Abstract

This research aims to determine the extent to which social protection benefits contribute to maintaining the welfare of employees at Hoffment Cleanindo Persero Surabaya as users of the Institution of Social Security Employment (ISSE). The objective of this research indicates that increasing awareness and benefits are crucial to helping employees feel better and assisting the company in maintaining stability. The author employed a descriptive data analysis model supplemented by on-site observations. Interviews with employees and company executives were conducted, and direct observations were made. The collected data will be presented in graphical form with systematically structured explanations. The discussion findings reveal disparities and differences in perception between employers and workers. This research aids in identifying necessary improvements or changes to meet the needs and expectations of employees. The findings will provide better insights into how employees perceive, experience, and expect benefits from the ISSE program, thereby ensuring their welfare. The author recommends that with the ISSE program, employees can increase their awareness, and companies can pay more attention to the ISSE program to achieve the desired welfare for both employees and the company.

Abstract

The objective of this research is to analyze the implementation of the Uninhabitable House Program at the Department of Public Housing, Settlement Areas, and Land Affairs of Surabaya regarding the issue of uneven distribution of program beneficiaries. This study was conducted using qualitative methods and a descriptive approach. Data were obtained through interviews with information sources and documentation in the form of graphs and tables managed by the researchers. The research location is at the Department of Public Housing, Settlement Areas, and Land Affairs of Surabaya. The benefits provided by this research include giving the public insight into the implementation of the program by the responsible department and identifying the main problems and obstacles related to the Uninhabitable House Program in Surabaya. The results of the research indicate that the uneven distribution is due to community leaders who conduct the screening or selection of program beneficiaries not adequately assessing the eligibility for house repairs. Additionally, the program implementation team from the Department of Public Housing, Settlement Areas, and Land Affairs faces challenges in the field. These challenges include issues with beneficiaries who have land disputes or whose land ownership is still under family status. Such problems stem from the beneficiaries themselves, related to land status or personal issues with family members. The researchers recommend closer cooperation between stakeholders, increased socialization from both the DPHSALA and community leaders, and the resolution of individual issues for Beneficiaries.

Abstract

This research aims to evaluate the zoning system of education implemented by the Sidoarjo Regency government to accept students who live within the closest radius of the school. The zoning policy aims to provide equal opportunities for every child to receive quality education. This research employs a qualitative method, with data collection through interviews and documentation.  The results show that State Junior High School (SJHS) 1 Krian and State Junior High School 2 Wonoayu meet the indicators of effectiveness, adequacy, and accuracy in the zoning policy, but do not meet the indicators of equity and responsiveness. The indicators of accessibility and quality of education indicate that adequacy, responsiveness, and accuracy are appropriate, while effectiveness and equity are still lacking.  The education program is still in the adjustment process, which means that access for children with special needs is not yet optimal. Although the zoning policy has successfully improved accessibility and quality of education in both schools, there are still shortcomings due to parents' lack of understanding of this policy. Therefore, more in-depth education is needed to enhance public understanding of the zoning system.

Abstract

Increasing public demand for quality public services has placed the Immigration Office in Surabaya under scrutiny. As a provider of administrative services, this office must optimize its performance to meet public expectations. However, maintaining reliability, efficiency, and responsiveness remains a challenge. The Public Satisfaction Index (IKM) is used as a key indicator to measure service quality. This study aims to analyze the efforts to optimize IKM in improving service quality at the Surabaya Immigration Office. The research employs a qualitative method with a case study approach, collecting data through interviews with passport applicants and public satisfaction surveys. The aspects measured include reliability, assurance, tangibles, empathy, and responsiveness. The data were analyzed to determine how each aspect affects public satisfaction and to identify areas for improvement to enhance the IKM. The study results indicate that service reliability reached 85%, but internal efficiency still needs improvement. Assurance contributed 78%, with technical issues requiring attention. Tangibles were rated at 82%, though facility modernization is necessary. Empathy received 68%, highlighting the need for improved attention from staff during peak workloads. Responsiveness was rated at 70%, with a need for increased consistency in providing personal attention. Recommendations include regular training and performance evaluations to ensure consistent service standards. The Surabaya Immigration Office should consider increasing staff or utilizing technology, such as online applications, to handle applicant surges and expedite administrative processes. Additional staffing and resource allocation improvements are essential, especially in primary service areas, to maintain responsiveness and empathy.

