Abstract

Population growth and economic activity in West Java and Central Java increase traffic volume and congestion, especially in the southern lanes that do not have toll roads. The distribution of goods and people's mobility still rely on arterial roads such as Jalan Nagreg which is narrow and prone to congestion. This study aims to analyze the planning of the Gedebage-Tasikmalaya-Cilacap Toll Road Section I of the Gedebage-North Garut section with a quantitative descriptive method. The results show segments 1–6 are heavy traffic, while segments 7–10 are smooth. Trase 2 was chosen because it was more optimal in terms of technical, cost, and environmental aspects. The planning includes 41 PIs, 79 PVIs, three main interchanges, as well as the construction of 300 mm JRCP pavement, 150 mm thin concrete, 200 mm class A concrete, and 200 mm optional stacks.

Abstract

Sidewalks are provided for pedestrians located in road use areas, given a surface layer with a higher elevation than the surface of the road pavement, and generally parallel to the vehicle traffic lane. The aim of this research is to analyze the Level of Service (LoS) of sidewalks and the appropriate functions of sidewalks. and assess pedestrian path facilities in accordance with established requirements and standards. The research location is in the urban area of Cianjur City, namely the sidewalks of Jalan Adi Subuat, Jalan Siti Jenab, Jalan Suroso, Jalan Taifur Yusuf, and Jalan Ir H Juanda. The method used is the analytical survey method, namely the method of conducting a survey at the location studied. The results of the analysis show that the level of service (LoS) of the Jalan Adi Sucipta sidewalk is category D, the level of service (LoS) of the sidewalk of Jalan Siti Jenab is category D, the level of service (LoS) of the sidewalk of Jalan Suroso is category D , Level of Service (LoS) of Jalan Taifur Yusuf Category D, and Level of Service (LoS) of Jalan Ir H Juanda category C. Categories C and D are categories that are still comfortable to use but there are a few differences in categories C and D and the facilities meet applicable standards. Conclusion: Level of Service (LoS) in Cianjur City is in the comfortable category to use.

Abstract

Abstract This study was conducted in Sidamulya Village, Jalaksana District, Kuningan Regency, in West Java Province. Sidamulya village is traversed by the Cirebon–Kuningan provincial road which is in good and moderate condition, the Jalaksana–Simpang Pejambon district road which is in moderate condition and slightly damaged, and several village roads are in moderate condition, lightly damaged, and heavily damaged. The road maintenance program in the Sidamulya Village environment is implemented based on the results of road condition surveys. Maintenance of the Cirebon-Kuningan Road Section is proposed using a routine maintenance program, while maintenance of the Jalaksana-Simpang Pejambon Road Section is proposed using a periodic maintenance program. Meanwhile, maintenance of village roads is proposed with a periodic maintenance and rehabilitation program. Implementation of road maintenance can be carried out by including village community participation through the Type IV self-management method, where planning is carried out by the government or community, while implementation and supervision are carried out by the community. The types of work that can be done by village communities are simple jobs and do not require high-tech equipment. Keywords: road conditions; community participation; road maintenance; road planning; self-management Abstrak Studi ini dilakukan di Desa Sidamulya, Kecamatan Jalaksana, Kabupaten Kuningan, di Provinsi Jawa Barat. Desa Sidamulya dilewati oleh jalan provinsi Cirebon–Kuningan yang berkondisi baik dan sedang, jalan kabupaten Jalaksana–Simpang Pejambon yang berkondisi sedang dan rusak ringan, dan beberapa jalan desa berkondisi sedang, rusak ringan, dan rusak berat. Program pemeliharaan jalan di lingkungan Desa Sidamulya dilaksanakan berdasarkan hasil survei kondisi jalan. Pemeliharaan ruas jalan Cirebon–Kuningan diusulkan menggunakan program pemeliharaan rutin, sedangkan pemeliharaan ruas jalan Jalaksana– Simpang Pejambon diusulkan dengan program pemeliharaan berkala. Sementara itu, pemeliharaan jalan desa diusulkan dengan program pemeliharaan berkala dan rehabilitasi. Pelaksanaan pemeliharaan jalan dapat dilakukan dengan me-nyertakan partisipasi masyarakat desa melalui metode swakelola Tipe IV, yang mana perencanaan dilakukan oleh pemerintah atau masyarakat, sedangkan pelaksanaan dan pengawasan dilakukan oleh masyarakat. Jenis pekerjaan yang dapat dilakukan oleh masyarakat desa adalah pekerjaan yang sederhana dan tidak memerlukan peralatan berteknologi tinggi. Abstract

Abstract The West Java Provincial Government cannot fund the entire provincial road maintenance program due to budget constraints. Therefore, it is necessary to find revenue sources that can be used to fill the funding gap. This study examines the potential revenue from earmarking taxes that can be used to finance provincial road maintenance. The study results indicate that the potential revenue generated from earmarking taxes cannot fund the entire road maintenance program, but is only sufficient to cover 100% of the routine maintenance program and 40% of the periodic maintenance program. Keywords: road maintenance; provincial roads; earmarking tax; routine maintenance; periodic maintenance Abstrak Pemerintah Provinsi Jawa Barat tidak dapat membiayai seluruh program pemeliharaan jalan provinsi karena keterbatasan anggaran. Karena itu, perlu dicari sumber-sumber pemasukan yang dapat digunakan untuk mengisi kekurangan dana yang dibutuhkan. Pada studi ini dikaji potensi penerimaan yang berasal dari pajak earmarking yang dapat digunakan untuk membiayai pemeliharaan jalan provinsi. Hasil yang diperoleh dari studi menunjukkan bahwa potensi pendapatan yang diperoleh dari pajak earmarking tidak dapat membiayai seluruh program pemeliharaan jalan, tetapi hanya cukup untuk 100% program pemeliharaan rutin dan 40% program pemeliharaan periodik.
