Abstract

The study seeks to examine the voices and experiences of students with disabilities in navigating online learning during the COVID-19. Based on in-depth interviews with thirty-four students with various disabilities of UIN Sunan Kalijaga, this study attempts to answer how these students experiencing online learning, what challenges they encounter, and what strategies they are using to navigate this new way of learning. Results show most students prefer conventional face-to-face learning, compared to the online learning one. Students reported various challenges they experienced, the most important of which is the high cost of internet access. Other challenges include the inaccessibility of the e-learning system with respect to the platform of online learning and the learning activities. Students also concerned with the absence of supports that they normally received from the university’s disability office (Pusat Layanan Difabel/ PLD). These challenges have encouraged students to seek help from family members, peers, and lecturers.Abstrak Studi ini berupaya untuk mengevaluasi pendapat dan pengalaman siswa penyandang cacat dalam menavigasi pembelajaran online selama COVID-19. Berdasarkan wawancara mendalam dengan tigapuluh empat mahasiswa dengan berbagai kecacatan di UIN Sunan Kalijaga, penelitian ini mencoba menjawab bagaimana para siswa ini mengalami pembelajaran online, tantangan apa yang mereka hadapi, dan strategi apa yang mereka gunakan untuk menavigasi cara belajar baru ini. Hasil menunjukkan sebagian besar siswa lebih suka pembelajaran tatap muka konvensional, dibandingkan dengan pembelajaran online. Siswa melaporkan berbagai tantangan yang mereka alami, yang terpenting adalah tingginya biaya akses internet. Tantangan lain termasuk tidak dapat diaksesnya sistem e-learning sehubungan dengan platform pembelajaran online dan kegiatan pembelajaran. Siswa juga khawatir dengan tidak adanya dukungan yang biasanya mereka terima dari Pusat Layanan Difabel (PLD) universitas. Abstract

 This research was conducted to investigate the perceptions of persons with disabilities and stakeholders regarding the promotion and development of Friendly and Inclusive Communities in Bantul Regency, DIY and Kendari City, Southeast Sulawesi. The study was designed using transformative mixed-method, with the framework of KIPA (Knowledge, Inclusion, Participation, and Access) as a theoretical framework core. The first step was carried out by an empirical survey through distributing questionnaires to 48 respondents in Bantul Regency and 52 respondents in Kendari City. The results of data analysis from questionnaire contents were processed through descriptive statistics to describe respondents' perceptions quantitatively. Quantitative results are used as a reference in qualitative data collection, namely through in-depth interviews with selected respondents. The results of the study show that both persons with disabilities and stakeholders have a positive perception of the promotion and development of a friendly and inclusive community in their area. Although knowledge about disability, inclusion and the issues that surround it is still limited, but both persons with disabilities and stakeholders claim the need for a Friendly and Inclusive Community to be realized. Repondents of persons with disabilities also added that participation and access to development by and for persons with disabilities needs to be improved both in terms of quantity and quality.Penelitian ini dilakukan untuk menginvestigasi persepsi penyandang disabilitas dan stakeholders mengenai promosi dan pengembangan Komunitas Ramah dan Inklusif di Kabupaten Bantul, DIY dan Kota Kendari, Sulawesi Tenggara. Penelitian didesain menggunakan transformative mixed-method, dengan kerangka KIPA (Knowledge, Inclusion, Participation, and Access) sebagai core theoretical framework. Langkah pertama dilakukan dengan survey empiris melalui penyebaran kuesioner kepada 48 responden di Kabupaten Bantul dan 52 responden di Kota Kendari. Hasil analisis data dari isian kuesioner diolah melalui statistik deskriptif untuk menggambarkan persepsi responden secara kuantitatif. Hasil kuantitatif dijadikan sebagai rujukan dalam pengambilan data secara kualitatif, yaitu melalui in-depth interview kepada responden terpilih. Hasil penelitian menunjukkan baik penyandang disabilitas maupun stakeholders memiliki persepsi yang positif terhadap promosi dan pengembangan Komunitas Ramah dan Inklusif di daerah mereka. Meskipun pengetahuan mengenai disabilitas, inklusi dan isu-isu yang melingkupinya masih terbatas, namun baik penyandang disabiltias dan stakeholders mengaku perlunya Komunitas Ramah dan Inklusif untuk diwujudkan. Reponden penyandang disabilitas juga menambahkan bahwa partisipasi dan akses pembangunan oleh dan untuk penyandang disabilitas perlu ditingkatkan baik dari segi kuantitas maupun kualitas.