Abstract

The purpose of the research is to evaluate the effectiveness of Ning Yaonah service innovation in the process of managing administrative services, both in terms of benefits felt by the community and the challenges faced in its implementation. This study uses qualitative research. The location of the research was carried out at the Population and Civil Registration Office of Jombang Regency. The data collection methods used include literature studies, and document data. The results of the study are that Ning Yaonah service innovation has proven effective in improving the quality and efficiency of population administration services and obtaining an “A” predicate qualification in Jombang Regency. The program has succeeded in creating a transparent and accountable service, by providing easy access and simple procedures. Practical Implications Increasing the accessibility and efficiency of population administration services through digitalization, so that people can take care of documents easily and quickly without long queues

Abstract

  Guided by Presidential Instruction Number 3 of 2003 concerning National Policies and Strategies for E-Government Development, in 2018 the Jombang Regency Inspectorate launched the Supervisory Results System (SRS) application. SRS is an information technology-based system designed to facilitate the integrated recording, reporting, and monitoring of follow-up monitoring results, so as to speed up the data-based decision-making process that is more accurate and transparent. This application is used to improve the effectiveness and efficiency of supervision of various aspects of operations, compliance, and internal control. The purpose of this study is to evaluate the implementation of SRS applications in optimizing supervision at the Jombang Regency Inspectorate and identify the factors that cause the ineffective implementation of SRS and describe the efforts that have been made to overcome it. The research method uses a qualitative descriptive approach. Data collection techniques were carried out by interviews, observations, and documentation studies related to the implementation of SRS. The resource persons from this study are auditors and PPUPD. The results show that the use of SRS applications has had a positive impact on increasing transparency, accuracy, and speed of reporting supervision results. The SRS application is designed as a tool to increase the effectiveness and efficiency of the supervision process on the performance of local governments. The factors that cause the ineffective implementation of SRS are the limitation of human resources in mastering technology, managers are only good in terms of operations, while in terms of software development, obstacles in handling/security of cyber attacks, network management still cannot be done independently. The SRS application is still intranet-based so auditees cannot access anywhere and anytime. Therefore, it is necessary to increase the capacity of human resources by conducting digital training and strengthening infrastructure to support the implementation of applications more effectively. This research is expected to provide recommendations for the Jombang Regency Inspectorate in optimizing the use of SRS applications to improve the quality of supervision.

Abstract

This study evaluates the implementation of the Additional Employee Income (Tunjangan Penghasilan Pegawai or TPP) policy for civil servant teachers (Aparatur Sipil Negara – ASN) in Mimika Regency, Indonesia, using six public policy evaluation indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. A qualitative descriptive approach was employed, incorporating semi-structured interviews with education stakeholders and analysis of teacher attendance documentation from 2023 to 2024. The findings reveal substantial discrepancies in 2023 between biometric (fingerprint) attendance and compliance with instructional duties. For example, in SMK Negeri 3 Mimika, the fingerprint attendance rate was 90%, yet only 13% of teachers complied with teaching-hour requirements; similarly, SMP Negeri 3 recorded 78% attendance but only 12% compliance. Improvements were observed in 2024, with the attendance-compliance gap narrowing significantly e.g., SMK Negeri 1 Mimika (95% vs. 90%) and SD Inpres Timika V (90% vs. 88%). Despite these improvements, interviews indicate that the TPP policy has not led to meaningful enhancements in teaching quality, pedagogical innovation, or long-term commitment. The policy is perceived as inefficient due to bureaucratic rigidity, financially inadequate in relation to cost-of-living disparities, and insufficiently responsive to the structural challenges of remote and underserved schools. Consequently, policy reform is urgently required to ensure that the TPP system is performance-based, contextually adaptive, and aligned with the broader goals of public sector accountability and equitable education outcomes.

