Abstract

This study aims to analyze the administrative procedures in the issuance of Land Sale and Purchase Certificate (SKJBT) in Semikat Island Village, Sirapit District, Langkat Regency. Village administration services have an important role in ensuring legal certainty for land purchase and sale transactions, but in its implementation there are still various obstacles. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observations, and documentation. The research informants consist of village officials and the community as service users. The results of the study show that the procedure for issuing SKJBT has followed formal rules, but is still carried out manually without the support of information technology. This has an impact on the slow service process, inefficient document management, and low information transparency. As many as 50% of the community does not know the flow of services and estimated completion time. In addition, limited human resources and lack of socialization are the main obstacles in the implementation of services. Based on Sinambela's public service theory, it was found that services have not fully met the criteria of transparency, efficiency, and accountability. The decrease in the number of SKJBT applications from year to year indicates a decrease in public trust in the village service system. This study recommends increasing the capacity of village apparatus, digitizing administrative procedures, and providing open information as strategic steps to realize effective, responsive, and equitable public services.

Abstract

Stunting merupakan suatu permasalahan status gizi kronik pada balita yang disebabkan oleh kurangnya asupan gizi dalam jangka waktu yang lama, sehingga dapat mengakibatkan gangguan tumbuh kembang anak yaitu tinggi badan tidak sesuai atau kurang dari standar usia anak lainnya. Stunting merupakan masalah Kesehatan yang saat ini banyak terjadi di masyarakat dan menjadi tantangan besar bagi pemerintah, terutama bagi daerah pedesaan yang akses terhadap layanan Kesehatan dan gizi yang memadai masih terbatas. Tujuan penelitian ini adalah menganalisis peranan regulator pemerintah dalam penanggulangan stunting di Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan menggunakan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa peran regulator telah dijalankan pemerintah dengan benar, karena pemerintah telah membuat regulasi kebijakan Peraturan Bupati No 49 Tahun 2020 berhasil menjalankan kebijakan untuk memandu pelaksanaan upaya penurunan stunting serta adanya program PMT (Pemberian Makanan Tambahan) guna pencegahan stunting di Kecamatam Percut Sei Tuan

Abstract

Penelitian dilakukan bertujuan untuk mengetahui dan menganalisis Kinerja Birokrasi dalam Penyaluran Bantuan Sosial bagi keluarga miskin penerima Program Keluarga Harapan di Kabupaten Batu Bara, Sumatera Utara. Peneliti ingin mengetahui lebih jauh mengenai faktor pendukung dan penghambat kinerja birokrasi dalam penyaluran bantuan sosial kepada penerima manfaat. Teori yang digunakan untuk menganalisis kasus ini antara lain teori kinerja, teori birokrasi, termasuk kerangka konseptual Program Keluarga Harapan sebagai program bantuan langsung tunai bersyarat. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dimana informan sebagai sumber data adalah para aparatur di Dinas Sosial, Pemberdayaan Perempuan, dan Perlindungan Anak Kabupaten Batu Bara, pendamping, serta masyarakat penerima manfaat Program Keluarga Harapan. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Mengutip teori dari Agus Dwiyanto, maka ditemukan bahwa (1) Produktivitas ditemukan tidak konsisten karena masih ada penyaluran bansos yang belum tersalurkan, (2) Daya tanggap masih belum terasah dalam menyikapi setiap permasalahan, (3) Kualitas Pelayanan ditemukan kurangnya pegawai dinas sehingga tidak dapat dihadirkan di semua tempat penyaluran bansos (4) Tanggung jawab diketahui masih belum bisa maksimal dalam pendistribusian bansos, (5) Akuntabilitas diketahui masih ada data yang belum dimutakhirkan dan masih ada data yang belum disebarkan. Penelitian ini menyimpulkan bahwa kinerja Aparatur Birokrasi dalam menyalurkan bantuan tunai Program Keluarga Harapan, sampai batas tertentu, secara umum belum baik. Akibatnya penyaluran bantuan sosial Program Keluarga Harapan menunjukkan hasil yang belum baik karena kinerja birokrasi yang masih rendah dalam melaksanakan program. Abstract

Stunting is a chronic nutritional problem that inhibits children's physical growth and cognitive development, especially in the first 1,000 days of life. This condition has a long-term impact on the quality of human resources and future productivity. This study aims to analyze the performance of the East Medan Sub-district Government in implementing the Supplementary Feeding Program (PMT) as a specific intervention for stunting prevention and handling. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation studies. The results showed that the prevalence of stunting in Medan Timur Sub-district decreased from 15.04% in 2022 to 11.29% in 2024. However, there was a decrease in the number of PMT beneficiaries from 528 people in 2022 to 460 people in 2024, indicating challenges in program planning and distribution. Performance analysis based on Dwiyanto's (2008) five indicators shows that program productivity and accountability are good, but service quality, responsiveness, and efficiency still require improvement.