Abstract

The resilience of persons with disabilities throughout the COVID-19 pandemic requires special attention due to their precarious nature. This article complements previous studies on the resilience of various social groups in the face of the COVID-19 pandemic by focusing on (1) The level of resilience of people with disabilities, and (2) The factors that determine such resilience. The resilience of persons with disabilities is measured personally using the The Connor-Davidson Resilience Scale (CD-RISC) developed by Kathryn M. Connor, MD and Jonathan R.T. Davidson, MD. Meanwhile, community resilience was measured using a concept developed by Norris F.H and Steven R.P. This study utilizes a survey method with a research sample of 137 disabled individuals of the organization Persatuan Bangkit Bersama(PBB) and the Yogyakarta Paraplegic Association (P3Y) in Yogyakarta. Data was retrieved through questionnaires distributed as a Google Form link via WhatsApp. The results showed that the resilience of persons with disabilities during the COVID-19 pandemic was in the high (52.6%) and moderate (47.4%) categories. The determinants of resilience are (1) external factors in the high category (68.6%) and medium category (31.4%); and (2) internal factors in the high (45.3%) and medium (54.7%). The most significant factors for the resilience of persons with disabilities are external ones, namely the carrying capacity of family, friends in organizations, neighbors, government policies, and NGO assistance.

Abstract

This article discusses the internal factors of resilience for people with new disabilities who are victims of the earthquake disaster. This research was conducted using a quantitative and qualitative approach (mix method). There were 124 respondents who were involved in this study consisting of people with new disabilities and their families who came from six sub-districts in Bantul Regency. Data was collected by conducting surveys of new persons with disabilities and interviewing families of persons with disabilities. The data that has been collected is then analyzed using SPSS analysis for survey results and coding for interview results. The results of the study show that the internal factors that influence people with disabilities to become resilient are adaptability, problem-solving skills, high optimism, good relationship building skills, and skills to contribute to society. Abstract

COVID-19 has impacted people’s lives worldwide as a global pandemic. It is a shocking health issue and generates other economic and societal problems. With its many citizens, Indonesia faces limitations in dealing with this pandemic. The research was initiated due to global COVID-19, which affects Indonesia economically and socially. They utilized local wisdom to support religious minorities via humanitarian efforts. This research explores the charitable and philanthropic efforts of minority religious communities such as Ahmadiyah, Shia, Baha'i, and Sapta Dharma in Yogyakarta, which often face negative perceptions in Indonesia. This study uses qualitative methods to illustrate how minority religious groups participate in helping others in responding to the pandemic. Data was collected through in-depth interviews, Focused Group Discussions, and documentation. The results showed that minority religious groups in Indonesia have the initiative and actively participate in assisting needy people around them as their responsibility as Indonesian citizens, despite the discrimination and hostility they face because of their beliefs. Philanthropic motivations based on religious values, universal humanity, and moral responsibility as a religious group can be viewed as local wisdom. The existence of cultural views in Indonesia for help and mutual assistance makes aid acceptable as a form of brotherhood, which is inversely proportional to the theological rejection of the group.

Abstract

The Indonesian village Law No. 6/2014 has set the tone for empowering local development, establishing village as a local democratic institution with the ability to manage its own development. It is explicitly stated in the law that one of its goals is to establish the village community as a subject instead of an object of development. Therefore, the law highly encourages civic participation. While the mechanism is in place to ensure the participation of village inhabitants, the participation of marginalized groups such as women, people with disabilities, and eldery remain unexplored. Using interviews with the marginalized groups in four villages in Indonesia, the aim of this paper seeks to capture the dynamic participation of this population and to examine the barriers to their participation in the development process. In this study, it was found that meaningful participation has not yet been achieved, thus, there is still a need to advocate for empowerment for this population. In addition, marginalized groups continued to experience challenges and barriers in to their participation, primarily due to the absence of a structure and mechanisms that specifically address their need. These include the absence of disability or women organizations or forums, the inaccessibility of information, and the lack of awareness of village government to include marginal groups.

