Abstract

82.3% of the population of Sabu Raijua Regency work as farmers with a high level of need for water but the geographical conditions of Sabu Island are not able to support this activity because the majority consists of dry land with a percentage of 97.51% and the number of rainy days is approximately only 100 days per year so The Government of Sabu Raijua Regency built hundreds of ponds to provide for agricultural activities, but the weak sustainability of the reservoir development projects in Sabu Raijua Regency is a separate problem. The method used in this study is a descriptive method with a qualitative approach with a total of 76 people who were determined purposively then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016). The sustainability of the pond development projects in Sabu Raijua Regency was analyzed using the Methodology in Sustainable Development Indicators (Department of Economic and Social Affairs, 2001:14). The inhibiting factors for the sustainability of the pond development project in Sabu Raijua Regency consist of a minimal budget, less effective institutional governance and climate and geographical conditions so that the authors formulate a model for the sustainability of the pond development project in Sabu Raijua Regency which includes 3 dimensions, namely the policy dimension, the resource dimension and the relationship dimension between institutions.

Abstract

Stunting is a condition of failure to thrive in children under five (infants under 5 years of age as a result of chronic malnutrition, so children are too short for their age. Stunting is not only caused by factors of malnutrition experienced by pregnant women and children under five, but there are many factors that causes it, and one of the factors is the lack of family access to nutritious food because people's purchasing power is low. Adequate nutritional intake is a prerequisite for achieving good nutritional status. Moringa is a multipurpose vegetable crop. Almost all parts of this moringa plant can be used as a food source because it contains active compounds and complete nutrition. Family independence is important in preventing nutrition and health problems. This service aims to increase the knowledge and skills of housewives in local moringa-based food processing and provide an understanding of the risks of stunting in children and how to prevent it by using the lecture / counseling method and processing practices.

Abstract

AbstrakTulisan ini dimaksudkan untuk memberikan jawaban atas beberapa upaya kebijakan pengelolaan sampah berbasis partisipasi masyarakat di Dinas Kebersihan dan Lingkungan Hidup  Kota Kupang dalam mewujudkan Kota Kupang yang bersih dan sehat. Kebijakan pengelolaan sampah yang melibatkan masyarakat dan elemen lainnya menjadi penting menghasilkan kebijakan persampahan yang berkualitas sehingga para aktor dapat memahami dan menjalankan perannya secara maksimal, yang merupakan hasil dari konvergensi faktor eksternal dan internal dalam mendukung perubahan. Kebijakan pengelolaan sampah dapat diklasifikasikan menjadi dua kelompok yaitu kelompok elit (pemerintah Kota) dan kelompok masyarakat bersama elemen lainnya yang perlu bersinergi untuk penanganan sampah. Kajian dan ulasan memberikan evaluasi terhadap pengelolaan sampah yang dilakukan dalam beberapa periode waktu. Isi dan semangat para aktor mencerminkan pemahaman baru pengelolaan sampah yang sangat berbeda dari bentuk tradisional pengelolaan. Dengan demikian, memiliki potensi untuk membawa perubahan yang cukup besar, tidak hanya dalam level lokal tetapi secara nasional, dalam hubungan negara dan masyarakat. Namun demikian, kajian ini membahas komitmen pemerintah kota dan ketersediaan sarana pendukung untuk mewujudkan pengelolaan sampah berbasis partisipasi masyarakat dan faktor yang menghambat dan mendukung kebijakan pengelolaan sampah di Kota Kupang yang efektif

Abstract

Abstrak: Malnutrisi dianggap menjadi faktor penting penyebab terjadinya stunting pada balita. Tujuan kegiatan ini adalah untuk meningkatkan pengetahuan dan keterampilan pemanfaatan serbuk kelor sebagai bahan tambahan dalam upaya pencegahan stunting. Solusi yang ditawarkan kepada 30 orang mitra TP PKK Kecamatan Sabu Tengah untuk mengatasi permasalahan kelompok adalah pengolahan nugget kelor, mie kelor dengan substitusi kelor/marungga. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% “setuju” dan 80% “sangat setuju” bahwa materi yang disampaikan mudah dipahami, jelas dan terperinci. Serta 100% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Malnutrition is considered to be an important factor causing stunting in toddlers. The aim of this activity is to increase knowledge and skills in using moringa powder as an additional ingredient in efforts to prevent stunting. The solution offered to 30 TP PKK partners in Central Sabu District to overcome the group's problems was processing moringa nuggets, moringa noodles with moringa/marungga substitution. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained results that 20% "agree" and 80% "strongly agree" that the material presented was easy to understand, clear and detailed. And 100% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.

