Abstract

Penelitian ini bertujuan untuk menganalisa mengenai Agile Governance: De-eskalasi Kemiskinan berbasis Birokrasi Cergas melalui Gerakan Bela-Beli di Kabupaten Kulon Progo D.I. Yogyakarta. Salah satu fenomena yang menarik dari sekian banyak penyelenggaraan Pemerintahan Daerah yang agil, salah satunya ialah Kabupaten Kulon Progo melalui branding pengaturan Bela-Beli Kulon Progo. Pada awalnya Kabupaten Kulon Progo dikatakan sebagai Kabupaten yang mengalami kebocoran, karena Kelurahan Wates yang dalam hal ini sebagai ibukota kabupaten tidak mampu menyediakan barang dan jasa untuk memenuhi kebutuhan masyarakat antar kecamatannya. Sehingga diciptakanlah inovasi Bela-Beli Kulon Progo. Gerakan ini diciptakan sebagai bentuk dan upaya serta komitmen Pemerintah Kulon Progo untuk meningkatkan kesejahteraan masyarakat sekitar dengan mengangkat produk lokal yang bisa dinikmati semua unsur, baik itu bersifat lokal, nasional bahkan internasional. Maka filosofi yang tekandung dalam program ini yakni membela Kulon Progo dengan membeli produk lokalnya. Penelitian ini menggunakan metode historis-komparatif dengan pendekatan library research. Peneliti mengumpulkan data dari berbagai sumber seperti buku, jurnal, berita, ataupun data agregat yang berasal dari institusi formal di Kabupaten Kulon Progo. Teori yang digunakan dalam penelitian ini menggunakan teori dari Luna terkait agile governance. Adapun hasil penelitian menunjukan bahwa penerapan kebijakan Gerakan Bela-Beli Kulon Progo yang telah dilakukan Pemerintah daerah dapat mengembangkan potensi yang ada di masyarakat serta meningkatkan kesejahteraan masyarakat di Kabupaten Kulon Progo. Oleh karena itu, dibutuhkan kajian terkait agile governance untuk melihat kemampuan organisasi dalam merespon secara cepat dan tepat atas perubahan yang tidak terduga dalam memenuhi tuntutan dan kebutuhan masyarakat.

Abstract

Tujuan dari penelitian ini ialah untuk mendiskusikan mengenai upaya pemerintah Bumi Binangun Kulon Progo dalam mewujudkan sekuritas sosial komprehensif bagi nelayan. Sebagaimana diketahui bahwa kehidupan nelayan di Kulon Progo telah menyumbang angka kemiskinan wilayah. Sampai saat ini presentase kemiskinan Kulon Progo menjadi tertinggi diantara kabupaten/kota lainnya di DI Yogyakarta. Sector kehidupan pesisir menjadi penyumbang kemiskinan di Bumi Binangun ini. Oleh karena itu untuk menangani masalah tersebut maka sekuritas sosial bagi nelayan menjadi penting sebagai bentuk perlindungan kehidupan nelayan. Metode penelitian ini menggunakan jenis kualitatif dengan pendekatan studi kepustakaan. Data diperoleh melalui sumber data sekunder dengan pertimbangan relevansi dengan kebutuhan penelitian. Setelah itu data dianalisis menggunakan model Miles dan Huberman yakni pengumpulan data, pemilahan data, penyajian, hingga penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa pengembangan sekuritas sosial nelayan Kulon Progo diwujudkan melalui perlindungan sosial berupa bantuan sosial dan jaminan sosial. Pada aspek bantuan sosial, Pemerintah kabupaten Kulon Progo memberikan bantuan baik secara materil maupun non materil. Bantuan materil diwujudkan melaui keuangan, bantuan peralatan nelayan yang menunjang untuk melaut, hingga berbagai pelatihan diklat bagi nelayan. Sementara itu, dalam konteks jaminan sosial Pemerintah Kulon Progo masih mengalami keterbatasan. Hal tersebut terbukti tidak semuanya komunitas nelayan ikut dalam jaminan program BPJS Ketenagakerjaan. Di luar skema bantuan sosial dan perlindungan sosial, Pemerintah Kulon Progo tidak memiliki skema khusus sekuritas sosial yang menyasar ke komunitas nelayan. Ditambah pengembangan sekuritas sosial setempat yang belum akomodatif bagi mereka. Oleh karenannya pada situasi tertentu para nelayan beralih profesi sementara untuk tetap survive di kehidupannya.