Abstract

This study investigates the contribution of the Cangkrukan Arek Suroboyo (CAS) Program to community empowerment particularly youth in the context of Surabaya’s urban development planning. In response to the multifaceted challenges posed by rapid urbanization, community participation has become a critical pillar in the formulation of inclusive and sustainable urban policies. The CAS Program represents an innovative participatory mechanism initiated by the Surabaya City Government to foster dialogic communication between citizens and local authorities, rooted in local cultural practices. Employing a qualitative research design, this study collected data through in-depth interviews, surveys, and document analysis. Findings reveal that community empowerment through the CAS Program encompasses five key dimensions: cognitive, psychological, organizational, socio-economic, and participatory. The program has demonstrated effectiveness in enhancing youth knowledge, self-efficacy, active engagement, and decision-making capacity at the grassroots level. Furthermore, CAS has fostered social cohesion, strengthened individual and collective capacities, and cultivated a participatory ecosystem that positions youth as agents of urban transformation. These findings suggest that the CAS Program can serve as a replicable model for sustainable and inclusive community empowerment in urban governance.

Abstract

The licensing service for the issuance of Business Identification Number (NIB) at the Public Service Mall (PSM) DPMPTSP Jombang Regency is an integrated service that facilitates business actors in obtaining business legality through the Online Single Submission (OSS) system. The goal is to provide convenience, speed, and legal certainty for the community in starting a business, as well as supporting the investment climate and regional economic growth in an efficient and transparent manner. The purpose of this study is to assess the effectiveness of the service of issuing Business Identification Numbers (NIB) at the DPMPTSP Public Service Mall in Jombang Regency, including the quality of service, obstacles faced, level of community satisfaction, and the impact of services on business legality and ease of doing business in the area. The research method used is qualitative with a descriptive approach. The Goal-Based Evaluation Theory was first developed by Michael Scriven, with the following indicators: (i) Time Efficiency, (ii) Quality of Service, (iii) Process Efficiency, (iv) Inter-Agency Coordination, (v) Compliance to Standards and Regulations, (vi) Impact of the Program. The results of the study show that NIB services at PSM Jombang run effectively with fast service times and high community satisfaction (IKM 91.08). Services are assessed both in terms of cost, officer attitude, and complaints. However, there are still constraints on turnaround times, complicated procedures, and OSS system disruptions. The solution for its sustainability is the need to simplify procedures, improve human resources and OSS systems, socialize more widely, and strengthen coordination between agencies to speed up the service process.

Abstract

The Victim Recovery and Prevention of Gross Human Rights Violations Program (PKPHAM) is a policy of the Indonesian government launched to respond to the demands for justice for victims of gross human rights violations in the past, as well as to strengthen national reconciliation based on justice and humanity. This study aims to evaluate the results of the implementation and monitoring of the PKPHAM program through a qualitative approach using William N. Dunn's public policy evaluation theory which includes six main indicators: (1) Effectiveness, (2) Efficiency, (3) Adequacy, (4) Equity, (5) Responsiveness, and (6) Accuracy. The findings of this study show that the implementation of the program still faces a number of obstacles, including; limited validated victim data, lack of coordination between implementing agencies, and there are several forms of assistance that are not suitable for the concrete needs of victims. On the monitoring side, the approach used is still administrative, with no clear impact indicators and adequate victim participation. Evaluations show that most programs are still symbolic and have not substantially fulfilled the victims' rights to truth, justice, reparation, and guarantees of non-recurrence. Thus, in order for PKPHAM to become an effective and sustainable program, fundamental improvements are needed in the design and implementation of policies that are oriented towards the fulfillment of victims' rights as a whole. The state needs to strengthen political commitments, improve the victim-based monitoring system, and adopt a participatory, accountable, and fair approach in realizing transitional justice in Indonesia.
