Abstract

Although some studies have mentioned land use and land cover across the borderlands of New Guinea, there have not yet been a series of systematic studies that link the topic with the construction of the Sota border post (Pos Lintas Batas Negara–“PLBN Sota”). With reference to realism, liberalism and asymmetrical power relations, this study examines the development impacts of the Sota border post. A set of interdisciplinary mixed-methods approaches are used including geospatial and earth observation analysis, collation of bureau of statistics data as well as academic and grey literature review. Results provide a baseline land cover assessment for the study area surrounding the Sota border post. There have also been a range of socio-economic and biophysical impacts of the infrastructural and immigration capacities along the Southern borderlands of New Guinea. In terms of international relations, the presence of the Sota border post is expected to foster cooperation between Indonesia and PNG, decrease conflict, and promote stability in the border area. As a result, both realism and liberalism can be used as theoretical frameworks to understand the trajectory of developments along the borderlands. However, due to the asymmetries of power, the rhetoric of liberalism may be rendered less convincing.KEYWORDS:Asymmetries of Power; Indonesia and PNG; International Relations; Land Cover and Land Use Change; Sota Border Post

Abstract

This comparative analysis explores the economic impacts of sustainable tourism on local communities in Bali and North Sumatra, Indonesia. The study highlights the significance of understanding the specific contexts of these regions and examines the economic benefits, challenges, and policy initiatives related to sustainable tourism development. The research methodology involved a comprehensive literature review and data analysis. The selection criteria for comparative analysis and the variables and indicators used were carefully considered to ensure a comprehensive examination of the economic impacts of sustainable tourism in Bali and North Sumatra. The findings reveal positive economic outcomes in both regions, including job creation, income generation, and support for local businesses. However, Bali exhibits a more significant economic impact with its more developed tourism industry than North Sumatra. This difference can be attributed to factors such as higher tourist influx and better tourism infrastructure in Bali. The comparative analysis also uncovers common challenges locals face in both regions, including infrastructure development, resource management, cultural preservation, community engagement, capacity building, marketing strategies, and equitable distribution of benefits. Addressing these challenges is essential for sustaining the economic benefits of sustainable tourism and ensuring the preservation of natural and cultural resources. In conclusion, this comparative analysis highlights the economic impacts of sustainable tourism in Bali and North Sumatra. It emphasizes the need to address challenges and implement effective policies to maximize economic benefits and ensure a more equitable distribution for local communities.

Abstract

Enforcing hate speech laws in Indonesian politics has posed significant challenges in the past. These challenges have impeded the effective implementation of legal measures designed to address hate speech and ensure a fair and inclusive political environment. One of the key challenges was the need for a clear and comprehensive legal framework. Historically, hate speech laws in Indonesia were criticized for being vague and open to interpretation, leading to inconsistent application and potential bias in enforcement. The absence of specific guidelines and criteria for identifying hate speech hindered the prosecution process. Political pressures and biases also posed significant obstacles to enforcing hate speech laws. The influence of political affiliations and interests often interfered with objective decision-making, leading to selective enforcement or leniency based on political considerations. This compromised the impartiality and independence of the enforcement process. Moreover, limited capacity and training among law enforcement agencies and judicial institutions created further hurdles. There needs to be more understanding of hate speech issues, lack of expertise in investigating and prosecuting such cases, and inadequate resources hampering the effective implementation of hate speech laws. These challenges in enforcing hate speech laws in Indonesian politics have hindered the protection of fundamental rights, fostered polarization, and undermined the inclusive nature of the political discourse. Addressing these challenges requires comprehensive legal reforms, capacity building for law enforcement and judicial institutions, and strategies that effectively tackle hate speech in the digital realm.
