Abstract

Abstract Local communities benefit very little from the wildlife trade, because of the huge profits earned by the merchant. The research aimed at analyzing and comprehending CITES application in the endangered species protection effort, the supporting and inhibiting factors which affected CITES in the endangered species protection effort. The research used the normative legal method concerning the legal principles either in internasional of national law regarding CITES application in the endangered species protection. To find out the supporting and inhibiting factors which affected CITES concerning the endangered species protection, a series of interviews were carried out with the Ministry of Forestry, General Directorate of Forest Protection and Natural Conservation, Centre for Natural Resource Conservation, South Sulawesi in Makassar. The research result indicates that (1) CITES application on the endangered species protection has been firmly regulated in CITES convention 1973 and Acts Number 5 Year 1990. CITES frame work and mechanism are systematically used shared by 183 countries to organize and monitor the species trade, (2) there are several factors affecting CITES in the endangered species protection namely, inadequate legal vonverage, ineffective institutional role, economy, community’s culture, and land function transfer. Abstract

Cangkang telur merupakan salah satu limbah rumah tangga yang sangat mudah dijumpai, trmasuk di Kampung Yoka Distrik Heram yang terletak di dekat Danau Sentani. Pengolahan limbah cangkang telur menjadi pupuk organik dapat menjadi salah satu upaya penanggulangan pencemaran Danau Sentani. Alternatif ini dipilih karena cara pengolahannya sangat mudah dan praktis. Siapapun bisa melakukannya di rumah. Pengolahan limbah cangkang telur menjadi pupuk organik dapat dilakukan melalui tahap persiapan yang terdiri dari : mengumpulkan limbah cangkang telur, mencuci cangkang telur hingga bersih, mengeringkan cangkang telur dibawah sinar matahari kurang lebih selama 2 hari, dan mengahaluskan cangkang telur kering menggunakan blender hingga menjadi tepung cangkang telur. Selanjutnya, masuk tahap pengolahan yang dapat dilakukan dengan tiga cara yaitu : (1) Menaburkan tepung cangkang telur yang telah dibersihkan di atas tanah sekitar batang tanaman. (2) Mencampurkan 2-3 sdm tepung cangkang telur ke dalam media tanam yang telah dibuat sebelumnya (ukuran pot dengan tinggi 30-35 cm). dan (3) Mencampurkan 1 sdm tepung cangkang telur dengan 1 sdm cuka. Selanjutnya mengencerkannya dengan 1 liter air. Pengolahan limbah cangkang telur. Pelaksanaan pengabdian menggunakan metode ceramah, diskusi, tanya jawab dan metode praktik pembuatan pupuk organik dari limbah cangkang telur dan dilaksanakan dalam 4 (empat) tahap, yaitu perencanaan, persiapan, pelaksanaan, dan evaluasi. Masyarakat Kampung Yoka yang hadir dalam kegiatan pelatihan yang terdiri dari pekerja/ petugas Puskesmas Yoka, ibu rumah tangga dan beberapa lansia menjadi memahami bahwa limbah cangkang telur banyak manfaatnya untuk tanaman. Masyarakat Kampung Yoka dapat memahami dan dapat meningkatkan keterampilan mengolahan limbah cangkang telur menjadi pupuk organik sebagai upaya penaggulangan pencemaran perairan di Danau Sentani.

Abstract

Indonesia, as a country with potential natural resources such as coal, faces major challenges in tackling the negative impacts of unlicensed coal mining, including weak post-mining land reclamation. This research aims to examine government policies to overcome the problem of reclamation of unlicensed coal mines in Indonesia. The research method used qualitative research with a focus on analyzing regulations and cases of unlicensed coal mining. The results show that various government policies related to mine reclamation are regulated in laws and regulations. Still, the reclamation of unlicensed mines or illegal mines is not clearly regulated. However, it can be prosecuted as corruption crimes because it is considered detrimental to the state or becomes the responsibility of the government if the perpetrator is unknown; this adds to the problem of carrying out reclamation considering the large number of coal mining pits so that the government is difficult to carry out reclamation. Not only that, law enforcement against the implementation of unlicensed mining is still not optimal; existing regulations emphasize criminal sanctions and fines more than reclamation responsibilities. These findings indicate the need for government policies in the coal mining sector that emphasize legal certainty regarding the responsibility of coal mining actors who do not have permits or the government’s responsibility in carrying out reclamation needs to be strengthened by adding policies for reclamation of unlicensed mining land and more effective supervision and application of sanctions that emphasize reclamation responsibilities in order to achieve the goal of environmental sustainability.
