Abstract

The 2019 Coronavirus disease or COVID-19 has apparently become a new global challenge. Not only did the pandemic drive all actors to make response, but it also affected the relations among them. That Indonesia raised multilateralism in the unprecedented situation while more unilateral or populist actions taken by a number of states encouraged this research. This paper attempts to explain Indonesia’s foreign policy in upholding multilateralism to respond to the COVID-19. Such response was intended to mitigate the impacts caused by the pandemic. This research applied holistic constructivism in understanding the determinants of Indonesia’s foreign policy by investigating both domestic and international cause. This research utilized the qualitative method with an explanatory analysis. The findings show that such Indonesia’s foreign policy was driven by its identity constructed by both indigenous norm of ‘Gotong Royong’ and global norm of ‘International Health Regulation’. The norm-laden or identity-based foreign policy was leading it to uphold multilateralism which was considered appropriate in order to coordinate, collaborate and cooperate with international communities. In addition, Indonesia maintained its trust on and support to the World Health Organization as the most leading actor in health governance championing fight against the pandemic. This paper argues that the norm factors do matter in Indonesia’s foreign policy in facing uncertainties in the vulnerable and interconnected world. Through the case studied, this paper suggests that looking at the domestic actor as well as the state in international system help provide a better understanding on the state behavior in international relations.

Abstract

This article discusses Indonesia’s orientation in the North Natuna Sea in the constructivism. The article aims to look at the change of Indonesia's orientation towards the positioning of North Natuna waters following China’s claims as the part of its territories. Indonesia’s orientation used to be for economic development activities. However, Indonesia then swifted such orientation to defense and security. The article applied the constructivist theory of Alexander Went. The article applied the qualitative approach whose data collection was through literature study.

Abstract

The Novel Corona Virus Disease or COVID-19 has caused unprecedented huge impacts and affected all aspects of governance including the relations among countries. Amid the crisis, sub-national governments have demonstrated their international engagements and innovations in order to respond to the pandemic. Jakarta as the largest city and the capital of the Republic of Indonesia became the national attention in early of the pandemic due to its functional position as the main gate of international mobility. However, the region held an international event called the International Youth Championship while the pandemic still existed. This research aimed to describe the region’s objectives to carry out the event as a para-diplomacy practice. This research applied the qualitative research method with a descriptive analysis. In addition, the research utilized para-diplomacy concept as a theoretical tool to help describe such objectives. This research found that the regional government had a number of objectives in hosting the event; promoting the success of handing the COVID-19, promoting sports tourism in the post-pandemic, and introducing a new icon of the region. Those objectives belong to the economic and cultural dimension of para-diplomacy. This paper argues that Indonesian para-diplomacy is an asset inasmuch as the national government can harvest benefits from sub-national governments’ para-diplomatic activities.

Abstract

This paper aims to describe the role of Turkish domestic societal actors in the state policy making in the case of strategic bilateral partnership between Turkey and the Kurdistan Regional Government (KRG); a quasi state within the Iraqi federal state. The rareness of literature describing domestic forces within Turkey and the consequence for the state’s policy in building a strategic partnership with the KRG was the gap that this research would be expected to narrow. The paper argues that Turkish domestic actors like the individual, the Justice and Development Party (AKP), the Turkish military and business people had an important role; shaping Turkey’s preference and national interests strongly determined by their views on nation and economic regulation which occupied its legitimate preference. The research applied the ideational liberal theory proposed by Andrew Moravcsik emphasizing the primacy of domestic actors. The research was qualitative with descriptive analysis model. The paper represents a perspective that identity or values well embedded in domestic actors’ views do matter to understand the state behavior either cooperation or conflict.

Abstract

This paper aims to explain the role of United Nations Children’s Fund (UNICEF)inprotectingandsavingtherightsofchildrenwhobecamevictims in Yemen’s war. Despite the fact that it was an international humanitarian organization under the United Nations’ umbrella created by states, it could operate independently and its behavior was sometimes contrast to states’ interests especially those involved in the conflict. In addition to the research problem, the rareness of study on UNICEF’s behavior in conflict areas especially in Yemen drove this research. The research applied the qualitative methods with a causality analysis. In oder to explain the research problem, the role theory and concept of international organization’s independence fitting the constructivist approach were applied. The research found that the driving factors such as identity, norm and independence created theUNICEF’s role in protecting and saving the children’s rights in Yemen. The paper represents a perspective that non-material factors place the international organization’s role important in globalpolitics

Abstract

Para-diplomacy has been the agenda of many mega-cities and through which they can express their capacity as well as creativity to pursue specific interests beyond borders. For cities, para-diplomacy can be conducted in many forms starting from merely ceremonial activities to the transnational municipal networks (TMNs). The city active engagement in global forums which mostly belong to the TMNs’ agenda is often associated with the regional leader’s international visibility in global conversations. This paper aims to explain the determinant driving the regional leader’s international visibility within para-diplomacy practice, choosing Jakarta as a case study. This research applied the qualitative method and constructivist approach to investigate the role of ideational factor. The research found that the idea of global city embraced by the regional leader – constructing the city’s identity and interests – encouraged the leader to be active in global forums. The city’s international visibility which was represented by the leader paved Jakarta to be an active global city and through which it would be able to promote its local development and enhance its global role in responding to global issues. This paper suggests that the internal determinants like the regional leaders (governor, mayor) with certain values matter to direct city para-diplomacy whether to project its leadership or merely to prioritize its bilateral para-diplomacy.

