Abstract

In a world cruise is not just one or two companies involved but a lot of companies working together with other agencies or other companies inside and outside the country, therefore dibutukan mutually beneficial cooperation, among others, are chartered tugs conducted by PT. Pelindo Marine Service (shipowner) with the Division of Ship Agency Assist and Telecommunications Branch of Tanjung Perak Surabaya (charterer) in chartered tugs made by both these agencies using the system charter, namely the system on hire is a matter of the charter while the ship can be used on and off hire that count time charter vessels can not be used. Basically the system is carried out to determine the price difference when going off hire, hire yourself going off caused by several factors such as damage to aircraft engines and propellers damaged. The purpose of this study was to determine the price of the rent charter that has previously been determined to be changing due to off hire it done so that the charterer does not have a loss in addition to the remainder of the fuel in the ship when going off hire are also taken into account it is usually done by operational division side charterer. All calculations are done in order to find a price agreement and the remaining fuel in accordance with the day and time of the vessel can work (on hire). The theory used in this research is by Purwosutjipto HMN in his book "Understanding Trade Law" which describes the definition of charter and various types of agreements charter while also using the theory of Sudjatmiko FDC in "Fundamentals of Sailing Commerce" who develop the content of the book in various kind of way of calculating the rent charter and explain the system on and off hire. The method used in this study is a qualitative addition to the interviews and direct observation to the PT. Pelindo Marine Service. Results from this study is the system on and off hire highly dependent on ships that can operate or not because it will affect the rental price charter has changed from the original price caused the ship can not operate. The operational part of charterer very influential to recalculate the rent charter and do a re-fuel sounding when off hire occur, it is done so that the charterer does not lose. Researchers recommended to further research in order to develop a research system on and off hire charter on the shipowner and charterer because in this study the researchers focus count the demise charter as a matter of off hire researchers used a system that is often used by the charterer.

Abstract

In order to improve the quality of Indonesian seamen then sought an increase in the quality of maritime education and training institutions. Appropriate setting minimum standards of education and training provider institutions sailors, the assessment carried out on 4 components which includes the Organizational and Staff Recources (OS), Infra-provision Teaching Facilities (ITF), Competence Educationand Training (Ed), and the Equipment and Teaching Materials (Eq). Four components are part of the Joint Decree of the Minister of Communications, Minister of National Education and Ministry of Manpower and Transmigration No. KM. 41 Tahun 2003-5/U/KB/2003-Kep.208A/MEN/2003. This study aims to determine the policy Implementation Joint Decree (SKB) 3 Minister of the PDP in UHT Nautical Studies Program by identifying the determinants of success or failure. This study uses a model of policy implementation analysis of Daniel A. Mazmanian and Paul A. Sabatier (1983), which suggests problems that may arise in the implementation of quality standards of seafarer Indonesian system, the structure of law and non law, and the stages in the implementation process itself. The results showed that the implementation of SKB 3 Minister has not done well. This was due to technical problems, including differences in standard time courses, as well as faculty and staff qualification mismatch existing laboratory with the required qualifications and lack of support facilities in the form of equipment and laboratory equipment. From the results of this study concluded that the limited allocation of financial resources is the main factor triggering the emergence of the above problems. To overcome this problem, the necessary management of resources especially financial resources to be more focused on the procurement of educational equipment and a gradual and continuous training and improvement and adjustment of the academic qualifications of teaching staff.

Abstract

This study aims to determine and analyze the effect of service quality on the level of satisfaction by service users at PT. ASDP Indonesia Ferry (Persero) Kamal Port. Is a quantitative research model simple regression analysis, a sample of 54 respondents, using the formula for the number of unknown population. The data collection instrument used a questionnaire (questionnaire). Data analysis used validity test, reliability test, simple linear regression test, hypothesis test, partial test (t test), processed with SPSS. The results of the validity and reliability tests with rtable 0.279 obtained 20 statement items that were declared valid from service quality and 20 items from statements that were declared valid from customer satisfaction and all items statement reliability. The R test result is 0.004, meaning that service quality affects customer satisfaction by 40%, while 60% is influenced by other variables. Based on the results of the t test, it can be interpreted that the effect of service quality on service satisfaction at PT ASDP Indonesia Ferry (Persero) Kamal Port users with a tcount value of 1.111 ≤ ttable 2.00785.

