Abstract

This study aims to analyze the implementation of the Electronic Identity Card (KTP-El) service policy in Humbang Hasundutan Regency, North Sumatra Province. This research is exploratory research with a qualitative approach. Data were collected through interviews, observations, and documentation. Informants were determined by purposive sampling and snowball techniques. The data analysis technique used the Spradley analysis model with four analysis stages: domain, taxonomic, componential, and cultural themes. The results of the study indicate that the implementation of the E-KTP service has not been optimal even though various efforts have been made, it can be seen from the unachieved target for the electronic E-KTP, which is caused by several factors, such as the lack of adequate socialization about the importance of the E-KTP, data recording tools, damaged networks, inadequate staff resources, and low public awareness of the importance of the E-KTP. Efforts that should be made are to conduct education and socialization in more detail and intensive on the significance of E-KTP to the public, repair damaged data recording devices and networks, conduct regular training for unskilled employees in providing E-KTP, clarify SOP regarding the time it takes to record an Electronic Identity Card.

Abstract

Pasar Agribisnis Kembang Kuning menjadi pusat distribusi utama.

Abstract

Abstract The Directorate General of Population and Civil Registration of the Ministry of Home Affairs has set performance achievement targets for 2024 for the Population and Civil Registration Offices at the regency/city level, as outlined in the Minister of Home Affairs Decree Number 100.4.6-635 Dukcapil of 2024. Accordingly, the Population and Civil Registration Offices are implementing various efforts and strategies to improve performance targets that are still relatively low, namely electronic ID card (KTP-el) recording (92.24%), Child Identity Card (KIA) ownership (33.32%), and the implementation of Digital Population Identity (IKD) (8.9%). However, these efforts and strategies have not been fully effective due to several obstacles, such as geographical conditions, limited telecommunications infrastructure, budget constraints, and shortages of KTP-el blanks. This research focuses on strategies to enhance the achievement of national targets, aiming to identify and analyze existing obstacles through SWOT analysis. This research is descriptive qualitative, with informants selected using purposive and snowball sampling techniques. Data analysis was conducted using qualitative methods, including organizing and preparing data for analysis, reading all data, coding data, identifying themes, developing interpretations, further analysis using analytical frameworks, and presenting and interpreting the research findings. The results indicate that, based on the SWOT analysis, achieving the performance targets requires extensive socialization efforts through social media platforms such as TikTok, Instagram, Facebook, and others. It is also necessary to establish collaborations with related agencies and user institutions to optimize the utilization of population data and documents. Abstract

The consequences of data duplication and anomalies on the quality of public service in Indonesia's Civil Registration Information System (SIAK) are investigated in this study. The study analyses documented anomaly patterns and institutional reports to back up its qualitative descriptive methodology, which is based on semi structured interviews with fifteen civil registration officers from five different districts. Multiple identities, inconsistent demographic features, faulty NIK formats, duplicate geographic coordinates, unrecognised or inactive Population Identification Numbers (NIK), and duplicate addresses are among the most common data errors, according to the research. As an example, NIK entries with less than 16 digits or infants classified as married are examples of logical and format abnormalities, which constitute the majority of errors. Data update cycles that are too long, inadequate automated validation, poor inter agency synchronisation, and reliance on human data entry are the main causes of these difficulties. Not resolving these irregularities might result in failed verification, delayed social assistance delivery, and termination of BPJS Health membership, therefore their impact is substantial. According to the research, public service quality may be enhanced by moving away from reactive rectification and toward preventive data governance. This can be achieved through the use of artificial intelligence (AI) for validation, real time updates, stronger integration between agencies, increased officer capacity, and public knowledge of data updating.

Abstract

Digitalization today has a significant impact on improving workforce competency standards. One aspect is the mastery and utilization of technology, which is now a benchmark for job providers in the recruitment process. Indonesia also faces the challenge of the demographic bonus phenomenon, where the number of productive workers increases but quality remains inadequate. Unlike previous studies that focused more on evaluating education as a factor shaping human resources, this study examines the relationship between the demographic bonus phenomenon and professional revolution as well as reasons behind low-quality human resources in Indonesia. The purpose of this research is to provide solutions for human resource readiness in facing challenges posed by both demographic bonuses and professional revolutions in Indonesia. The researcher used a Systematic Literature Review Method by analyzing 36 Scopus and Sinta accredited journal articles sourced from Scopus and Google Scholar metadata through Publish or Perish (PoP). The results show two main problems: first, low quality of Indonesian human resources indicated by poor thinking skills; second, ineffectiveness of vocational high school education in producing competent workers due to their inability to optimize relationships with industries or employers. To overcome these problems, it is suggested to optimize STEAM learning and revitalize vocational schools while changing study duration to five years for Diploma II equivalent graduates like Thailand's vocational education system.
