Abstract

Teenagers who drop out of school or are neglected are a social problem whose impact can be felt by the individuals themselves and also society. In an effort to reduce teenagers who drop out of school or are neglected, cooperation from various government and private parties is needed. One of them is a social service program which aims to ensure that they continue to receive education outside of school and receive guidance. One way to respond to this is that the Indonesian government has made strategic efforts through the Ministry of Social Affairs of the Republic of Indonesia to establish a social welfare management program for social services throughout Indonesia, especially in East Java social services by forming a UPT which has a coaching program for teenagers who have dropped out of school. namely UPT PSBR. The background of this research is to describe the effectiveness of the youth development social service program which is a program of the East Java Provincial Social Service down to the UPT PSBR and followed by the Nganjuk Regency PPPA Social Service in dealing with teenagers who have dropped out of school. Seeing how the PPPA Social Service in Nganjuk district handles and empowers children who are neglected or have dropped out of school through this program. This type of research is qualitative. This research aims to describe the condition of facts in the field using analysis based on certain data (information). There are 3 methods used for data collection, namely interviews, documentation and field observations. The results of this research show that this program is beneficial and effective for teenagers who have dropped out of school as evidenced by the accuracy of targeting in selecting participants, achieving the set goals, monitoring the program which is beneficial for graduates assisted by PSBR. However, there are still other problems such as the public's lack of knowledge about the PSBR program, this is because the socialization is still carried out using simple methods.

Abstract

Rungkut District is one of the public service units with the lowest community satisfaction index in Surabaya City District in 2023. So monitoring and evaluation needs to be carried out in order to get recommendations and improvements. The aim of this research is to assess the performance of public services based on the regulations of the Minister for Administrative Reform and Bureaucratic Reform (PermenPAN RB) Number 29 of 2022. The research method used is descriptive qualitative research with a content analysis approach. Data collection techniques through observation, documentation and assessment follow the format of PermenPAN RB 29/2022 with form-02 calculations as the evaluator. The results of the research show that the performance of public services in Rungkut District is good but with caveats. Because it can be seen from the service policy aspect that the availability of standard information and service announcements is an obligation of service providers; aspects of HR professionalism, namely service implementers who are responsive and implement a culture of service implementers; aspects of facilities and infrastructure, namely the availability of facilities and infrastructure supporting services; aspects of public service information systems to inform and support service operations so that they become known to the public; the complaint consultation aspect, namely the availability of a special place for consultation and complaints to provide information and complaints to the public; The existence of public service innovation makes it easier to provide online licensing services. Suggestions from researchers need to increase the media for publishing service information and providing infrastructure for disability groups.

Abstract

This research aims to identify, analyze, and describe the development of the tourist village through the utilization of local potential by BUMDes Berkarya in Wonorejo Tourist Village, Jatiyoso District, Karanganyar Regency. This study uses descriptive research methods with a qualitative approach, employing data collection techniques such as observation, interviews, and documentation. The theory used in this research involves tourism destination elements consisting of five focuses: tourist attractions, attractions, tourist facilities and general facilities, accessibility, and brand images. The results of this research indicate that the development of the tourist village through the utilization of local potential by BUMDes Berkarya in Wonorejo Tourist Village is quite good and aligns with existing theories. However, there are still some shortcomings that need to be improved and further developed, such as incorporating local culture as an attraction, adding facilities, and improving accessibility to facilitate easier access. These improvements aim to achieve the goal of tourism development, which is to attract tourist visits and enhance community welfare.

Abstract

Permasalahan dalam pengelolaan kinerja pegawai di lingkungan pemerintahan sering kali melibatkan proses administrasi yang lambat, kurang transparan, dan tidak terintegrasi. Untuk mengatasi hal tersebut, Pemerintah Kabupaten Sidoarjo mengembangkan Portal Data Kinerja sebagai bagian dari implementasi Government to Employee (G2E). Penelitian ini memiliki tujuan untuk menganalisis dampak inovasi G2E terhadap kinerja pegawai dan pengelolaan kinerja. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Informasi diperoleh lewat wawancara terperinci, observasi, serta kajian dokumen yang relevan dengan pelaksanaan Portal Data Kinerja di Kabupaten Sidoarjo. Hasil penelitian menunjukkan bahwa portal ini berhasil meningkatkan transparansi, mempercepat proses pelaporan kinerja, dan memotivasi pegawai untuk mencapai target kerja. Namun, hambatan seperti resistensi terhadap perubahan dan keterbatasan infrastruktur teknologi masih perlu diatasi. Portal Data Kinerja memiliki potensi besar untuk mendukung pengelolaan administrasi negara yang efisien dan akuntabel.

Abstract

Pembangunan berkelanjutan menjadi isu penting di Kabupaten Sidoarjo, terutama dalam menghadapi tantangan pertumbuhan populasi dan urbanisasi yang pesat. Infrastruktur yang memadai diperlukan untuk mendukung perkembangan ekonomi dan meningkatkan kualitas hidup masyarakat. Namun, pengembangan infrastruktur sering terhambat oleh kendala anggaran, koordinasi yang lemah, dan minimnya partisipasi masyarakat. Kemacetan lalu lintas, terutama di Jalan Raya Aloha, menjadi salah satu masalah utama yang dihadapi. Penelitian ini menganalisis penerapan tata kelola kolaboratif dalam pembangunan Flyover Aloha sebagai solusi untuk mengatasi kemacetan. Melalui pendekatan collaborative governance, proyek ini melibatkan berbagai pemangku kepentingan, termasuk pemerintah, sektor swasta, dan masyarakat, untuk mencapai tujuan bersama. Penelitian ini menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa kolaborasi yang efektif dapat meningkatkan kualitas infrastruktur dan mendukung pembangunan berkelanjutan, dengan dampak positif terhadap mobilitas, ekonomi, dan lingkungan di Kabupaten Sidoarjo.

