Abstract

Training is to improve the knowledge, skills and attitudes of an apparatus so that they can carry out their duties and work well in the study of public administration, namely in policy making. This researcher is in the form of descriptive with a qualitative approach, namely describing the data obtained from the field and explaining it in words. This study aims to describe and analyze how effective the training is to increase the capacity of the apparatus in formulating policies in BPKAD, North Sumatra Province and to identify what factors include obstacles in the implementation of training to increase the capacity of the apparatus in formulating effective policies. The phenomena in this study are the lack of interest of the apparatus in participating in the training, the lack of facilities and infrastructure to support training for effective capacity building of the apparatus in policy making at BPKAD, North Sumatra province.

Abstract

The purpose of studiy was to determine employee performance in improwing the quality of two-wheeled motor vehicle tax administration services at the North Medan Samsat office and to determine the inhibiting factor/constraints on employee performance in improwing the quality of two-wheeled motor vehicle tax administration services at the nort medaan samsat office. This study uses a qualitative descriptive method using analysis of performance theory according to Agus Dwiyanto (2006) namaely productivity, service quality, responsiveness, responsibility, accountability. The results of this studiy can be conclouded that the performance of employees in improwingthe quality of taq administration services specifically for two- wheeled motor vehicles at the north medan samsat office has not gone well due to various problems and obstacles faced. Inhibiting factors or obstacles faced are service ti the community is still not optimal, employee discipline is still lacking, human resources are still;ow, internet network. The outhours suggestion in this study is that the Norts Medan Samsat employees carry out health services to the maximum without discriminating between people who take care of taxes and speed up service hours.

Abstract

Leadership Style of the Village Head in the implementation of Village Government in Parsingguran II. Especially in leadership, the village head is still lacking in socializing, communicating and often making his own decisions so that the community does not participate in the village.study aims to determine the leadership style of village heads in village government. graduate ll. This study uses a descriptive qualitative method that provides a clear description of the problems studied by using the Kartono theory of leadership style six indicators of leadership style, namely the ability to make decisions, the ability to motivate, the ability to communicate, the ability to manage emotions, be responsible, the ability to control subordinates. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the leadership style of the village head in village government is an authoritarian leadership style, this is because it focuses all decisions and policies taken from oneself. All division of duties and responsibilities is held by the authoritarian leader. While his subordinates only carry out the tasks that have been given. In an authoritarian leadership style, the leader controls all aspects of the activity. The leader gives what goals he wants to achieve, both major goals and minor goals.

Abstract

Madani Village is located in West Sorkam Barat District, Tapanuli Tengah Regency. This research started from the researcher's interest in seeing the importance of a leader's leadership style as a determining factor in the success or failure of an organization, both governmental and non-governmental, especially in Madani Village, Sorkam Barat District, Tapanuli Tengah Regency. aims to see Most of the people how the leadership style of the village head in increasing the productivity of village apparatus performance and what factors increase the productivity of village government apparatus performance in Madani Village, Sorkam Barat District, Tapanuli Tengah Regency. The results of the study indicate that the Madani village head applies a mixed, democratic and supervisory leadership style, with this leadership style strengthening the relationship between leaders and subordinates such as involving subordinates in decision making. Then it is strengthened by the existence of several factors driving the productivity of the performance of village government apparatus such as ability or skill factors, cultural and environmental factors and leadership style factors, and the most dominant of these three factors is the leadership style factor because with a leader there is someone who gives encouragement, input. and guidance to subordinates or apparatus at work.

Abstract

One of the identification problems in managing village funds in the village of Sifaoroasi, Huruna district, South Nias district, which still cannot be said to be fully effective, especially in the development of the village.  This study uses qualitative methods as data analysis.  The data sources in this study were the head of the Sifaoroasi village, the head of planning affairs, village officials, the head of the hamlet and the community of the Sifaoroasi village.  Data were collected based on data collection techniques, namely observation, interviews, documentation and data triangulation.  The results show that the management of village funds in an effort to increase development in the village of Sifaoroasi, Huruna sub-district, South Nias district is still not effective, this can be seen from the perspective of village development that has not been fully realized effectively in 2020. Thus it can be seen from the theory.  used in this research is the clarity of the objectives to be achieved, the clarity of strategic achievement of objectives, the process of analysis and problem formulation, sound policies, proper planning, proper programming, the availability of facilities and infrastructure for monitoring and control systems are still not effective and are not effective.  according to what the community wants in the village.  The factors that influence the management of village funds in Sifaoroasi village, Huruna district, South Nias district are human resources, facilities and infrastructure as well as transportation tools that support the development of the village.

