Abstract

Perpustakaan yang merupakan salah satu bagian penting bagi sebuah Perguruan Tinggi dan besar pengaruhnya terhadap mutu pendidikan. Perpustakaan Politeknik Negeri Manado saat ini sudah memiliki lebih dari 6000 jumlah buku yang tercatat, karena begitu banyaknya jumlah buku serta beragam, namun belum adanya sistem atau aplikasi yang bisa memudahkan pengguna perpustakaan untuk mengolah database perpustakaan, maka proses pencarian dan peminjaman buku membutuhkan waktu yang lama. Berdasarkan masalah tesebut, dibutuhkan sebuah aplikasi yang dapat membantu proses pengolahan data buku, mengelola data anggota, data peminjaman dan pengembalian buku, laporan data peminjam dan buku yang dipinjam dan juga perhitungan denda keterlambatan pengembalian buku. Aplikasi ini dirancang menggunakan perangkat lunak Delphi 7 dan Microsoft Access. Hasil dalam penelitian ini adalah, terbangunnya Aplikasi pengolah data Perpustakaan Politeknik Negeri Manado yaitu data buku, anggota dan proses peminjaman buku.

Abstract

Indigenous peoples are an orderly unity in which members are not only bound to the place of residence where a particular area, both in worldly terms as a place of life and in spiritual relations as a place of worship of ancestral spirits (territorial), but also bound to hereditary relationships in blood alliances and the same familiarity of a customary relationship (genealogical). Each indigenous community has customary Law that is used to regulate all problems that occur within the familiar environment. The second use in legislation is that indigenous peoples and customary Law are often used interchangeably in laws and regulations but lead to the same subject. Some argue that customary Law is a law left over from the past so that it is less comfortable with modern life like now, which is entering the era of modernization. Such an opinion is not wrong, but not all are true. Sayskan is right because it is recognized that customary Law is traditional, while life in the current era demands everything modern. This is not entirely true because there are several laws formed that are introduced from Customary Law. These two entities, both customary communities and Customary Law, include the same people and live on the same earth therefore, naturally, indigenous peoples also get the same rights as other countries, such as equality of public services and law enforcement. Related to the relevance of global customary Law in the global era. In the age of globalization, it is necessary to follow the pattern of becoming a peer again. Therefore, the continuity of customary Law becomes very important. Customary Law is no longer limited to indigenous Indonesian Law that must be maintained. Still, more than that, traditional Law should have a function as a "filter tool" for the entry of foreign influences into Indonesia. This filtering is what we do not currently have as a great nation.

Abstract

This study discusses the use of Google Drive in the context of preparing Bumdes reports in Talawaan Village, Talawaan District, North Minahasa Regency. The main objective of this study was to evaluate the impact of Google Drive implementation on efficiency, collaboration, and transparency in Bumdes' report management process. Through data analysis and case studies, the research reveals that using Google Drive provides ease of access, facilitates real-time team collaboration, and improves document security and version management. In addition, administrative efficiency is also seen to increase, with reduced reliance on physicala dministration. The use of Google Drive also provides a higher level of transparency in the presentation of Bumdes reports to related parties and the public. The results of this study provide a positive outlook on the implementation of Google Drive as a comprehensive and effective management tool in the context of Bumdes, with potential implications for improved performance and adaptation to changes at the village level.

Abstract

Penelitian ini memiliki urgenitas untuk dilakukan karena ketahanan budidaya ikan hias dalam akuarium sangat tergantung pada pasokan energi listrik. Pada bagian sirkulasi air, diperlukan pompa listrik sebagai tenaga penggeraknya. Ketika terjadi pemadaman listrik dari sumber utama, pemilik usaha ikan hias harus menyediakan sumber energi listrik alternatif. Dalam konteks peternakan ikan skala besar, aspek lain yang penting dalam perawatan ikan hias adalah jadwal pemberian pakan yang tepat, keseimbangan pH air, pencahayaan yang memadai, serta pengawasan visual secara sistematis. Kesalahan dalam pengelolaan faktor-faktor ini dapat meningkatkan risiko kematian ikan hias. Penelitian ini bertujuan untuk membuat rancangan sistem kontrol otomatis beserta komponen elektriknya untuk mendapatkan sistem pemeliharaan ikan yang baik. Pendekatan metodologi dimulai dengan kajian literatur dan dilanjutkan dengan perancangan konseptual. Rancangan sistem pengontrolan dan pemantauan akan memanfaatkan teknologi IoT untuk mengontrol dan memantau proses pemeliharaan. Hasil penelitian ini berupa rancangan sistem pemeliharaan yang telah terintegrasi energi surya sebagai cadangan energi.

