Abstract

This research is a neo-institutionalism analysis study to political dynasty issue in the accordance with the embodiment concept of good governance in Tabanan district. As it is known that after the reformation, Tabanan was led by the same family generation. By focusing on the health service sector, this study will look at to what extent the dynastic politics has an impact on the public policy sector and the realization of good governance. In general, the health service policy pursued by the Tabanan Regency government is a non-populist policy. The local government chose to build international hospital rather than providing free health services for the poor. All this time, the study about political dynasty and the effect to the public policy sector in Tabanan is only seen as a mere political problem without looking at the deep state structure, the normative function and culture in it. This study found that there are a conflict between sociological institution, historical institution, and rational choice institution behind the strong dynastic politics as well as the struggles in realizing good governance in Tabanan Regency. Abstract

The aim of aplication online attendance (Face Detector) at the BKPSDM Bali Province is to increase the discipline of employees, both PNS and non-PNS employees. However, in its implementation, there are still some problems, such as application that still often crashes, employee absences that are often rejected, and employee abilities that are not evenly distributed. This study uses indicators of effectiveness based on Duncan in Kharisma (2017) which consist of three indicators of goal achievement, integration, and adaptation. The results of the study show the effectiveness of implementing online attendance (Face Detector) at the BKPSDM Bali Province.

Abstract

Submitting passport application already uses the M-Passport application carrying out services. The Director General of Immigration of Indonesia created the M-Passport application innovation to facilitate passport services. This study aims to determine how the optimization of M-Passport services from the point of view of responsiveness and reliability at Denpasar Immigration Office. Qualitative methods are used to explore information on phenomenon supported by descriptive approach so that informants are comfortable when conducting interviews. Data sources come from interviews and documents related to the research. Data were collected through documentation, interviews, and observations at research location. Then data was analyzed by data reduction, data presentation and conclusion drawing. The result of the discussion of this research is that the service of submitting passport applications at Denpasar Immigration Office is quite optimal, but there needs to be improvement in several service components such as need to improve the process of interview queuing systems, fingerprint scanning, and photo taking, creating synergies between immigration officers so that information conveyed is appropriate between employees, and creating synergies with the Director General of Immigration of Indonesia regarding the development of the M-Passport application.

Abstract

This study aims to analyze the implementation of the motor vehicle tax amnesty policy (PKB) in Bali Province, as regulated by Bali Governor Regulation No. 24 of 2023. The policy is intended to alleviate the financial burden on the community by abolishing fines for late motor vehicle tax payments, while simultaneously increasing Local Original Revenue (PAD) and updating vehicle ownership data. This research employs a qualitative approach through interviews, observations, and documentation, and is based on the policy implementation model by Van Meter and Van Horn, which encompasses six variables: policy dimensions and objectives, resources, characteristics of the implementing agencies, inter-organizational communication, implementers' disposition, and economic, social, and political conditions. The findings indicate that the PKB amnesty policy has been implemented fairly well, supported by adequate human resources and technology, as well as effective coordination between the Bali Provincial Revenue Agency (BAPENDA), the Regional Technical Implementation Unit for Regional Revenue (UPTD PPRD), and other related agencies. However, several challenges remain, including congestion of queues at the end of the amnesty period, limited public access to information, and system disruptions caused by surges in online transactions. Despite these challenges, the policy is deemed successful in enhancing taxpayer compliance and providing tangible benefits to the community, particularly in reducing financial burdens. Recommendations include improved socialization, strengthening of the information technology system, and enhanced queue management to increase the policy's future effectiveness.

Abstract

Dinas Kependudukan dan Pencatatan Sipil Kabupaten Gianyar memiliki peran penting dalam pelayanan dokumen kependudukan. Namun, terdapat beberapa permasalahan yang ditemukan seperti ketiadaan inovasi layanan online, penurunan performa kinerja dengan rating 2,2 pada google review, pengaduan yang tidak direspon, dan ketidaksesuaian waktu penyelesaian dokumen dengan standar operasional prosedur. Penelitian ini bertujuan untuk menganalisis pelaksanaan capacity building sumber daya manusia di Disdukcapil Kabupaten Gianyar. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Pengumpulan data pada penelitian ini melalui observasi, wawancara, dan dokumentasi. Penentuan informan menggunakan teknik purposive sampling. Analisis data menggunakan model Miles dan Huberman terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Analisis penelitian menggunakan teori capacity building oleh Grindle yang berfokus pada pengembangan sumber daya manusia. Hasil penelitian menunjukkan bahwa pengembangan sumber daya manusia sebagai salah satu bentuk dari pelaksanaan capacity building telah dilaksanakan dengan baik dalam proses rekrutmen pegawai, tetapi terdapat beberapa pelaksanaan yang belum optimal meliputi pelatihan untuk pegawai mengalami ketimpangan karena diprioritaskan untuk pegawai negeri sipil dan operator sistem, penggajian yang belum maksimal mampu meningkatkan motivasi pegawai dalam bekerja, dan kondisi kerja utamanya sarana pada alat-alat perekam di tingkat kecamatan sudah mulai rusak sehingga dibutuhkan perbaikan.
