Abstract

One of the accredited universities in Indonesia is committed to quality education through the use of information technology. However, the university's IT unit often experiences vacancies in key positions due to high employee turnover, which impacts workload and business processes, especially in handling Request for Change (RFC). While application X supports performance appraisals, it has not been optimized for succession planning. This study explores the potential of application X as a tool for succession planning by integrating the Rothwell and Integrated Talent Management models. The design includes identifying key positions, assessing candidate competencies, preparing development plans, and establishing a structured knowledge transfer system to sustain organizational leadership. Additionally, integrating Large Language Models (LLMs) like ChatGPT is expected to enhance assessment objectivity, provide individual development recommendations, and ensure a more effective leadership transition. The system's role in improving assessment objectivity is vital for unbiased, data-driven decisions, while its contribution to leadership transitions ensures a smoother, more systematic process for maintaining leadership continuity. With features such as candidate search and staff assessment, the system is expected to help organizations select the right replacement and maintain university operations.

Abstract

Information technology companies in Indonesia face the challenge of high employee turnover, which leads to the loss of important knowledge and has an impact on productivity and innovation. This research aims to develop conceptual knowledge sharing and knowledge sharing systems in university IT units, which do not yet have an integrated system for documenting knowledge. Observations show that the ticketing system used can be optimized as a long-term knowledge sharing platform. The designed model includes strengthening the culture of sharing, utilizing social networks within the organization, applying information technology, reward systems, and the SECI model approach. In addition to knowledge repository features, role systems, documentation automation, search, and collaboration modules, the integration of Large Language Models (LLM) such as ChatGPT is expected to improve information search, documentation automation. LLMs play a crucial role in enhancing user interactions by enabling natural language queries, improving search accuracy, and automating knowledge classification. Moreover, they facilitate knowledge extraction from unstructured data, assist in summarizing key insights, and provide adaptive learning capabilities. By leveraging LLMs, the system can increase efficiency, reduce the time required to find relevant information, and ensure knowledge continuity within the organization.

Abstract

A waste bank is a facility that functions to manage waste by applying the principles of 3R (Reduce, Reuse, Recycle) to support sustainable environmental programs and provide economic benefits to the community. Bank Sampah Capetang, located in Kelurahan Sekejati, Kecamatan Buah Batu, Kota Bandung, faces several operational management issues, particularly in transaction recording and waste transportation scheduling, which are often missed. These issues impact daily operational uncertainty and the potential loss of important data. This study aims to provide a solution by developing a web-based information system that integrates waste transportation scheduling and transaction recording, as well as providing a unified platform for Bank Pusat and Bank Unit managers to operate the waste bank. The system was developed using the Extreme Programming (XP) method, known for its iterative approach in software development. The technologies implemented in this system include the use of Unified Modeling Language (UML) for system modeling, the Laravel framework for application development, MySQL for database management, as well as Black Box Testing and User Acceptance Testing (UAT) for application testing. The testing results show that most tests were successful ("Passed") with some minor improvements that have been addressed. Thus, the developed information system meets the needs of Bank Sampah Capetang, with all key features such as scheduling and transaction recording functioning well. This study is expected to improve efficiency and performance in waste bank management.

Abstract

Artificial intelligence (AI) is a key enabler of digital transformation in telecommunications, improving operational efficiency and customer experience. However, telecom companies face governance challenges such as regulatory compliance risks, security vulnerabilities, and limited risk management capabilities, hindering effective AI adoption. This case study aims to address AI adoption challenges by developing an ambidextrous AI governance framework based on COBIT 2019 and DevOps. Using design science research methodology, the framework was designed and evaluated through semi-structured interviews with key TelCo stakeholders and validated with internal documents until data saturation was reached. The analysis applied the ambidextrous COBIT 2019 framework across seven governance components. Governance and Management Objectives (GMOs) were prioritized based on design factors, devops,  national regulations (SOE Minister No.PER-2/MBU/03/2023 and ICT Minister No.5/2021), and literature. As a result, APO12 (Managed Risk) was selected as the key objective. Recommendations include formalizing AI governance roles, enhancing AI-related risk training, and implementing advanced GRC and automation tools. This improvement will increase the APO12 maturity level from 3.83 to 4.66. This improvement will enhance TelCo’s capabilities in risk management, compliance, and innovation, offering practical insights for practitioners and contributing to the academic discourse on ambidextrous AI governance for sustainable digital transformation.