Abstract

Politeknik Negeri Manado adalah salah satu perguruan tinggi vokasi di wilayah Sulawesi Utara, yang turut berpartisipasi dalam aturan Permendikbud Nomor 25 Tahun 2020 yang mengatur mekanisme tentang pemberian keringanan Uang Kuliah Tunggal (UKT) bagi mahasiswa di era pandemi Covid-19. Mahasiswa yang menghadapi kendala finansial selama pandemi Covid-19 mendapat kesempatan untuk mengajukan diri mengikuti tahapan seleksi untuk mendapatkan keringanan Uang Kuliah Tunggal (UKT). Seleksi yang dilaksanakan tentunya harus bersifat adil dan obyektif, sehingga dapat menyaring mahasiswa memenuhi kriteria untuk mendapatkan keringanan Uang Kuliah Tunggal (UKT). Oleh karena itu, tujuan dari penelitian ini adalah untuk membuat sebuah sistem yang dapat membantu proses penyeleksian mahasiswa penerima bantuan pengurangan UKT secara tepat dan akurat. Metode yang akan diterapkan pada sistem adalah metode Simple Additive Weighting (SAW) dengan memberikan model perangkingan yang sesuai dengan kriteria yang berlaku serta nilai bobot dari kriteria tersebut. Sistem ini diimplementasikan dalam sebuah website yang dibangun dengan bahasa pemrograman PHP. SelainĀ itu pada penelitian ini akan menggunakan metode pengembangan sistem model waterfall dan pengujian sistem dengan blackbox. Hasil dari penelitian ini adalah sistem yang dibuat dapat menampilkan Analisa hasil seleksi denganmenguraikan data masing-masing pendaftar. Data-data tersebut berupa tahapan perhitungan dari nilai mahasiswa, hasil normalisasi dan hasil perangkingan.

Abstract

Detection of traffic flow volume is needed to get information about the number of vehicles on a street section. This information is required for traffic control. This study uses video data taken from four adjution street section in Manado City. Video data are processed using the background subtraction method in the segmentation process. Then morphological operation techniques are applied to improve segmentation results. The binarization method with a threshold value of 220 to eliminate shadows on vehicle objects. Vehicle shadows must be removed because it can reduce system accuracy especially if vehicle shadows are too large and connected to other vehicles. Accuracy results from vehicle detection are 95.04% for the Toar street, 94.62% for the Diponegoro street, 91.47% for the Lumimuut street and 95.18% for the 14 Februari street. Vehicle detection results will be calculated to get the number of vehicles then divided by the duration of observation time to get the traffic flow volume. The results of the traffic flow volume information are expected to be implemented on Smart Traffic Light.

Abstract

The rapid development of the construction industry in addition to providing benefits also poses considerable risks, where this industry can be said to be vulnerable to work accidents (Ervianto, 2005). Occupational accidents in construction projects will be detrimental to the workforce, an unsafe and unhealthy work environment will also impact on the disruption of the workforce's performance. Based on the results and discussion of the researcher, namely the analysis of multi-storey buildings and work safety in the perspective of environmental law in the Kotamobagu City Library Building, the researcher sees in general that the construction of the Kotamobagu Library multi-storey building, both theoretically and the construction of the building has complied with the rules in the laws and regulations invitation contained in Law Number 28 of 2002 concerning Buildings. The Kotamobagu City Library Building also in its work has implemented the Occupational Safety and Health Management System in the Kotamobagu City Library Building Project very well. This can be seen by the K3 management procedures and K3 laws and regulations issued by the government and also by companies. The application of legal aspects to Occupational Safety and Health affects both the company and the workforce because if the company or workforce ignores OSH in carrying out their work they will be given legal sanctions because both the company and the workforce are legally bound. For example, if workers are working at heights and do not use seat belts, the safety officer can give sanctions to these workers according to the rules made by the company. Implementing K3 in accordance with statutory regulations can indirectly prevent the company from occurring accidents and occupational diseases as well as work violations. And also work can be carried out safely and efficiently. The researcher also draws the conclusion that the construction of a multi-storey building, Kotamobagu City Library Office built by the Kotamobagu Regional Government is in accordance with laws and regulations regarding environmental aspects. PP No. 27 of 1999 concerning Amdal. Law No. 22 of 2021 concerning Implementation of Environmental Protection and Management. PP No. 27 of 2012 concerning Environmental Permits and several other regulations which are not mentioned in the results of this study but are a source of reading for researchers. Apart from that, the Kotamobagu City Library Office Multi-storey Building has also met the green spatial requirements in urban areas.

