Abstract

The gap between regions is the main issue that underlies the current national regional development, especially between urban and rural areas. To minimize this problem, policies that focus on accelerating development evenly are needed. In this case, the local government of Cilacap Regency is guided by the Bangga Mbangun Desa policy as an effort to accelerate the development of the Cilacap area, especially in rural areas by using a descriptive-qualitative research method sourced from the performance report of Cilacap Regency government agencies and public policy evaluation theory, this study aims to analyze Bangga Mbangun Desa as a policy in improving regional development. The results of this study show that in order to improve the development of the Cilacap Regency region, the Bangga Mbangun Desa policy, which is regulated in Regent Regulation No. 76/2011. Bangga Mbangun Desa focuses on four pillars, namely education, health, economy, and socio-cultural environment. Seeing regional development through Proud to Build Villages, this policy emphasizes the process of structured agrarian development (agriculture), especially in rural areas. Local governments give authority to village governments to manage and regulate their respective villages. This is manifested in innovative programs such as poverty alleviation through integrated data-based development planning; Barriers to response time; farmer stalls; Simbaja; Then Eat TB RO; Cerdas Kir Bang Bade; and a breakthrough tourism health center with child- and disability-friendly services.

Abstract

During the New Order period, government policy focused on the politics of development in the agricultural sector. The actual result was that the community could directly fulfill food needs independently (self-sufficiency) in the mid-1980s. However, this conducive condition had to end tragically when in the late 1980s and early 1990s, the agricultural economy suffered due to massive protection in the industrial sector and took place through a conglomerate process that laid the foundations of the economy. The history of the agricultural sector during the New Order period can be a precious lesson in building the Indonesian economy. This agricultural sector has been recognized as having an essential role in the national economy, which can be seen from its ability to contribute to the gross domestic product, employment absorption, job creation opportunities, increasing people’s income, and foreign exchange sources. This research uses a descriptive-qualitative approach with a library review design. In this research, it can be concluded that agricultural development in this era seeks to develop sustainable agricultural systems that must improve farmers’ resources and standard of living to be more prosperous. Therefore, the government must formulate a platform or grand strategy of agricultural development policy so that Indonesian farmers do not get caught up in poverty and unemployment

Abstract

The inequality of economic development in the Cilacap Regency is an important issue that requires serious attention. Uneven economic growth, income disparity, and dependence on certain sectors are some of the main problems that need to be addressed. As the southern industrial region of Central Java, Cilacap Regency has great potential to become a centre of economic growth through the development of industrial agglomeration areas. Industrial agglomeration refers to the concentration of companies in a particular location, so as to increase economic growth and employment in the region. This research uses a qualitative-descriptive method with data analysis techniques using the Miles and Huberman model which includes data reduction, data presentation, and data verification/conclusion drawing. This research concludes that the Cilacap Industrial Estate, the Central Java Provincial Industrial Allotment Area, and the industrial allotment area consisting of the Bunton, Karangkandri, Warungbatok, and Tinggarjaya Industrial Allotment Areas are currently the concentration of industrial areas that are used as industrial agglomeration development areas in supporting economic development in Cilacap Regency. In its development, the government will also build Cilacap Industrial Park to support the KPI of Central Java Province located in Mertasinga Village (North Cilacap District) and Menganti Village (Kesugihan District). In addition, industrial agglomeration has a positive impact on economic growth in Cilacap Regency, especially through increased industrial efficiency and productivity.

Abstract

This paper aims to answer the halal value chain phenomenon that is developing in several cities in Indonesia. However, the study focuses only on Purwokerto City, where the city center in Banyumas Raya has succeeded in developing various fields, including economics, education, and industry. One of the exciting things about this development is the potential of the halal value chain, especially in three main aspects: the halal food sector, halal fashion, and Islamic financial institutions. This article uses field research and qualitative descriptive analysis; the research data shows that this development has yet to become a force supported by policy, public understanding, and business actors regarding halal aspects. With a qualitative descriptive nature supported by SWOT analysis, this article provides an overview that, conceptually, Purwokerto City has tremendous and promising potential in developing the halal value chain. However, this potential is still sporadic and has not received attention from policymakers to develop Purwokerto City as a "Halal City Area" in Banyumas Raya, Indonesia.