Abstract

Mata kuliah Capstone Design and Project merupakanbagian penting dalam kurikulum Program Studi S1 SistemInformasi Universitas Telkom yang bertujuan untukmengintegrasikan pengetahuan dan keterampilan mahasiswamelalui penyelesaian proyek nyata. Namun, pengelolaan matakuliah ini menghadapi tantangan dalam pendataan danpemantauan, terutama karena penggunaan sistem manual yangberisiko menyebabkan kesalahan pencatatan, keterlambatanpemantauan, dan kesulitan koordinasi antara mahasiswa dandosen. Untuk mengatasi permasalahan ini, penelitian inimerancang dan membangun sebuah aplikasi berbasis websiteyang dapat memfasilitasi pengelolaan mata kuliah CapstoneDesign and Project secara lebih efektif dan efisien.Pengembangan aplikasi dilakukan dengan metode ExtremeProgramming dan Design Thinking, yang berfokus padakebutuhan pengguna. Seluruh fitur aplikasi diuji melaluiUsability Testing, yang melibatkan metode Mission UsabilityScore (MIUS), Maze Usability Score (MAUS), Single EaseQuestion (SEQ), dan System Usability Scale (SUS) yang diujikepada 10 orang mahasiswa, 3 orang dosen, dan 2 orang timCapstone. Hasil Usability Testing yang sangat memuaskan inimenunjukkan aplikasi berhasil memberikan kemudahanpenggunaan, efisiensi, dan kemampuan untuk memenuhikebutuhan pengguna. Aplikasi ini juga dapat meningkatkanefisiensi pengelolaan mata kuliah Capstone secara signifikan.Diharapkan, aplikasi ini dapat menjadi solusi dalammendukung akreditasi internasional dan meningkatkan mutuakademik di Universitas Telkom.Kata Kunci: Capstone Design and Project, Website, ExtremeProgramming, Design Thinking, Usability Testing.

Abstract

PT. RMG adalah perusahaan distributor liquified petroleum gas atau LPG yang berfokus pada penyediaan tabung gas 3 kg khususnya di wilayah Kota Serang. Kendala utama dalam distribusi LPG adalah kurangnya sistem pemantauan stok secara real-time, yang menyebabkan ketidaktepatan dalam perencanaan pengiriman. Keterlambatan dalam restock sering kali mengakibatkan stockout, sementara prediksi yang tidak akurat bisa menyebabkan overstock, yang berisiko meningkatkan biaya penyimpanan. Evaluasi program dilakukan kepada peserta kegiatan untuk mendapatkan umpan balik kegiatan. Kegiatan ini diharapkan dapat meningkatkan efisiensi dalam manajemen persediaan LPG dengan beberapa manfaat utama, antara lain: (1) pengurangan frekuensi stockout (2) optimalisasi jadwal pengiriman, dan (3) peningkatan akurasi perencanaan stok melalui pemanfaatan data berbasis analitik prediktif.

Abstract

Integrating artificial intelligence into the banking sector accelerates digital transformation, but it also presents governance challenges, particularly in striking a balance between innovation and regulatory compliance, risk management, and operational control. This research proposes an ambidextrous AI governance model by combining two distinct yet complementary mechanisms from COBIT 2019: the structured, control-oriented Traditional framework and the agile, adaptive DevOps Focus Area. This dual approach enables organizations to pursue innovation and maintain governance stability simultaneously. The study investigates BankCo’s, a state-owned bank in Indonesia that is undergoing a systemic digital transformation and applies the Design Science Research (DSR) methodology with a case study approach. Collecting data through five semi-structured interviews with key IT Governance, Risk, and Compliance stakeholders and triangulated with internal policy documents, annual reports, and audit trails. The analysis identified two prioritized Governance and Management Objectives (GMOs), MEA03 (Managed Compliance with External Requirements) and APO12 (Managed Risk), based on design factors, regulatory alignment (POJK No. 11/2022 and SOE Minister Regulation No. PER-2/MBU/03/2023), and agile governance needs. A maturity gap analysis revealed areas for improvement across people, process, and technology dimensions, with the proposed model raising governance capability from 3.55 to 3.95. The proposed model applies multidimensional prioritization through Resource-Risk-Value (RRV) analysis. This study presents a practical and auditable approach to ethical AI governance that strikes a balance between innovation and accountability. The model supports digital transformation in banks and contributes to information systems governance by linking the ethical use of AI with agile yet compliant practices in regulated environments.
