Abstract

This  study aims to analyze the comparative regulation of the division of marital property under the two legal systems and its impact on legal protection for the parties after divorce. The research is motivated by the differences in the regulation of marital property division between Indonesia and South Korea, which may lead to differences in legal protection for former spouses. The research method used is normative legal research with a statutory approach and a comparative law approach. The results show that the legal system in Indonesia emphasizes legal certainty through an equal distribution system, thereby providing clarity and assurance in dispute resolution. However, this system tends to insufficiently consider non-economic contributions in a proportional manner. In contrast, the legal system in South Korea grants greater authority to judges to determine the division based on principles of justice and the actual contributions of the parties, making it more flexible and adaptive to real conditions, but potentially leading to legal uncertainty. These differences affect the resulting legal protection, namely formal legal certainty in Indonesia and protection based on substantive justice in South Korea.

Abstract

This article aims to analyze the discourse surrounding the revision of the Local Regulation on Smoke-Free Zones (KTR) in Kulon Progo Regency from a legal-empirical perspective, focusing on aspects of public health protection and the consistency of local policies. This study employs a legal-empirical method using a regulatory approach and a sociological approach. Data were collected through document analysis and policy analysis, supported by the evolving social dynamics within the community. The results indicate that the revision of the KTR Regional Regulation has the potential to weaken public health protection and reduce the consistency of the local government in implementing health-based policies. On the other hand, there are socio-economic pressures driving regulatory flexibility. Therefore, a policy approach oriented toward the long-term interests of the community is needed, while maintaining a balance between individual rights and collective rights to a healthy environment.

Abstract

The Merah Putih Village Cooperative (KDMP) in Bangunharjo, Sewon, Bantul faces challenges in management and entrepreneurship, including weak governance, limited business innovation, and suboptimal document management systems. To address these issues, a community service program was conducted by Universitas Muhammadiyah Yogyakarta using Action Research and Participatory Rural Appraisal (PRA) approaches. The program consisted of four stages: preparation, training, mentoring, and evaluation with sustainability planning. Activities included training in cooperative management, basic accounting, local potential-based entrepreneurship, digital marketing, as well as institutional strengthening and archiving systems. The results show a 65.5% increase in participants’ understanding from pre-test to post-test, covering management, accounting, and entrepreneurship aspects. The program also produced a simple business plan, an organized manual archiving system, and initial ideas for business diversification. This initiative is expected to enhance the cooperative’s independence and competitiveness while contributing to the achievement of the Sustainable Development Goals (SDGs).

Abstract

This study examines comparative policy approaches to enhancing women’s electoral participation in Indonesia, India, and Canada through a Systematic Literature Review (SLR). The study addresses a gap in comparative gender policy literature by synthesizing cross-national evidence regarding how institutional design, affirmative action mechanisms, and socio-political contexts shape women’s electoral participation across different democratic systems. Unlike prior studies that mainly emphasize single-country analysis, this review develops a comparative framework for evaluating the effectiveness and limitations of women’s electoral participation policies. The review employed the PRISMA protocol using articles indexed in Scopus, Web of Science, and Google Scholar published between 2014 and 2025. Inclusion criteria covered peer-reviewed English-language studies discussing women’s electoral participation, quota policies, political representation, and electoral reform in Indonesia, India, or Canada. Following screening, eligibility assessment, and duplicate removal, 32 articles were selected for analysis. The comparison focused on policy design, institutional implementation, and substantive outcomes of women’s participation and representation. The findings reveal substantial differences in policy effectiveness across the three countries. Indonesia’s 30% legislative quota policy has increased women’s descriptive representation, yet substantive participation remains constrained by patriarchal political culture and weak party support. India’s reservation policy at the local governance level has strengthened grassroots political participation, although proxy representation and socio-cultural barriers persist. Canada demonstrates comparatively stronger outcomes through integrated gender-sensitive reforms, leadership development, and institutional support mechanisms. The study concludes that quota policies alone are insufficient without broader institutional support, inclusive political structures, and socio-cultural transformation to achieve substantive gender equality in electoral participation.
