Abstract

This study is motivated by the fact that organizational structuring often becomes a contested arena between pressures to expand institutional structures and demands for bureaucratic efficiency. It aims to analyze the institutional restructuring process of the Regional Technical Implementation Unit (Unit Pelaksana Teknis Daerah, UPTD) for Waste Management in Denpasar City through the lens of Richard Scott’s three-pillar institutional theory. Using a descriptive qualitative method with a case study approach, the research examines the validation process conducted by the Institutional and Job Analysis Division of the Organizational Bureau on the proposal submitted by the Dinas Lingkungan Hidup dan Kebersihan (DLHK) of Denpasar City to establish two new UPTDs. The findings show that the initial proposal, which was based on a calculated workload of 837,000 hours per year, contained regulatory inconsistencies because it incorporated upstream functions that fall under village authority as stipulated in Pergub Bali Nomor 47 Tahun 2019. Through analysis of the regulative, cultural-cognitive, and normative pillars, the study concludes that the recommended design of “one additional UPTD with repositioned functions” represents an optimal solution for safeguarding village autonomy while ensuring regional fiscal efficiency. These findings underscore the importance of workload validation as an instrument for mitigating organizational obesity within local government institutions.

Abstract

Elections are the primary instrument for implementing democracy and require public participation and political awareness, particularly among first-time voters, while low levels of political literacy in this group remain a challenge to realizing high-quality elections. This study aimed to analyze the role of education and outreach conducted by the North Jakarta General Elections Commission (KPU Jakarta Utara) in enhancing the awareness of new voters through voter education programs at the senior and vocational high school (SMA/SMK) level. A descriptive qualitative method was employed, with data collected through in-depth interviews, non-participant observation, and documentation. The findings show that the voter education programs organized by KPU Jakarta Utara contributed to increasing students’ understanding of democratic values, voters’ rights and obligations, and the importance of participation in elections. The delivery of material in an interactive and contextual manner encouraged active participant engagement and helped foster a critical attitude toward electoral information. Although constraints were found, such as the influence of information circulating on social media and the varying characteristics of participants, the program was considered fairly effective in building the political awareness of first-time voters. These findings underscore that voter education in schools is a strategic effort to shape voters who are aware, critical, and responsible in the electoral democratic process.
