Abstract

This article analyzes the implementation of public information disclosure through the website of the Manggarai Regency Government, in terms of the principle of openness in state administration law. This research also identifies the obstacles and impacts of public information disclosure implementation on local government accountability. The research method used is empirical law with a juridical and qualitative approach. Primary data was collected through interviews and questionnaires from officials of the Communication and Information Office and the public who access the website. Secondary data was obtained from literature review, laws and regulations, website documentation, and related research reports. The results show that the implementation of public information disclosure has not been optimal. The quality of information and website updates need to be improved, not fully fulfilling the principles of openness. The internal obstacles are limited human resources and lack of coordination between OPDs. External barriers are inadequate technological infrastructure and low public awareness of public information disclosure. As a result, government accountability is affected, public trust decreases, and there is potential for disinformation and cyber security threats.

Abstract

Although Law Number 6 of 2014 concerning Villages gives authority to the Village Head and Village Consultative Body to be able to form Village Regulations, in fact no Village Regulations have been produced. The objectives of this activity include: a) providing knowledge about aspects that need to be regulated in Village Regulations; b) providing knowledge about the process of forming Village Regulations; c) providing knowledge and skills to find and determine problems that can be regulated in a Village Regulation; and d) providing knowledge about the systematics, sentences and legal language in Village Regulations. This activity was carried out using the survey method, briefing and interactive question and answer/dialogue which were divided into two stages, namely the preparation stage and the implementation stage. This activity involved 40 participants consisting of the Village Head, Village Apparatus, Village Consultative Body (BPD), and the community. The training activity on Village Regulation drafting techniques in Penfui Timur Village is a solution for solving the problems faced. Through this activity, it is hoped that there will be an increase in knowledge and skills in drafting Village Regulations in Penfui Timur Village.

Abstract

The village head has full responsibility for the success of the implementation of village government that has targets that must be achieved, the village apparatus can be said to be good if the performance is in accordance with the targets that must be achieved. Where there are still complaints from the community until now that the Lairuru village government has not provided services in accordance with the needs of the community optimally. For example, village officials are often not at the village office when the community will take care of administrative needs, for example taking care of the certificate of incapacity, taking care of family cards, taking care of domicile certificates, managing the making of birth certificates, and identity cards. This is because the village head in leading the implementation of the village government is not firm in relation to the performance of the village apparatus. In carrying out their duties, the village head is responsible for leading and coordinating their respective subordinates and providing guidance and instructions for the implementation of subordinate duties.

Abstract

Quality public services are one of the pillars to show the change in government administration in favour of improving the welfare of its people. This study was conducted with the aim of knowing and explaining the level of satisfaction of the Komba Village community in receiving pulic services in making E-KTP conducted by the Population and Civil Registration Office of East Manggarai Regency. The type of research used is qualitative research, which is research that produces and processes descriptive data, such as interview transcriptions, field notes, drawings, and photographs. The research results show: (1) The Satisfaction Level of Komba Village Community in Receiving Public Services carried out by the Population and Civil Registration Office of East Manggarai Regency, namely; procedures and requirements for making E-KTP services are good, because the procedures and service requirements are in accordance, the clarity of service officers that the clarity of service officers in making E-KTP is not optimal due to the lack of socialisation from the Service to the community, the discipline of service officers that service officers are not consistent in the timeliness of the completion of the E-KTP making service process in accordance with what has been promised, fairness in getting services, that there is still discriminatory behaviour of service officers, where there are service officers who give priority to their families, relatives / acquaintances in providing services so that people who come early have to wait a long time because officers give priority to their acquaintances who come later without going through the queue, (2) Factors inhibiting Public Services in the E-KTP Making Service for the Komba Village Community, carried out by the Population and Civil Registration Office of East Manggarai Regency, namely: Internal factors, human resource factors, availability of supporting facilities and infrastructure. External factors are factors of public awareness to have population documents.

Abstract

The existence of the Regional Public Company (PERUMDA) of Kupang City aims to distribute water to residents in the surrounding areas. This study aims to evaluate the performance of PERUMDA in providing clean water services in Alak District, Kupang City. This research employs a combination of juridical and empirical approaches. The study was conducted at the PERUMDA Kupang City office and in the Alak District area of Kupang City during January 2025. The population in this study includes all PERUMDA employees and drinking water customers in Alak District, Kupang City. The sample was obtained using purposive sampling techniques, consisting of the head of the customer relations division (1 person), PERUMDA employees (10 people), and community members who use PERUMDA services (50 people), resulting in a total sample of 61 respondents. Data were collected through document review and in-depth interviews guided by an interview protocol. Based on the interview results, it was found that clean water services provided by PERUMDA were still suboptimal. Although PERUMDA Kupang City already has Standard Operating Procedures (SOPs), the implementation in the field still faces various obstacles, such as unequal distribution of clean water, limited infrastructure, occasional poor water quality, ineffective complaint handling systems, and outstanding payment arrears. PERUMDA Kupang City needs to expand its clean water distribution network, improve water quality, strengthen the customer complaint system, and conduct education and outreach to the community regarding the importance of efficient water use and the obligations of the community as service users.

Abstract

government authority in mangrove protection efforts in Teluk Mutiara District, Alor Regency is needed because of the surrounding community's destruction of mangroves. This study uses an empirical method. The data collection techniques used are through interviews and literature studies. The purpose of this study was to determine the implementation of the authority of the Alor Regency Government in mangrove protection efforts. In efforts to protect mangrove forests, it consists of the authority of guidance and supervision, first guidance, guidance is carried out by conducting socialization about mangrove forests to the surrounding community and also students around the mangrove, monitoring or evaluation, planting mangroves and also conducting conservation training for young men and women to provide an understanding of the importance of conservation. Second Supervision, Supervision carried out by the government is still carried out by forming a supervisory team called PPNS (Civil Investigator Employees) whose duties include monitoring and evaluation, the government also forms POKMASWAS to assist the Government in terms of supervision, the factors that influence the authority of the Alor Regency government in mangrove protection efforts consist of internal factors and external factors. Internal factors consist of ASN authority, budget and resources, while external factors consist of land, community resources and also lack of community empowerment.