Abstract

The quality of human resources has an important role in encouraging development progress. Regions that have advanced development are usually reflected in one indicator of human development. Therefore, each region continues to compete to increase its HDI index in order to show the level of success of its regional development. The purpose of this article is to discuss the promotion and education of higher education through expo campus activities at MAN 01 Batang. This activity was motivated by the lack of HDI in Batang Regency. The interest of the people of Batang Regency in continuing higher education is still low. This can be seen from BPS statistical data that the HDI in Batang Regency in the 2020-2022 period is still 69-nan. This service method uses an educational promotion approach with a queuing system from class to class. The service team uses brochures, lectures, and also uses a projector screen in activities. To oversee the progress of the event, each student carries a control card so they are required to attend this event until the end. The results show that this activity is able to increase students' interest in continuing to higher education. At first they did not think about continuing to college after they finished school. However, after this activity they were motivated to continue their studies. In fact, they are optimistic that by attending college they will indirectly contribute to increasing the HDI in Batang Regency which is still low).

Abstract

Women have played an important role in welfare development through government spending. There is a tendency for areas with a low level of welfare to be synonymous with development that does not provide space and opportunities for women. Whereas in reality women are part of the welfare element itself. This research uses a qualitative approach with the method of literature study. The author collects data through various relevant literature, either in online media, official media, and other literature. Meanwhile, researchers in carrying out this research stage used the Creswell concept. The stages of this research consisted of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results of the study show that the low level of welfare in Gunungkidul is in line with the weak condition of women in the development budget. This can be traced with the logical implications of the development indicators that have been implemented in Gunungkidul. For example, if you see a high poverty rate, a weak human development index, a weak gender development index, and a low gender empowerment index, this shows how fragile well-being is from within. This is also relevant to the revenue budget, especially from tax collections which are also weak, reinforcing how welfare issues are still a problem today. Therefore, the main key in advancing welfare development in Gunungkidul is placing women not only as objects but also as subjects in building welfare that is inclusive and fair.

Abstract

Bureaucracy is an important instrument in society whose presence is inevitable. Bureaucracy is a logical consequence of the acceptance of the hypothesis that the State has a sacred mission, namely to prosper its people. The purpose of this research is to find out the forms of bureaucratic pathology and efforts to overcome bureaucratic pathology in population administration services at the Pucuk District Office.This research uses a qualitative approach with a case study strategy. This research uses a case in Pucuk Subdistrict, Lamongan Regency, to explore the forms of bureaucratic pathology and efforts to overcome them. In this case study, informants were determined using purposive sampling technique. The data collected was analyzed through a process of data reduction, data presentation, conclusion drawing and verification.As for the results of research and data analysis conducted by researchers, in Public Services at the Pucuk District Office, Lamongan Regency is running well. This can be seen from the implementation process which is in accordance with the principles of good governance that must be applied, such as community participation in various sub-district activity programs. The form of transparency provided is also quite good and effective, such as providing the widest possible information about public services both through sheets of paper and through media such as the internet. Accountability provided to the community is also quite good even though it has not been implemented optimally, such as the lack of funds in the implementation of various activities.

Abstract

This research aims to find out and analyze the role of Class I Immigration in Malang City in terms of its services to help handle and prevent Indonesian workers or what are usually called TKI from being illegally smuggled non-procedurally. Around 3 thousand Malang City residents leave every year to become Indonesian Migrant Workers (PMI) to the Asia Pacific region. This figure is data officially written at the Malang City Manpower Service (Disnaker). Meanwhile, for non-procedural or illegal PMIs which are managed by Private Indonesian Migrant Worker Placement Implementers (PPTKIS) outside the region or fake ones. This research uses the Qualitative Descriptive Method and adopts analysis from the New Public Management Theory in the services provided and determines the role of Class I Immigration in Malang City. From this research, the results were obtained and that the services provided were good in accordance with the applicable SOP, but the obstacles that occurred lay in the individual members of the community who would become migrant workers. It is hoped that in the future the Class I Immigration of Malang City will be able to more discipline in examining documents that are prone to being fake and the need for cross-sector integration between several related agencies or departments in carrying out their duties. No less important is socializing the dangers of illegal migrant workers to the public in order to raise public awareness of the process of becoming Indonesian workers.

Abstract

This research aims to analyze Leadership and Smart Environment Policy: A Case Study Implementation of Smart Environment in Pekanbaru. One of the problems that is still a frightening threat to the sustainability of the environment and people's lives in the future. Pekanbaru City is one of the big cities in Indonesia, located in Riau Province. With the significant increase in population, the environmental problems experienced in Pekanbaru City, Riau Province are very complex, starting from the accumulation of rubbish, floods, forest fires, pollution and so on. The research uses descriptive qualitative research methods with a library research approach as the basis for researchers in this journal, by conducting in-depth reviews of national journals and references that are reputable and can be accounted for in the accuracy of data information. The result of this research is the application of a smart environment to create an environment that provides comfort for its residents, beauty for those who see it both materially and immaterially, and resource conservation in an effort to reduce urban waste can be said to be successful. So it can create a smart environment. The aim of a smart environment is to be able to change a colony that was originally dirty, smelly and filthy into a colony that is clean, comfortable and attractive. Therefore, a smart environment policy is needed to create a green city in Pekanbaru City.