Abstract

This research aimed to explore Indonesia’s cultural diplomacy through the Bali Street Carnival, a side event of the 10th World Water Forum. The carnival was a cultural parade showcasing various arts and local traditions, and it became a medium of diplomacy to introduce Balinese culture and Indonesia in general. Through the qualitative method with a case study, this research investigated how such events contributed to cultural diplomacy, strengthened international relationships, and promoted sustainability. The findings demonstrate that the cultural carnival became a platform to introduce Indonesia’s culture, bridge intercultural understanding, promote marine conservation, and encourage global awareness of environmental issues.

Abstract

Dewan Keamanan merupakan salah satu badan penting dalam organisasi PBB yang memiliki misi utama menjaga perdamaian dunia. Namun, badan ini sering dianggap gagal dalam menghentikan konflik-konflik besar yang telah menyebabkan krisis kemanusiaan, salah satunya adalah konflik Palestina-Israel yang saat ini masih berlangsung. Ketidakefektifan atau kegagalan fungsi PBB ini sering menjadi pertanyaan atau perdebatan di kalangan pengamat dan penstudi hubungan internasional, termasuk mahasiswa jurusan HI FISIP Unila. Berangkat dari situasi ini, kegiatan pengabdian dalam bentuk simulasi sidang Dewan Keamanan PBB perlu dilaksanakan untuk memfasilitasi pemahaman mahasiswa terkait dinamika keamanan internasional. Melalui kegiatan ini, mahasiswa memiliki pengalaman terlibat dalam proses pengambilan keputusan dan kontestasi kepentingan negara-negara. Mahasiswa juga mendapatkan kesempatan untuk melatih kepemimpinan dan kemampuan pemecahan masalah. Secara umum, kegiatan ini dapat berjalan dengan baik dan memberikan manfaat kepada mahasiswa yang menjadi peserta.

Abstract

Permasalahan Umat Islam dalam menerapkan Al-Qur’an sebagai panduan hidup (operasionalisasi/membumikan) adalah tidak bertemunya makna konsep-konsep di dalam teks dengan konsep-konsep di dalam realitas kehidupan atau science sebagai generalisasi realitas (non-complementary paradigm). Hal ini membawa Umat Islam pada kondisi anomali, dimana visi kerosulan adalah sebagai Rohmatan lil Alamin yang berarti kesejahteraan atau sebuah kondisi terpenuhinya kebutuhan jasmani dan rohani manusia serta kelestarian lingkungan, dilandasi keamanan atau perdamaian, dan bertopang pada keadilan, akan tetapi realitasnya umat Islam sendiri hidup di dalam kekerasan dan kemiskinan. Pengabdian ini bertujuan untuk mengkonstruksi dan mensosialisasikan norma kesuksesan dalam Perspektif Islam bertempat di Pesantren Teknologi Riau, yang merupakan salah satu institusi pendidikan Islam yang mempersiapkan calon-calon intelektual muslim di masa depan

Abstract

Sustainable development is a global shared agenda that has been discussed by global communities. Such agenda has, too, been a strong commitment among cities thanks to the role of international organizations like UNESCO with its initiative called the UNESCO Creative Cities Network (UCCN). Through the Network, UNESCO has contributed to enhancing sustainable development at the local level in terms of the development of creative and cultural industries. This study aims to describe such a role with a few specific objectives; to shed light on what norm the organization has embraced, how it has influenced membership of cities and maintained their commitment, and how it has promoted intercity cooperation. This research applied the qualitative method and the constructivist approach as well as the concept of norm entrepreneurship. The findings demonstrate that UNESCO plays its role as a norm entrepreneur in which sustainable development has been a global norm constructing its shared identity and conviction. Performing as a norm entrepreneur, UNESCO acts upon the role of agenda-setting and norm advocacy to introduce the idea of the UCCN and convince cities of the importance of sustainable urban development through creative assets. While socialization and the Network’s membership application process contribute to diffusing the norm to the cities, reporting and monitoring are projected to be mechanisms to maintain the membership commitment. Finally, gathering events within the UCCN platform offers the opportunity to cooperate and strengthen ties between member cities as a further way to institutionalize the norm. This paper offers a perspective that international organizations with significant normative power and policy innovation turn them into important actors in global politics of sustainable development.