Abstract

Jurusan Teknik Elektro Politeknik Negeri Manado, saat ini masih menggunakan verifikasi dan validasi dokumen secara manual. Tentu hal ini menyebabkan dokumen yang di verifikasi berantakan, tidak teratur serta terlambat sehingga banyak mahasiswa yang memerlukan waktu untuk menunggu dan banyak menimbulkaan mahasiswa yang tidak jujur karena telah memalsukan dokumen yang akan di verifikasi Dosen demi mempercepat waktu pengurusan. Oleh karena itu, penelitian ini bertujuan untuk membuat aplikasi pengesahan verifikasi dan validasi keabsahaan dokumen Kartu Hasil Studi dengan menerapkan qr-code sebagai tanda tangan elektronik. Bentuk tanda tangan digital yang dihasilkan adalah dalam Quick Response Code (QR Code) menggunakan metode enkripsi MD5. Dengan adanya aplikasi pengesahan verifikasi dan validasi keabsahan dokumen digital ini dapat mengatasi masalah keabsahaan dokumen KHS dan tidak akan menimbulkan lagi kecurangan yang merugikan mahasiswa dan dosen. Hasil pengujian dengan black-box menunjukkan sistem dapat dioperasikan 100% dan hasil pengujian angket atau kuesioner kepada responden mendapatkan presentase nilai 88.94% dan masuk ke dalam kategori Sangat baik pada skala Likert. The Department of Electrical Engineering, Manado State Polytechnic, still uses manual document verification and validation. Of course, this causes the documents being verified to be messy, disorganized, and late so that many students need time to wait and many students are dishonest because they have falsified documents that will be verified by lecturers to speed up the processing time. Therefore, this research aims to create an application for verification and validation of the validity of the Study Results Card document by applying a QR code as an electronic signature. The digital signature is produced using a Quick Response Code (QR Code) using the MD5 encryption method. The application for verification and validation of the validity of digital documents can overcome the problem of the validity of KHS documents and will no longer give rise to fraud that is detrimental to students and lecturers. The results of black-box testing show that the system can be operated 100% and the results of questionnaire testing for respondents get a percentage score of 88.94% and are in the Very Good category on Likert Scale.

Abstract

Waste management in Minahasa Utara Regency faces operational challenges including the lack of an integrated digital information system, manual record-keeping processes, and limited real-time monitoring capabilities for waste collection activities. This study presents the design and implementation of a web-based waste management information system for the Environmental Agency (Dinas Lingkungan Hidup) of Minahasa Utara Regency. The system was developed using the PHP Laravel framework with a MySQL relational database and deployed on a local server within the agency's network infrastructure. Key modules implemented include waste collection scheduling, route management, vehicle and personnel tracking, report generation, and a public-facing waste complaint submission portal. The system was evaluated through functional testing using the black-box method and usability testing using the System Usability Scale (SUS) questionnaire administered to 15 agency staff members. Functional testing results show a 100% pass rate across all 42 test cases. The SUS score of 81.3 out of 100 places the system in the "Excellent" usability category. The implementation demonstrates significant improvements in operational documentation efficiency, reducing daily report preparation time by an estimated 65% compared to the previous manual process. The system provides a scalable and maintainable digital platform for modernizing waste management operations in the regency.
