Abstract

The outbreak of the COVID-19 pandemic impacted the world communities, including the interactions among governments. While some governments chose to conflict with others or overlooked the pandemic, the rest attempted to collaborate in addressing the new global threat. Cities in many countries were the most suffering regions due to the enormous virus-confirmed cases, deaths, and economic declines, intertwining with other urban issues. As the largest city in Southeast Asia and Indonesia, Jakarta could not avoid this unprecedented crisis. However, apart from the efforts to tackle the crisis at home, the city showed its international engagement in addressing the issue together with other world cities as its para-diplomacy. This article aimed to answer the driving factors that encouraged the city for such engagement. It employed the qualitative method with descriptive analysis and the city leadership theory proposed by Rapoport, Acuto and Grcheva. The article found that Jakarta’s international engagement in addressing the pandemic as the city leadership action was driven by the role of city leader, decentralization and global city networking, and the regional COVID-19 policies and internet representing three elements in the theory: actor, structures, and tools. It argues that cities within the global city networking have demonstrated their stronger role during the pandemic, providing opportunities for nation branding by regional initiatives in handling the pandemic in addition to state foreign policy. This study, then, contributes to the studies the city leadership in responding to global issues that merit attention among scholars.

In addition, the study suggests that participating in and hosting the event demonstrates Indonesia’s commitment and role in the global water crisis. Indonesia showcased the best practice of water mangement integrated local wisdom and proposed inititives embolding global collective actions.

Abstract

This article aims to comprehensively examine the export potential of Pisang Mas from Tanggamus Regency to the global market. This research was conducted by identifying production capacity, analyzing the readiness of the supply chain and supporting infrastructure, and evaluating opportunities and challenges in penetrating the international market. The research methodology used is a qualitative approach with a literature study. Data were obtained through export-import statistical reports, scientific journals, and data from international trade bodies such as the ITC and FAO. A value chain analysis was conducted to map the stages of production to effective and efficient distribution. The results show that Pisang Mas Tanggamus has a competitive advantage in terms of taste and visual appearance that are in demand by international consumers but faces challenges such as limited logistics infrastructure, unmet quality standards and international certification, low export literacy among farmers and dependence on the domestic market. The conclusion of this study states that the development of Pisang Mas exports from Tanggamus Regency has great potential and is feasible with strengthening the production system, improving quality, and active involvement of stakeholders. This effort is expected to provide a significant economic impact for local farmers, strengthen Indonesia's position in the global horticultural market and contribute to increasing the country's foreign exchange.

Abstract

This paper aims to explain Turkey's border security policy in dealing with non-state actors in Northern Syria. Turkey's policy was carried out after five years of involvement in the Syrian crisis and one month after a failed coup attempt. This study uses the theory of securitization by Buzan that explains the existence of threat and vulnerability factors faced by the state in anarchic international structures. The research method used in this study is a qualitative method with the type of causality analysis. This paper found that threats and vulnerabilities pushed Turkey to launch a series of military operations as border security policies to rid North Syria of ISIS and PKK/PYD/YPG militias to control the adverse effects caused by the presence of non-state actors such as civilian and military casualties, property damage, as well as instability and disintegration. The border security policy confirms the increasingly important role of Turkey in the region while demonstrating Turkey's consistency in pursuing national security interests even outside its territory

Abstract

Bandar Lampung is one of the destinations in Sumatera that is developing tourism potential and hosting events to increase visitor numbers. Tourist visits from neighborhood areas have demonstrated that both the city of Bandar Lampung and the province of Lampung are not priorities among destinations. Such low achievement indicates another factor besides infrastructure and destination eligibility that is needed by tourists or visitors. The community service team assumed the contributing factors, such as value internalization and hospitality practices far from compliant with the market target. This community service program aimed to explore and internalize awareness of the importance of hospitality in tourism in Bandar Lampung. Three different groups of youth participants were involved. The program can leverage the participants’ understanding of hospitality practices. In addition, the commitment to creating the ‘Lampung Punn’ community has been conceived to promote hospitality values more widely.

Abstract

Para-diplomacy has been the agenda of many mega-cities and through which they can express their capacity as well as creativity to pursue specific interests beyond borders. For cities, para-diplomacy can be conducted in many forms starting from merely ceremonial activities to the transnational municipal networks (TMNs). The city active engagement in global forums which mostly belong to the TMNs’ agenda is often associated with the regional leader’s international visibility in global conversations. This paper aims to explain the determinant driving the regional leader’s international visibility within para-diplomacy practice, choosing Jakarta as a case study. This research applied the qualitative method and constructivist approach to investigate the role of ideational factor. The research found that the idea of global city embraced by the regional leader – constructing the city’s identity and interests – encouraged the leader to be active in global forums. The city’s international visibility which was represented by the leader paved Jakarta to be an active global city and through which it would be able to promote its local development and enhance its global role in responding to global issues. This paper suggests that the internal determinants like the regional leaders (governor, mayor) with certain values matter to direct city para-diplomacy whether to project its leadership or merely to prioritize its bilateral para-diplomacy.