Abstract

Desa Carul memiliki potensi lokal yang besar berupa tanaman lokal seperti daun jati, daun pepaya, dan daun singkong, namun potensi tersebut belum sepenuhnya dioptimalkan oleh masyarakat untuk meningkatkan perekonomian lokal. Minimnya pengetahuan dan keterampilan dalam memanfaatkan tanaman tersebut menjadi faktor penghambat utama dalam menciptakan produk bernilai ekonomis tinggi. Sebagai solusi terhadap permasalahan ini, dilaksanakan program pemberdayaan masyarakat melalui pelatihan ecoprint dengan dua teknik utama, yaitu teknik pounding pada media kain totebag dan teknik kukus pada media gelas mug. Metode pelaksanaan kegiatan ini menggunakan pendekatan Asset-Based Community Development (ABCD), yang meliputi tahapan discovery, dream, design, define, dan destiny, serta didukung metode demonstrasi, diskusi interaktif, dan praktik langsung. Sebanyak 32 peserta dari kalangan PKK dan Karang Taruna Desa Carul terlibat aktif dalam pelatihan ini. Hasil kegiatan menunjukkan bahwa peserta mengalami peningkatan signifikan dalam pengetahuan dan keterampilan pembuatan ecoprint, khususnya dalam menguasai teknik pounding dan kukus. Sebelumnya peserta belum mengenal konsep ecoprint, namun pasca-pelatihan, mereka mampu menghasilkan produk ecoprint yang kreatif, estetis, dan bernilai ekonomi. Faktor pendukung keberhasilan kegiatan ini adalah ketersediaan bahan baku alami yang melimpah dan antusiasme tinggi peserta pelatihan. Adapun faktor penghambat utamanya adalah kondisi musim kemarau yang menyebabkan sulitnya memperoleh bahan baku dedaunan muda. Oleh karena itu, disarankan agar pelatihan lanjutan dan pendampingan dilakukan secara berkelanjutan untuk memastikan pemanfaatan optimal sumber daya lokal dalam pengembangan ekonomi kreatif berbasis ecoprint.

Abstract

Pertumbuhan ekonomi tidak terlepas dari keadilan distribusi bagi setiap individu. Namun pada realitanya, nampak terjadi ketidakadilan dan ketimpangan dalam pendistribusian pendapatan dan kekayaan, sehingga berdampak pada peningkatan jumlah kemiskinan. Kebijakan distribusi dalam Islam menjunjung tinggi nilai-nilai keadilan yang didasarkan pada al-Qur’an, yakni agar kekayaan tidak beredar hanya pada satu kelompok saja. Untuk itu, tulisan ini menyimpulkan bahwa kebijakan distribusi dalam pembangunan ekonomi Islam menekankan pada penghapusan sistem bunga (ribawi) yang hanya menguntungkan pihak yang bermodal dan berakibat pada penumpukan harta pada golongan tertentu. Selain itu, masyarakat dituntut untuk menyadari akan peran pentingnya menciptakan keadilan distribusi dan mempersempit kesenjangan ekonomi dengan menunaikan zakat, infak, sedekah, wakaf dan waris, sehingga dapat dioptimalkan sebagai sumber pembiayaan pembangunan ekonomi. Kemudian, yang tidak kalah penting dalam kebijakan distribusi adalah dengan mengoptimalkan sukuk sebagai sumber pembiayaan pembangunan negara dalam rangka meningkatkan pelayanan publik, sehingga hasilnya dapat dirasakan oleh seluruh lapisan masyarakat