Abstract

During the COVID-19 pandemic that occurred in Indonesia, the economy declined so that new people who could not afford it emerged. This is without exception in Nagori Silou Huluan, where the people who work as farmers have decreased their income. Especially when the Covid-19 virus has just entered, the government has implemented a lockdown. As a result, the delivery of goods out of the region cannot. Poor/poor people are getting poorer. This study aims to find out how the implementation of the cash social assistance program for underprivileged communities affected by the Covid-19 virus outbreak in Nagori Silou Huluan and to find out what are the obstacles in implementing the BST program in Nagori/Silou Huluan Village. This study uses a qualitative research method with a descriptive type. This study uses the theory of Van Meter and Van Horn there are six indicators, namely the size and objectives of policies, resources, communication between organizations and strengthening activities, characteristics of implementing agents, attitudes of implementers and the economic, social and political environment. Data collection techniques were carried out by means of observation, interviews, and documentation. The results of the study indicate that the implementation of the cash social assistance program still cannot be said to be running effectively in the distribution of assistance to help the poor/poor. It can be seen from the data collection process that the village government was not carried out, as a result there were still poor/poor people who did not get BST. Also, there is no fixed schedule for disbursing cash social assistance funds, resulting in the disbursement process not running properly. Whereas cash social assistance is used for basic needs.

Abstract

The problems raised in this study are: (1) Lack of human resources to fill the structure so that concurrent positions occur in the work system in Binjai City KPU, (2) Lack of facilities and infrastructure in Binjai City KPU, (3) Still lack of socialization in Implementation Election Commission Regulation Number 1 of 2015. This study uses qualitative research methods, which are used in a study to obtain a qualitative description and will be dominated by many words, sentences and descriptions and rarely use numerical data, although it does not rule out the possibility of displaying tables or graphs to support the completeness of the data. From the results of the study, it is known that the existence of Regulation of the General Election Commission No. 1 of 2015 has a significant impact on improvements in public services, namely services that are getting better in "one door" by PPID, openness to access to public information, increasing active role of society, equality of treatment , timeliness, ease and affordability. Although there is still much to be improved in implementing the 2015 KPU Regulation No. 1.

Abstract

The Leadership Administration Bureau is a government organization located in the North Sumatra Governor's office which has the main task of serving the leadership, starting from preparing leadership materials, preparing leadership activity materials and reporting. However, in its implementation there are still employees who have not fully carried out their duties properly due to a fairly large workload imposed on them so that in carrying out their duties they lack discipline and lack of work motivation and also lack of competence and trainings made. This study aims to determine the implementation of North Sumatra Governor Regulation No. 29 of 2020 in order to improve the implementation of employee duties in the Leadership Administration Bureau and what are the inhibiting factors in its implementation. The theory used in this study is theory of Edwards III, particulary Communication, Resources, Disposition, and Bureaucratic Structure. The use of this studies approach is a qualitative method the usage of remark statistics series techniques, in-depth interviews, and documentation. This investigation revealed that the was not yet fully implemented due to the still obstacles, one of which is that some of the human resources are not competent, and also the lack of training and socialization about work in the Leadership Administration Bureau makes them lacking in obtaining training while for communication, disposition, and bureaucratic structure have been implemented quite well and small problems they are able to overcome.

Abstract

Policy implementation is an important stage in achieving the program objectives that have been set. This study aims to evaluate the implementation of North Sumatra Governor Regulation (Pergubsu) No. 29 of 2020 in the Institutional and Position Analysis Section of the Organization Bureau of the Regional Secretariat of North Sumatra Province and identify inhibiting factors in the process. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Respondents consisted of Section Heads, Sub-Section Heads, and executive position employees in the Institutional and Position Analysis Section. The results showed that the implementation of Pergubsu No. 29 of 2020 has not been optimal because there are still several obstacles, such as a lack of adequate human resources, a heavy workload, and a limited budget for the Job Analysis Subdivision. In addition, technical infrastructure such as computers and printers are also inadequate for administrative needs. Therefore, measures are needed to improve policy implementation, including increasing human resources, adequate budget allocation, and improving technical infrastructure.

Abstract

The purpose of this study was to determine the role of the village government in realizing farm tourism as a village innovation program in Melati II Village, Perbaungan District. This question is focused by Labolo's (2010:32) work to get an answer using his Ryaas Rasyid role theory. This theory includes 1) the role of government as regulator, 2) the role of government as dynamist, and 3) the role of government as facilitator and mediator. Political theory by Carl J. Friedrick in Suwitri (2008:5-6). Data obtained in the field were collected by primary and secondary data acquisition techniques and analyzed qualitatively. The study concludes that the role of village government of Melati II in realizing agritourism in Panten Cresset through village innovation program is not yet complete. This has been attributed to a role that has not been performed effectively, a lack of enthusiasm in providing direction, guidance and socialization to the community, and an underutilization in managing the assistance provided by the Ministry. Not due to the role of village government in Melati II. Go to a village in the Republic of Indonesia and pay no attention to access to the target. Panten Creset Farm Tour.