Abstract

Indonesia, as a maritime country, holds significant potential in the marine and fisheries sector, with East Java being one of the provinces that contributes substantially to investment in this sector. To support investment development, the East Java Marine and Fisheries Agency has developed the Geographic Information System for Fisheries Entrepreneurs (SIGPUKAN), a digital platform that provides statistical data on the processing and marketing of fishery products. This study aims to analyze the implementation of SIGPUKAN in providing statistical data using Edward III's implementation theory. The research method employed is qualitative with a case study approach through observation and interviews. The results indicate that the implementation of SIGPUKAN has been effective, as evidenced by the regular updating of statistical data, ensuring its relevance to the administrative needs of the agency and the general public. Additionally, the platform’s mapping feature for marine and fisheries potential assists investors in identifying precise investment locations. This innovation promotes data transparency and enhances the efficiency of public services. The implementation of SIGPUKAN is expected to strengthen collaboration between the government, entrepreneurs, and the public in providing statistical data that supports the development of the marine and fisheries sector in East Java.

Abstract

Obstacles in licensing services experienced by fishermen and business actors prove that there is a need to improve the quality of public service systems and the quality of state civil servant resources. Responding to this, the East Java Provincial Marine and Fisheries Service developed a digital-based public service innovation, namely the Fisheries Licensing Integration System (SIRIP) program innovation. The purpose of this study is to describe the innovation of the SIRIP program implemented within the scope of the East Java Provincial Marine and Fisheries Service and to identify supporting and inhibiting factors in the implementation of the SIRIP program. This study uses a qualitative research method with a case study approach through interviews, observations, documentation and literature studies based on the theory of innovation success factors (Arundel et al., 2019). The results of the study show that from the governance and innovation indicators, the regulatory system or policies used are in accordance with the policies that have been determined. The source of innovation indicators come from internal and external parties to the agency. The culture of innovation changes the mechanism of shipping and fisheries licensing to digital technology. Innovation capabilities and tools have appropriate facilities and infrastructure and are supported by competent human resources. The objectives, results, drivers and obstacles of the SIRIP website program have not been maximized in achieving the expected objectives. Abstract

The marine biodiversity of Indonesia is exceptionally diverse. It is no surprise that this attracts foreign countries to commit illegal activities, specifically illegal fishing. Illegal fishing is an unlawful practice that threatens the sustainability of Indonesia's marine resources. It causes a decline in fish populations within territorial waters, which in turn impacts the economy of fishing communities. This study aims to evaluate the extent to which the Underwater Restocking innovation contributes to restoring damaged marine ecosystems and increasing fishery yields. The method employed in this research is qualitative, using a case study approach at the Department of Marine Affairs and Fisheries of East Java Province. Data was collected through interviews, documents, and relevant reports. The findings indicate that although the effectiveness of the Underwater Restocking innovation still requires further evaluation, it has shown positive impacts by helping increase fishermen's productivity by approximately 60%. The author believes that this innovation represents a strategic step in restoring marine ecosystems and improving the economy of the community, provided it is implemented consistently. Abstract

The Planning Information System (SinCan) is a program used by the Bureau of Governance and Regional Autonomy to assess District Performance in East Java in an effort to realize data-based performance evaluation systematically and transparently. This research aims to determine the suitability of the implementation of the SinCan System program in the context of assessing District Performance Synergy (SKK) in East Java. The type of research used in this study is qualitative research with a descriptive approach. This research uses primary data through observation and interviews with the Head of the General Government Section as the provincial SKK assessment team, and the SinCan verifier team. The results of the research show that the implementation of SinCan is in accordance with the needs of the sub-district government in providing an effective, systematic, and transparent data-based evaluation tool. This program is also in line with the capacity of the implementing organization, namely the Bureau of Governance and Regional Autonomy, which already has adequate human resources and infrastructure to support SinCan implementation. In addition, there is a match between the program requirements and the capacity of the target group (sub-districts), although there are still challenges in understanding the data entry mechanism in the system. To overcome this obstacle, the researcher recommends regular training and technical assistance to sub-districts. Abstract

The Coin Box Program is an initiative of the East Java Provincial Government in order to alleviate poverty through community empowerment in the aquaculture sector. This program focuses on increasing the capacity of productive poor communities through training, mentoring, and assistance with fisheries facilities and infrastructure. This study aims to analyze the effectiveness of the program using the ACTORS (Authority, Confidence and Competence, Trust, Opportunities, Responsibilities, Support) theory approach, which emphasizes granting authority, increasing self-confidence, and support for beneficiary communities. The research method used is descriptive qualitative with data collection through observation, in-depth interviews, and document studies. The results of the study show that this program has a positive impact on increasing skills, income, and community independence in the aquaculture sector. However, there are still challenges in implementation, such as low levels of digital literacy in marketing, limited access to land, and lack of regeneration of young workers. Therefore, more innovative strategies are needed, such as involving the younger generation, increasing the use of technology, and strengthening coordination between stakeholders. Overall, the Coin Box Program has proven effective in improving the welfare of productive poor communities and has the potential to become an empowerment model that can be applied in other areas. The sustainability of this program requires further support from the government and collaboration with various parties to optimize the results achieved.