Abstract

This research is entitled Water Governance on Optimizing Clean Water Distribution to Meet Community Needs in Lembur Village, Komba City District, East Manggarai Regency. The purpose of this study is to find out the water governance process in Lembur Village. The method used in this study is a qualitative method. This study examines water governance on community needs using 3 important aspects, namely, the content layer, the institutional layer and the relationship layer. The results of the study show that the implementation of water governance in terms of the content layer is constrained in providing ineffective information, especially during the delivery of program work and policy making, officer training only occurs during National Programs such as PPIP and PAMSIMAS, while those managed by villages do not conduct training due to budget shortages, and policy strategies that are not optimal cause some people to not get clean water supply, but in the aspect of the institutional layer from the organizational side, there has been a division of roles and responsibilities, there is a strict structure and supervision, but there is a miscommunication between the overtime village government and clean water officers, even from the aspect of financing, budget realization that is not in line with the results in the field, then in the aspect of the relationship layer on the participation side, The community is not involved in the completion of clean water work and deliberately dismantles the pipes that have been worked. Financial alkalization and decision-making are not transparent and communication between the government and the community is not effective.

Abstract

Penelitian ini bertujuan untuk menganalisis bentuk, pengelolaan wilayah pesisir pantai di Kecamatan Sabu Barat, Kabupaten Sabu Raijua. Wilayah pesisir memiliki potensi sumber daya alam yang signifikan, baik dari segi perikanan, pariwisata, maupun ekosistem laut yang mendukung keberlanjutan ekonomi dan lingkungan. Namun, kurangnya tata kelola yang terintegrasi seringkali menyebabkan degradasi lingkungan, konflik pemanfaatan ruang, dan ketimpangan sosial-ekonomi masyarakat pesisir. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan wilayah pesisir di Sabu Barat masih menghadapi berbagai kendala seperti lemahnya koordinasi antarinstansi, minimnya partisipasi masyarakat, dan keterbatasan regulasi lokal. Oleh karena itu, dibutuhkan pendekatan pengelolaan terpadu berbasis masyarakat dan kebijakan yang adaptif terhadap kondisi lokal guna mewujudkan pembangunan pesisir yang berkelanjutan.

Abstract

Lembaga pemerintah sebagai salah satu bentuk organisasi agar mampu mencapai keberhasilan sangat tergantung kepada sumber daya manusianya. Untuk itu sumber daya aparatur yang ada memerlukan persiapan melalui pendidikan dan pelatihan. sebagai dasar meningkatkan kualitas sumber daya dan peningkatan kinerja SDM dalam menghadapi persaingan global. Dalam kaitan ini, salah satu aspek keberhasilan suatu organisasi pemerintah yakni kelancaran pelayanan di sektor publik hingga saat ini belum sepenuhnya dirasakan oleh masyarakat luas. Dengan adanya Undang-Undang RI Nomor 5 tahun 2014 tentang Aparatur Sipil Negara, diharapkan mampu memperbaiki manajemen pemerintahan yang beorientasi pada pelayanan publik sebab PNS tidak lagi berorientasi melayani atasannya, melainkan masyarakat. Oleh karena itu, sebagai Sumber Daya Manusia yang handal dalam melaksanakan tugas sebagai Aparatur Sipil Negara (ASN) harus mampu menjalankan revolusi mental dengan mendasari tuntunan kehidupan beragama secara benar, selalu memiliki komitmen dalam melayani masyarakat sehingga tercipta good governance.

Abstract

This research is entitled The Effectiveness of Land Registration Administration Services at the Manggarai Regency Land Office. This research was conducted with the aim of determining the effectiveness of land registration administration services at the Manggarai Regency Land Office. The research used in this study has a qualitative descriptive approach. This study examines the effectiveness of land registration administrative services, which focuses on inputs, processes, outputs and productivity. The results of this study show that the Manggarai Regency Land Office faces various challenges in land registration services, such as old buildings, limited space and equipment, and funding that depends on the State Budget with limited allocation. The main obstacles include low public understanding of the procedures and benefits of land certificates as well as administrative constraints. The implementation of registration is supported by digitalization and regulations such as Permendagri Number 18 of 2021, but there are still technical obstacles such as limited measuring tools, differences in land use data, and the risk of double certificates. Communication with applicants who are far from the office and delays in announcing results also hinder the public objection process. Indigenous peoples with their own legal structures are a challenge in the PTSL program due to a lack of understanding and cooperation, as well as a reliance on more affordable costs. However, the Land Office managed to meet the registration target with most of the processes being on time and services being considered good, supported by digital innovations that increase efficiency, transparency, and reduce land tenure practices.

Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.

The method used in this research is a descriptive method with a qualitative approach with a total number of 76 people who were determined purposively then the primary and secondary data collected were analyzed using data analysis techniques from Creswell (2016). Water governance in the construction of reservoirs for water supply resilience for agriculture in Sabu Raijua Regency, NTT Province uses theory from Van der Kerk, et al (2013: 8) with research results in aspects (1) content layer which is hampered by the uneven flow of information, the absence of training to improve the knowledge and skills of reservoir water users as well as poor strategies/policies, whereas in aspect (2) the institutional layer from the organizational side there was no clear division of roles and responsibilities between institutions, the private sector and the community relating to the use of reservoir water and instruments that were not adequate and in aspect (3) the relational layer on the cooperation side was found not to involve existing policy stakeholders in making decisions about the water management process. The inhibiting factors for water governance in the construction of reservoirs for the resilience of water supply for agriculture in Sabu Raijua Regency, NTT Province consist of a minimal budget, lack of effective institutional governance and climate and geographical conditions.
