Abstract

Persistent deficiencies in public sector asset governance represent a critical challenge for regional government accountability in Indonesia, as evidenced by recurring Qualified Opinions (WDP) issued by BPK RI. This study evaluates the effectiveness of five simultaneous digital asset management innovations implemented by the Riau Province Department of Environment and Forestry (DLHK) in 2024: drone mapping with geotagging, IoT-based patrol vehicle tracking, blockchain land archive digitization, inter-UPT asset sharing via SiLADU, and RFID smart labeling for laboratory equipment. Employing a qualitative descriptive-evaluative design with an embedded case study strategy, data were collected through documentary analysis, in-depth interviews with seven key informants, and non-participant observation, analyzed using Miles et al.'s (2014) interactive model. Findings reveal that pre-innovation asset management maturity stood at 1.8 (Aware level, IAM 2015), with KIB A accuracy of 61%, 1,200-hectare cadastral discrepancy, 30% equipment utilization, and 45% vehicle downtime. Post-innovation, maturity advanced to 3.1 (Competent), KIB A accuracy reached 98.9%, equipment utilization rose to 78%, and audit opinion improved from WDP to WTP — generating positive ROI within two years from a Rp1.2 billion investment. Results confirm that integrated multi-technology deployment, underpinned by New Public Governance collaboration and ISO 55000 frameworks, constitutes a replicable institutional model for transforming public asset governance accountability.

Abstract

Background. Millions of educated young people in Indonesia remain unable to secure decent employment despite optimistic national economic growth figures, a paradox that motivates this study. Research purpose. This study pursues four interrelated objectives: (1) to systematically map the relationship between knowledge-based economic growth and youth unemployment as documented in the global academic literature; (2) to identify determinants of youth unemployment that remain consistent across diverse country contexts; (3) to analyze the developmental consequences of persistently high youth unemployment for Indonesia; and (4) to identify the research gaps that must be addressed to support evidence-based policymaking. Research method. Guided by the PRISMA 2020 framework, this systematic literature review analyzes 401 Scopus-indexed publications identified through four structured search strategies conducted in April 2026. The retrieved studies were synthesized through three sequential stages: descriptive analysis of publication trends and methodological orientations, thematic analysis coding recurring constructs into clusters, and critical synthesis integrating themes while surfacing contested findings and gaps. Findings. The results indicate that economic expansion does not automatically generate youth employment, as absorptive capacity depends on sectoral composition. Youth unemployment in Indonesia stems primarily from coordination failures across education, labor institutions, and policy rather than from skill deficits alone. Its consequences extend beyond statistical indicators, suppressing GDP growth, threatening social stability, and producing scarring effects on human capital, while underutilized opportunities remain in community-based entrepreneurship, industry education partnerships, and green–blue economy development. Conclusion. This study advocates a shift from fragmented interventions toward an integrated, evidence-driven youth employment policy framework.

Abstract

Rising food prices and persistent global inflation have intensified household economic vulnerability, particularly among low-income families that allocate a substantial share of their expenditures to food consumption. This condition indicates that strengthening household economic resilience requires a comprehensive approach that extends beyond income enhancement alone. This study aims to develop a conceptual model of household economic resilience in responding to rising food prices and global inflationary pressures. The study employs a qualitative approach using a conceptual paper design based on an extensive literature review. Data were collected from peer-reviewed journal articles, academic books, and reports published by national and international institutions and analyzed through content analysis and conceptual synthesis. The findings reveal that household economic resilience is a multidimensional construct shaped by the interaction of five key dimensions: financial resilience, income diversification, household food security, financial literacy, and social protection. Furthermore, global food price volatility, domestic inflation, and increases in strategic food commodity prices were identified as major external drivers that intensify household vulnerability, highlighting the importance of adaptive capacity. The principal contribution of this study is the development of an integrated conceptual model that combines economic, social, and institutional dimensions into a comprehensive analytical framework. The proposed model provides a theoretical foundation for future empirical research and offers policy insights for strengthening household resilience in addressing economic shocks arising from global inflation and food price instability.

Abstract

Islamic economics has become one of the strategic pillars of regional economic development in Indonesia, including in Riau Province, which holds substantial potential that has not yet been systematically mapped at the district/city level. This study aims to map the potential and challenges of Islamic economic development in Riau Province through a comparative approach across regions based on Islamic Economic Index indicators. The research employs a library research design with a systematic literature review approach and descriptive-qualitative analysis. Data sources consist of official publications from authoritative institutions (BPS Riau Province, Bank Indonesia, KNEKS, OJK, and the Riau Provincial Government) as well as academic literature collected through documentary study techniques and analyzed using content analysis and descriptive-comparative analysis. The results show that Riau holds an institutional advantage as the first province to simultaneously have a Governor Regulation on Islamic Economics, a Regional Committee for Islamic Economy and Finance (KDEKS), and a fully sharia-based regional development bank. The halal industry sector has grown significantly, with halal-certified businesses increasing from 16,050 to 35,432 between 2023 and 2026, accompanied by halal export values reaching US$10.43 billion. Riau's financial literacy and inclusion indices were recorded as the highest nationally, although Islamic financial literacy specifically still lags behind. The study also found variation in potential across districts/cities, indicating the need for differentiated policy approaches to Islamic economic development. This research contributes theoretically by enriching subnational Islamic economic mapping studies and practically by serving as a reference for local governments and KDEKS in formulating more contextual and data-driven policies for Islamic economic development in Riau Province.

Abstract

Ibadah haji merupakan rukun Islam kelima yang wajib dilaksanakan oleh umat Islam yang telah memenuhi syarat istitha’ah, yaitu kemampuan finansial, fisik, kesehatan, dan mental. Dalam konteks Indonesia, pemenuhan istitha’ah jemaah haji didukung oleh berkembangnya ekosistem ekonomi haji yang melibatkan berbagai sektor, seperti perbankan syariah, layanan perjalanan, transportasi, kuliner, serta UMKM penyedia perlengkapan dan kebutuhan jemaah. Ekosistem ini tidak hanya berdampak pada kelancaran penyelenggaraan ibadah haji, tetapi juga berkontribusi terhadap pertumbuhan ekonomi nasional. Seiring meningkatnya potensi perputaran dana haji dan umrah serta adanya perubahan kebijakan Arab Saudi melalui visi Saudi 2030, peluang ekonomi dari ekosistem haji diprediksi akan terus berkembang. Namun, perkembangan tersebut tidak terlepas dari pengaruh konsep Time Value of Money yang menegaskan bahwa nilai uang saat ini berbeda dengan nilai uang di masa mendatang. Dalam perspektif ekonomi Islam, konsep Time Value of Money dipandang problematis karena berpotensi mengandung unsur riba. Perbedaan nilai uang dari waktu ke waktu berdampak pada kenaikan harga kebutuhan jemaah haji dan peningkatan biaya perjalanan haji di masa mendatang. Oleh karena itu, kajian ini bertujuan untuk menganalisis keterkaitan antara ekosistem ekonomi haji, konsep Time Value of Money, serta implikasinya terhadap pembiayaan dan kesiapan jemaah haji Indonesia. Hasil kajian ini diharapkan dapat memberikan kontribusi pemikiran dalam pengembangan ekosistem haji yang berlandaskan prinsip ekonomi Islam dan berkeadilan.