Abstract

The implementation of Regent Regulation of Batu Bara Regency Number 29 of 2024 constitutes an important instrument in organizing the procedures for the collection of the Non-Metal and Rock Mineral Tax (MBLB) as one of the sources of Regional Original Revenue. This study aims to analyze the implementation of the regulation and to identify the factors influencing its effectiveness in the 2024 Fiscal Year. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation at the Regional Revenue Agency of Batu Bara Regency. Data analysis was conducted using the interactive model of Miles and Huberman. The analytical framework applies George C. Edwards III’s policy implementation theory, which consists of the variables of communication, resources, implementers’ disposition, and bureaucratic structure. The results indicate that the implementation of Regent Regulation Number 29 of 2024 has been carried out, but it has not yet been fully optimal. The aspects of communication and bureaucratic structure have functioned relatively well; however, limitations in personnel resources, weak supervision, low taxpayer compliance, and the prevalence of illegal mining remain major obstacles. The disposition of implementers generally shows good commitment, but it has not been fully supported by adequate systems and facilities. Therefore, strengthening coordination, improving the capacity of personnel, and enhancing supervision and data collection systems are key measures to optimize MBLB tax revenue in Batu Bara Regency.

Abstract

In Simalungun Regency, this policy is implemented through the One-Stop Integrated Administrative System (SAMSAT). However, the success of this policy is not determined solely by the elimination of fees, but also by the quality of services and the capacity of the service system to meet public expectations. Therefore, this study aims to analyze the level of public satisfaction and to identify the factors that hinder public satisfaction with the BBNKB II Elimination Program at the Simalungun Samsat in 2025. This study employs a qualitative descriptive approach, with data collection techniques including in-depth interviews, field observations, and documentation. The research informants consist of Samsat officers and members of the public who use the BBNKB II elimination service. Data analysis was conducted using the interactive model of Miles and Huberman through the stages of data reduction, data display, and conclusion drawing. The measurement of public satisfaction was analyzed based on the five dimensions of service quality (SERVQUAL), namely tangibles, reliability, responsiveness, assurance, and empathy. The results show that the level of public satisfaction with the BBNKB II Elimination Program at the Simalungun Samsat is still not optimal. These findings indicate that although the BBNKB II elimination policy provides economic benefits to the community, suboptimal service quality remains the main obstacle to increasing public satisfaction. Therefore, improving the service system, upgrading facilities, and strengthening the competence and attitudes of officers are essential steps to enhance the effectiveness of this policy in the future

Abstract

Gender Mainstreaming (GM) is a strategy for achieving gender equality by integrating gender perspectives into public policies, including education. North Sumatra Province enacted Governor Regulation Number 43 of 2018 to guide GM implementation at the regional level. This study analyzes the implementation of this regulation at GBKP Private Senior High School in Kabanjahe, Karo Regency, and identifies the challenges faced. Using a qualitative descriptive approach, data were collected through observation, interviews, and documentation from key informants including the principal, vice principals, teachers, staff, and students. Data analysis followed the Miles and Huberman model. Findings show that GM implementation at the school is underway but not fully effective. Challenges include limited budget, lack of specialized training, and insufficient sustainable programs. While communication efforts have been made, they have not fully enhanced understanding of gender equality. Additionally, a strong patriarchal culture and absence of structured mechanisms hinder comprehensive implementation.

Abstract

This study aims to identify and analyze the implementation of the Teacher Professional Education (Pendidikan Profesi Guru/PPG) policy based on the Regulation of the Minister of Education, Culture, Research, and Technology Number 19 of 2024 in improving teacher competence at SMK Swasta GBKP Kabanjahe, Karo Regency. In addition, this study seeks to identify the supporting and inhibiting factors in the implementation of policies related to the development of teacher professionalism. This research is motivated by the existence of a gap between national education policies and their implementation in private schools, particularly with regard to teacher participation in the PPG program and limitations in supporting resources. This study employed a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation, and were analyzed using the interactive model proposed by Miles and Huberman. The results indicate that the implementation of the PPG policy has been carried out, but has not yet been optimal. Supporting factors include the commitment of some teachers and school leaders, the existence of clear regulations, and the positive impact of the PPG program on improving teachers’ pedagogical and professional competencies. Meanwhile, inhibiting factors include uneven policy communication, limited financial and technological resources, high teacher workloads, and a complex bureaucratic structure.

Abstract

Artikel ini disusun dilatarbelakangi pengelolaan Dana Desa tidak tepat sasaran dan penggunaannya belumoptimal. Artikel ini dimaksudkan untuk menganalisis bagaimana keberlanjutan kebijakan Dana Desa diIndonesia. Metode penelitian dengan pendekatan kualitatif sedangkan analisisnya menggunakan analisis aktor, analisis dampak, dan faktor yang mempengaruhi. Analisis aktor menunjukkan; Proses perumusan Kebijakan Dana Desa melibatkan aktor internal birokrasi. Pada proses implementasi, Pemerintah Desa menjadi aktor/institusi yang diuntungkan dan Pemerintah Kabupaten menjadi aktor/institusi yang dirugikan. Sedangkan analisis dampak menunjukkan; dengan kewenangannya, Desa berdirisendiri dengan rencana programnya sehingga daerah sulit mengintegrasikan program; Program pembangunan Desatidak sinkron dengan kebijakan pembangunan Daerah (RPJM Daerah). Berdasarkan analisis aktor dan dampak,keberlanjutan kebijakan Dana Desa ditentukan faktor politik dan komitmen aktor kebijakan