Abstract

Sektor transportasi laut Indonesia merupakan industri yang terus berkembang mengikuti zaman, semakin cerdas, sadar harga, dan memiliki persaingan kompetitif. Persaingan kompetitif ini dialami tidak hanya dengan transportasi laut domestik tetapi juga transportasi laut internasional. Penelitian ini meneliti adanya pengaruh harga tiket dan pelayanan terhadap keputusan menggunakan kapal penumpang PT. Pelayaran Nasional Indonesia Cabang Surabaya, Populasi penelitian adalah seluruh penumpang kapal Pelni. Jumlah sampel yang ditarik menggunakan rumus iterasi sebanyak 116 orang dan penelitian ini menggunakan metode kuantitatif dan teknik analisis regresi linear berganda. Hasil penelitian menyebutkan bahwa harga tiket secara parsial berpengaruh positif dan signifikan terhadap keputusan menggunakan kapal penumpang PT. Pelni. Hal ini dapat dibuktikan dengan hasil dari thitung sebesar 10,795 > dari ttabel = 1,981 dengan tingkat signifikansi 0,000 < 0,05, pelayanan secara parsial berpengaruh positif dan signifikan terhadap keputusan menggunakan kapal penumpang PT. Pelni. Hal ini dapat dibuktikan dengan hasil dari thitung sebesar 2,323 lebih besar dari ttabel = 1,981 dengan tingkat signifikansi 0,022 < 0.05 bahwa harga tiket dan pelayanan berpengaruh positif dan signifikan terhadap keputusan menggunakan kapal penumpang PT. Pelni. Hal ini dibuktikan dengan nilai signifikan Fhitung 102,917 lebih besar dari Ftabel sebesar 3,08 dan tingkat signifikansi 0.000 lebih kecil dari 0.05.

Abstract

Transformasi digital dalam sektor logistik maritim menuntut kesiapan sumber daya manusia (SDM) pesisir yang kompeten dan adaptif. Pengabdian kepada masyarakat ini bertujuan untuk memetakan kebutuhan kompetensi SDM pesisir guna mendukung operasi logistik maritim di era digital. Metode pengabdian kepada masyarakat yang digunakan adalah pendekatan deskriptif kuantitatif dengan teknik survei terhadap 120 responden yang terdiri dari nelayan, operator pelabuhan kecil, dan tenaga logistik di wilayah pesisir Jawa Timur. Data dikumpulkan melalui kuesioner dan wawancara semi-terstruktur, kemudian dianalisis menggunakan teknik tabulasi distribusi frekuensi dan analisis gap kompetensi. Hasil pengabdian kepada masyarakat menunjukkan bahwa 76,7% responden belum memiliki keterampilan digital dasar, dan hanya 18,3% yang pernah mengikuti pelatihan terkait logistik digital. Kompetensi yang paling dibutuhkan meliputi penguasaan perangkat lunak logistik (85%), literasi data (73%), dan kemampuan komunikasi daring (67%). Tingkat kesenjangan kompetensi (competency gap) tertinggi ditemukan pada kategori penguasaan teknologi informasi (selisih 42% antara kebutuhan dan ketersediaan). Temuan ini mengindikasikan urgensi program pelatihan vokasi berbasis digital untuk mendukung kinerja logistik maritim. Diskusi menggarisbawahi pentingnya kolaborasi antara lembaga pendidikan vokasi, pemerintah daerah, dan industri pelayaran dalam pengembangan SDM pesisir. Pengabdian kepada masyarakat ini memberikan dasar kebijakan untuk menyusun kurikulum pelatihan kompetensi maritim digital yang kontekstual dan aplikatif.