Abstract

Abstrak Fenomena kekerasan seksual yang terjadi di perguruan tinggi marak terjadi meskipun dalam beberapa sebab tidak terpublikasikan. Penelitian ini bertujuan untuk mengkaji sejauh mana relasi kuasa dan normalisasi kekerasan seksual di Perguruan Tinggi, serta seberapa jauh “Personal is Political” menjadi fenomena kekerasan seksual di pendidikan tinggi. Penelitian ini juga menyajikan rekomendasi kebijakan bagi lembaga dalam penanganan kekerasan seksual di perguruan tinggi. Penelitian ini dilakukan dengan metode angket dan wawancara secara FGD kepada penyintas maupun civitas akademika lainnya. Hasil dari baseline study menunjukkan bahwa bentuk kekerasan seksual yang terjadi meliputi fisik, verbal, KGBO.  Pelaku kekerasan seksual mulai dari mahasiwa, tendik hingga dosen. Personal is Political diindikasikan melalui normalisasi kekerasan seksual bahkan menyalahkan korban. Relasi kuasa (Dosen-Mahasiswa, Senior-Junior, Pegawai-Mahasiswa) menambah lemahnya posisi korban untuk mendapatkan keadilan.  Pelaku memanfaatkan otoritas yang ia miliki untuk memanipulasi korban sedemikian rupa sehingga korban sangat takut untuk melawan. Rekomendasi yang ditawarkan meliputi perubahan kebijakan, aksi kolektif, gerakan sosial. Kata Kunci : Kekerasan Seksual, Perguruan Tinggi, Personal is Political, Power Relations [The phenomenon of sexual violence occurring in universities is widespread, although for several reasons it is not publicized. This research aims to examine the extent of power relations and the normalization of sexual violence in higher education, as well as the extent to which "Personal is Political" has become a phenomenon of sexual violence in higher education. This research also presents policy recommendations for institutions in handling sexual violence in higher education. This research was conducted using questionnaires and FGD interviews with survivors and other academics. The results of the baseline study show that the forms of sexual violence that occurred included physical, verbal, KGBO. Perpetrators of sexual violence range from students, staff to lecturers. Personal is Political is indicated through the normalization of sexual violence and even blaming the victim. Power relations (Lecturer-Student, Senior-Junior, Employee-Student) increase the weakness of the victim's position in obtaining justice. The perpetrator uses the authority he has to manipulate the victim in such a way that the victim is too afraid to fight back. Abstract

The development of the Yogyakarta International Airport aims to push the community’s economy. However, in practice, it faces failure. The land expansion needed for the airport operation has caused a loss of the source of income for the farmers nearby and the moving of their residences. Meanwhile, no working sites are accessible to the farmers where they are relocated. This study reveals the marginalization of farmers in maintaining their source of livelihood around the construction site of the Yogyakarta International Airport. This study uses interview methods, indirect observation, and document studies. The findings in this study are: the farmers experience marginalization in accessing work, land, and capital. They then experience uncertainty in income and loss of creativity as farmers. Therefore, the development of the airport has marginalized the farmers. This is an indicator of the failure of development goals. Therefore, a policy is needed to provide agricultural land for farmers to manage and get a source of livelihood.

Abstract

The research explores how people with paraplegia, a disability caused by the 2006 eartquake in Bantul Regency, Indonesia, access public services. They have spinal injuries that affect their mobility. It is crucial for ensuring access to public services for people with paraplegia is vital for their post-disaster recovery and resilience. The research uses a mixed method by combining data collected through a survey and in-depth interviews, observation, and documentation studies. The research involved 44 people with paraplegia as primary data sources. The research finds that, (1) Health services are free and the bulildings are wheelchair friendly for people with paraplegia; (2) Education services are available, but not inclusive and segregate students with disabilities; (3) Places of worship and mobility infrastructure are mostly accessible, but some need improvement. Penelitian ini mengeksplorasi bagaimana penyandang paraplegia, suatu disabilitas yang disebabkan oleh gempa bumi tahun 2006 di Kabupaten Bantul, Indonesia, mengakses layanan publik. Mereka mengalami cedera tulang belakang yang mempengaruhi mobilitas mereka. Sangat penting untuk memastikan akses layanan publik bagi penyandang paraplegia demi pemulihan dan ketahanan pasca bencana. Penelitian ini menggunakan metode campuran dengan menggabungkan data yang dikumpulkan melalui survei dan wawancara mendalam, observasi, dan studi dokumentasi. Penelitian ini melibatkan 44 penyandang paraplegia sebagai narasumber data primer. Hasil penelitian ini menemukan bahwa, (1) Layanan kesehatan dapat diakses secara gratis dan bangunan ramah bagi pengguna kursi roda termasuk penyandang paraplegia; (2) Layanan pendidikan tersedia, tetapi belum inklusif dan memisahkan siswa dengan disabilitas; (3) Tempat ibadah dan infrastruktur mobilitas sebagian besar dapat diakses, tetapi beberapa perlu perbaikan.
