Abstract

Seaweed products from the city of Tarakan have been traded to outside areas such as Makassar and Surabaya before being exported overseas. This study aims to analyze the competitiveness of seaweed in Tarakan City using the policy analysis matrix (PAM) method. The PAM method is used two main indicators for measuring competitiveness, namely the Private Cost Ratio (PCR) as an indicator of competitive advantage and the Domestic Resource Cost Ratio (DRCR) which is an indicator of comparative advantage. The results showed that seaweed in Tarakan City had a PCR value of 0.37 and a DRC of 0.08, the private profit (PP) obtained was Rp 6,444,319 financially has a competitive advantage at the business level farmer. Social profit (PS) of Rp 30,386,901 economically or the economy as a whole has a comparative advantage which means efficient use of resources. The impact of government policies on the output of seaweed cultivation is not protective with an NPCO value of 0.34. The impact of government policies on seaweed cultivation inputs is not protective with an NPCI value of 1.29, meaning that farmers have not received positive incentives from the current input subsidy policy. The EPC value of 0.31 means that the overall impact of government policies on input-output is protective and provides positive incentives to farmers, but is still relatively weak and very vulnerable if policy changes occur. The regional government is expected to provide protection to seaweed cultivators in the form of setting costs for purchasing seaweed and also to strictly supervise cartel practices in the seaweed trading system.

The decline in supervisor motivation at the company has caused issues such as unkempt and undisciplined appearances, as well as an increased resignation rate. This study aims to provide a basis for consideration for the company in making policies to improve the performance of supervisors at PT. FAP AGRI. Data was collected using a census method on 109 supervisors who are training center (TC) graduates and still employed at PT. FAP AGRI. Data collection was conducted using a Likert scale questionnaire and analyzed using Structural Equation Modelling – Partial Least Square (SEM–PLS). The results of the study indicate that the intrinsic factors significantly influencing work motivation include self-perception, self-esteem, personal expectations, and personal needs. The extrinsic factors that influence include the type and nature of the work, work groups, work environment, and salary. The analysis shows that extrinsic factors have a greater influence compared to intrinsic factors on supervisor work motivation. This study provides recommendations for PT. Cardamom farmers experience problems in marketing their products. Abstract

Human Resources (HR) plays a crucial role in achieving corporate goals, especially in the context of increasingly competitive globalization. Effective HR management is expected to improve organizational performance and maximize company profitability. Employee performance appraisal serves as the main measuring tool in evaluating individual contributions to company goals, as well as determining rewards or consequences for employees. Work motivation is an important factor affecting employee performance, with high motivation potentially increasing productivity and job satisfaction. This research focuses on PT FAP AGRI, Tbk, where a decline in work motivation among Supervisors has been identified, potentially influencing their decision to quit their job. This study aims to provide recommendations for improving work motivation through strategies such as developing reward programs, improving communication, and supervision, as well as optimizing training and technology programs. The research method involved a census of all Supervisors who graduated from the Training Center at PT FAP AGRI, Tbk, with data analysis using descriptive and quantitative methods. The formulation of strategies to increase Supervisor work motivation at PT FAP AGRI, Tbk involves three main stages: 1) Input Stage: Identification and analysis of internal and external factors needed to formulate strategies; 2) Matching Stage: Internal-External (IE) and SWOT analysis based on the results of the Input Stage; and 3) Decision Making Stage: Evaluation of alternative strategies using the Quantitative Strategic Planning Matrix (QSPM). The results show that the suggested strategies including the development of reward programs, improved communication, and the use of technology, as well as collaboration with educational institutions and utilization of government support, can significantly improve Supervisors' work motivation and performance. This research provides an important basis for formulating effective HR policies to achieve the company's strategic goals.
