Abstract

The availability of clean water is a basic need that plays an important role in supporting public health, welfare, and quality of life. However, access to clean water remains a problem in several regions, particularly in areas with geographical conditions that are difficult to reach. In this context, corporate Corporate Social Responsibility (CSR) programs can serve as strategic instruments to help address social problems based on local needs. This study aims to analyze the effectiveness of PT Semen Padang’s Clean Water Provision CSR Program in Baringin Urban Village, Lubuk Kilangan Subdistrict, Padang City, as well as to identify the supporting factors, inhibiting factors, and sustainability of the program. This study used a qualitative approach with a descriptive method. Data were collected through interviews, observation, and documentation, and were then analyzed using the Miles and Huberman model with a Results-Based Monitoring and Evaluation (RBM) approach. The results showed that the program was effective in terms of input, activities, output, outcome, and impact. This program succeeded in providing clean water infrastructure that facilitated community access, reduced costs and effort, and supported improvements in cleanliness and quality of life. The success of the program was supported by corporate funding, the availability of water sources, and active community participation. However, service coverage remains limited due to geographical conditions and water distribution capacity that has not yet reached all target communities. This program also demonstrates good sustainability through community-based self-management and a maintenance fee system. The conclusion of this study confirms that PT Semen Padang’s Clean Water Provision CSR Program provides tangible and sustainable benefits for the community. This finding contributes to strengthening CSR practices based on local needs and provides practical implications for companies, communities, and stakeholders in designing effective, participatory, and sustainable social empowerment programs.

Abstract

This study examines the effectiveness of assistance provided by the Department of Agriculture, Food, and Fisheries of Pariaman City in enhancing fisherfolk empowerment. Fishermen in coastal areas face various challenges, including limited access to modern fishing gear, fluctuating fish prices, and environmental uncertainties that affect productivity and welfare. Government assistance programs are expected to address these issues by strengthening the capacity, independence, and economic resilience of the fishermen. This study employed a qualitative descriptive design. Data were collected through observations, in-depth interviews, and documentation involving key informants from the Department of Agriculture, Food, and Fisheries, Fisheries Extension Officers, community representatives, and fishermen in Pariaman City. Data analysis was conducted using Miles and Huberman’s interactive model, which consists of data reduction, data display, and conclusion-drawing. The findings indicate that assistance programs have generally been effective in improving fisher empowerment. Assistance in the form of fishing gear and supporting facilities has contributed to increased fishing activity, improved catch efficiency, and reduced operational costs of fishing. In addition, training and mentoring activities have enhanced fishermen’s knowledge, skills, and awareness of sustainable marine-resource management. However, the effectiveness of the assistance has not been fully optimal because of uneven distribution, limited participation of fishermen in program planning, and insufficient program adaptation to diverse socio-economic conditions. Overall, the study concludes that the assistance provided has a positive impact on fishermen’s empowerment in Pariaman City, although improvements in participation, integration, and sustainability are necessary to achieve long-term empowerment of the fisher community.

Abstract

The BPJS Ketenagakerjaan social security program is an important protection instrument for workers in both the formal and informal sectors, including fishers who face high occupational risks and unstable incomes, yet its implementation still encounters various obstacles that hinder the sustainability of membership. This study aims to analyze the implementation of the BPJS Ketenagakerjaan program for fishers in Pasia Nan Tigo Urban Village, Koto Tangah Subdistrict, Padang City, and to identify the constraints encountered in its implementation. A qualitative method with a descriptive approach was employed to examine how the program is executed and the extent to which employment social security protection is actually received by fishers. The findings show that although the BPJS Ketenagakerjaan program has been implemented and provides initial protection for fishers, its implementation has not been optimal due to constraints related to communication, resources, disposition, and bureaucratic structure. This is reflected in the low coverage of membership, whereby out of 1,450 fishers only 119 individuals (8.21%) were registered in 2024 and all were classified as inactive because they did not continue paying contributions independently after the subsidy period ended, resulting in non-sustainable social security protection for fishers. The main constraints identified include the continuity of self-funded contribution payments, fishers’ low understanding of the program, socialization limited to the initial phase, and restricted budget allocations for contribution subsidies. These findings confirm that the program’s objectives to provide social security protection and foster the independence of fishers have not been achieved optimally, indicating the need to strengthen policy communication strategies, enhance institutional capacity, expand and sustain contribution subsidy schemes, and intensify education efforts to ensure the continuity of fishers’ participation in the BPJS Ketenagakerjaan program.

Abstract

Public green open space (Ruang Terbuka Hijau; RTH) is essential for maintaining urban ecological functions, particularly rainwater infiltration and shading. Although Padang City has met the minimum RTH provision requirement mandated by Law Number 26 of 2007, compliance with the required area does not necessarily ensure optimal ecological performance. This study aimed to analyze the implementation of the RTH provision policy in supporting ecological functions in Padang City and to identify the constraints affecting its implementation. A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation and analyzed through data reduction, data display, and conclusion drawing. The analysis was guided by George C. Edward III’s policy implementation framework, encompassing communication, resources, disposition, and bureaucratic structure. The findings indicate that the Environmental Agency of Padang City has implemented the policy through park maintenance, rehabilitation, and management activities. Internal communication among implementers has functioned effectively, but public dissemination of information concerning the ecological functions of RTH remains limited. Implementation has also been constrained by insufficient human resources, limited budget allocation, inadequate technical competencies, and a lack of supporting facilities, despite strong implementer commitment, clearly defined responsibilities, and established standard operating procedures. These constraints have weakened the rainwater infiltration function, as reflected in clogged drainage systems, the absence of infiltration wells and retention ponds in all parks, and the prevalence of paved surfaces in several locations. By contrast, the shading function has performed relatively well, although vegetation in some parks has not yet reached optimal maturity. The study concludes that RTH policy implementation should be evaluated not only according to compliance with statutory area requirements but also according to the effectiveness of urban parks in performing their ecological functions. These findings contribute to urban environmental policy implementation by emphasizing the need to strengthen institutional resources, expand public environmental education, and improve sustainable park management in Padang City.
