurdin, where Gusmal was with Caniago and Yulfadri Nurdin has Malay tribe. Based on data, it can be concluded that there is a significant influence of primordialism bonds on the behavior of voters choosing a beginner at pilkada simultaneously in Gunung Talang District, Solok Regency, West Sumatera in 2015. Abstract

The state has the meaning of a social group that has a certain area in the organization and under an effective political and governmental institution, has political ties, is sovereign, so that it is entitled to its national goals. Politics and bureaucracy are two different institutions but have a close correlation. Legal protection is a right for all citizens in Indonesia contained in Law of the Republic of Indonesia Number 6 of 2011 concerning Immigration. On the other side for foreigners working in Indonesia regulated in Law No. 13 of 2003 concerning Manpower. Immigration policy mentioned above relating to Rights and Obligations to families due to mixed marriages, both of these laws are capable of causing legal uncertainty for foreign nationals, especially foreigners who are intermarried who want to work in Indonesia.

Abstract

Rumit dan berbelit-belit, lamban, mahal, dan melelahkan. Itulah kesan pertama yang terungkap ketika menyaksikan sistem pelaporan keuangan yang dilakukan oleh organisasi pemerintahan daerah (OPD) di Kabupaten Karangasem. Dari yang seharusnya dilakukan satu hari bisa dilakukan menjadi berhari-hari bahkan berbulan-bulan. Untuk memperlancar proses pelaporan/pemantauan tersebut, maka dilakukan upaya Reformasi Birokrasi (RB) dengan mengembangkan sistem dan aplikasi berbasis online yang disebut dengan e-Monev. Tujuan dari penelitian ini pertama, ingin melihat apakah pelaksanaan e-monev keuangan Kabupaten Karangasem provinsi Bali sesuai dengan semangat Reformasi Birokrasi (RB) Kedua, sejauhmana pelaksanaan e-monev keuangan Kabupaten Karangasem memberi dampak positif pada reformasi birokrasi pada setiap OPD Kabupaten Karangasem. Penelitian ini menggunakan jenis penelitian kualitatif dengan teknik pengumpulan data wawancara terstruktur yang dilakukan dengan beberapa key informan dari sejumlah OPD Kabupaten Karangasem serta menggunakan pengamatan dokumen dan observasi data di lapangan. Temuan penelitian menyatakan, bahwa e-monev keuangan Karangasem memberikan perubahan yang sangat signifikan terhadap kinerja birokrasi. E-monev memberikan kemudahkan bagi Pemerintah Kabupaten (Baplitbangda) untuk mengendalikan program dan kegiatan baik fisik maupun keuangan. E-monev mempermudah untuk memantau pelaksanaan program dan kegiatan pembangunan. Dari yang dulu dilakukan secara manual dengan e-monev menjadi lebih cepat dilaksanakan dan hasilnya bisa kelihatan langsung secara real time.

Abstract

Newly stated Indonesian Qualification Framework (IQF) set as a background to develop the curriculum andtherefore students of Faculty of Social and Political Sciences (FISIP) at Udayana University as part of active populationdo intenship to recognize the government institutions work patterns. The textbooks become ‘social spirit’ (Etzioniin Poloma, 2013: 355) in Works Integrated Learning/WIL as research methodology. The internship evaluated tomeasure workers well understood taxes and procedure of political parties’ accountability. This 2016 year, there were62 students from departments of Public Administration, Political Sciences and Sociology at Udayana University tostudy two textbooks of ‘Population & Taxes’ and ‘Political Parties’ Accountability’ in order to do the internship tenhours at each institutions after their middle exam. The internship was measured by survey of student’s perception,so as pre and post test before and after they go to the internship places. Hypothesis test shows that internshipsignificantly influential to increase student achievement to understand the pattern of work at each institutions by TPaired Test resulting mean deviation 2.46 before internship to 4.66 after that. Male students (34 students from threedepartments) are having better scores for both pre and post-test in comparison to 28 female students. The score ofpost-test was the combination of score from lecturers and adjunct team from each institutions (Madya Tax Office and 4 Pratama Tax Offices together with the city of Denpasar Commision of Election and provincial Commission ofElection offices). Student’s perception of 78. 9 percent was said that fiscal desentralisation was based on the Law No.22 year 1999 and 86. 8 percent perception of students stated that low obedience of tax payer’s cause by combinationof population dishonesty on income reporting, apatism and low tax socializing toward social welfare. Internshipat the Election Commission offices resulting 76.9 perception of student stated that depolitification of parties takenplace while 42.6 percent intern’s perception was said that no political parties had giving public information northere was political education taken place perceived by half of interns. Unlike the internship in 2015, there was 85internship participants involving 10 adjunct institutions, this year, internship taken place in the provincial tax offices(5 KPP), the Election Commission at city of Denpasar so as provincial office. In the future, it was recommended thatinternship length will be longer to increase professional competence of FISIP Udayana University students. Thus,beside the obedience of tax payment of students will be increasing, those alumni of FISIP Udayana University canbecome the tax or political paarties consultants that put ahead the welfare of population.
