Abstract

This research aims to explore and understand more deeply the implementation of the no-fishing policy as an effort to achieve sustainable development goals for life below water. The research method uses qualitative with a descriptive approach with the aim of building meaning based on the views of participants. Data collection is carried out through three stages: observation by directly observing fishing activities and comparing them to the activities of the day of the fishing ban, in-depth interview stages by meeting informants and the literature study stage is carried out by collecting research results that are closely related to the research. The determination of informants was carried out purposively with the criteria of the Sabang City Community, who work as Fishermen, fishermen who know about the no fishing policy, ship-owning financiers who are closely related to fishing operations, and traditional representatives of the laot customary commander. The research findings of the communication stage, which originally prohibited fishing as part of the culture, was changed into a rule with a legal umbrella in Qanun No. 7 of 2010 concerning fisheries. The resources stage was carried out by forming an institution in charge of supervising and enforcing customary law rules, namely Panglima laot, which was further reinforced by the issuance of Qanun No. 10 of 2008 concerning the role of customary institutions. The disposition stage provides social sanctions in the form of ostracism and gives negative stigma to strict sanctions in the form of confiscation of catches and boats for three to seven days; the bureaucratic structure stage reinforces the authority of customary law and the role of Panglima laot as stated in Qanun No. 10 of 2008 and Qanun No. 7 of 2010.

Abstract

This article aims to explain collaborative governance in Mount Sinabung disaster preparedness, focusing on the collaborative process. The problem centers on the Disaster Resilient Village which was formed by the Karo Regency BPBD, but during its establishment from 2019 to date, it has not implemented the Destana program in disaster preparedness. To answer this problem, the Collaborative Governance theory of Chris Ansell and Alison Gash is used. Data were collected through interviews and triangulation, as well as a literature review, and analyzed qualitatively. This study concludes the collaborative process of the Runggu of the Karo District Government on disaster management and the Runggu tradition in the village. Building trust by forming Destana and the Destana program that is included in the village budget. Commit to a joint agreement to prepare the documents for the Village Disaster Management Plan and Village Contingency Plan. Then the document is understood and implemented together according to their respective roles. This resulted in medium-term results in Gung Pinto Village receiving a Village Resilience rating in the Primary category. The findings from this study were that of the 14 villages formed, only 1 village could carry out the collaboration process well. With recommendations for the need for an empowerment process in collaborative governance in disaster preparedness at Mount Sinabung in Karo Regency, North Sumatra Province.

Abstract

The role of the community in development is still relatively passive, this can be seen from some people who do not care about the village development that will be carried out. The purpose of this study is to find out the role of the community in development and to find out the obstacles to the role of the community in village development in the village of Purba Dolok. In this study, the type of research carried out by the author is a qualitative descriptive approach method, which explains the problems that exist in the form of words and writing in every existing event. Indicators of the role of the Purba Dolok village community as a policy role, in the form of arguments such as building placement, paying attention to building durability and building maintenance. Then, the role as a strategy where the community cooperates with village officials in developing strategies for the implementation of development in the form of site preparation, adjustment of budget funds and the formation of working groups. The role as communication, in this case, the communication of the village community and village officials provide information to the community through the head of the hamlet who is responsible for the environment of each hamlet. The role as a dispute resolution tool, in this case the way that is carried out in reducing differences of opinion and conflicts that arise, the holding of village deliberations for voting in order to overcome differences of opinion that arise when village deliberations are held.

Abstract

The problems raised in this study are: (1) Lack of human resources to fill the structure so that concurrent positions occur in the work system in Binjai City KPU, (2) Lack of facilities and infrastructure in Binjai City KPU, (3) Still lack of socialization in Implementation Election Commission Regulation Number 1 of 2015. This study uses qualitative research methods, which are used in a study to obtain a qualitative description and will be dominated by many words, sentences and descriptions and rarely use numerical data, although it does not rule out the possibility of displaying tables or graphs to support the completeness of the data. From the results of the study, it is known that the existence of Regulation of the General Election Commission No. 1 of 2015 has a significant impact on improvements in public services, namely services that are getting better in "one door" by PPID, openness to access to public information, increasing active role of society, equality of treatment , timeliness, ease and affordability. Although there is still much to be improved in implementing the 2015 KPU Regulation No. 1.

Abstract

Waste management remains a challenge in Lubuk Pakam District, Deli Serdang Regency, due to the increasing population and community activities. One effort to address this issue is through waste management-based community empowerment through the establishment of the Main Waste Bank Berseri (Serial Main Waste Bank). This study aims to determine the process of community empowerment through the Main Waste Bank Berseri and identify obstacles encountered in its implementation. This study uses a qualitative, descriptive approach. Data collection techniques included observation, interviews, and documentation, with informants including waste bank managers, government officials, and community members. The results of the study indicate that community empowerment through the Main Waste Bank Berseri has been running quite well, marked by increased community participation in waste management, economic benefits, and increased environmental awareness. However, there are still obstacles such as low participation of some communities and limited supporting facilities. Therefore, ongoing support and cooperation among the government, waste bank managers, and the community are needed for the program to run more effectively.

Abstract

Indonesia is a country with a high level of disaster vulnerability, so disaster preparedness is a strategic agenda in national development. However, the complexity of disaster management often faces obstacles to coordination between stakeholders, including government, civil society, the private sector, and international organizations. This research uses the Collaborative Governance Preparedness Disaster's Model in Indonesia (COLGOPREDI) as an innovative approach in building collaborative governance-based disaster preparedness. This model emphasizes synergy across actors through the principles of participation, transparency, accountability, and strengthening local capacity. COLGOPREDI is designed to strengthen communication networks, coordination mechanisms, and a clear division of roles in the disaster management cycle, from mitigation, preparedness, emergency response, to recovery. The study results show that the implementation of this model has the potential to increase the effectiveness of disaster response, accelerate recovery, and encourage community resilience. Thus, COLGOPREDI can be a conceptual framework as well as a collaborative governance practice that is relevant in the context of disaster management in Indonesia.
