Abstract

Geopolitical tensions in countries have triggered uncertainty in global financial, resulting in inflationary which could to global energy and food crisis, including for Indonesia. This condition must addressed with appropriate policies , one of which is the development of a digitalization and agricultural downstream system. This article used the qualitative description method, the objective of the article is presented in comprehensive manner regarding the overview of food security in Indonesia, urgency and implementation digitalization and downstream-agriculture. In-2022, Indonesia's food security index will experience decline from the previous year. This decrease was caused mainly due to decrease in food quality and safety scores.The agricultural digitalization and downstream system allows Indonesian agriculture to be further developed so that farmers gain understanding of the required land use, but the results are satisfactory and the costs are more efficient. Agricultural digitalization interpreted as changing way things are done in aspects of agriculture, from processing to marketing.Meanwhile, downstreaming is carried out by developing agricultural activities to strengthen product processing processes, as well as developing technology in processing industry sector by strengthening the bargaining position of agricultural-based processed products. Digitalization and downstreaming can implemented through digitalization upstream and downstream from production, post-harvest, warehousing, processing, marketing and financing in the food sector through optimizing the role of MSMEs. This is realized by preparing business model digital farming through distribution smart green houseto MSMEs, distribution smart farming to food clusters, distribution of post-harvest processing machines, digitalization of product marketing with start up agriculture, to market digitalization.

Abstract

Penelitian ini bertujuan untuk menganalisis kendala-kendala administratif yang dihadapi dalam proses pendaftaran tanah di Indonesia serta mencari solusi yang efektif. Menggunakan metode analisis data kualitatif, penelitian ini mengidentifikasi berbagai faktor yang menghambat pendaftaran tanah, seperti keterbatasan sumber daya manusia, kurangnya pemahaman masyarakat, infrastruktur yang tidak memadai, dan regulasi yang ambigu. Selain itu, penelitian ini juga menyoroti pentingnya partisipasi masyarakat dalam administrasi pertanahan. Melalui implementasi strategi yang meliputi sosialisasi, penggunaan teknologi, dan pelatihan, diharapkan proses pendaftaran tanah dapat berjalan lebih efektif dan efisien, memberikan kepastian hukum bagi pemilik tanah.

Abstract

Sistem pencatatan kepemilikan lahan di Indonesia memainkan peran vital dalam menjamin aspek legalitas kepemilikan properti. Hal ini menjadi esensial mengingat lahan merupakan aset fundamental dalam kehidupan sosial, serta kerap memicu perselisihan terkait hak kepemilikan dan penggunaannya. Studi ini mengeksplorasi kerangka legal terkait sistem pencatatan kepemilikan lahan di Indonesia dan mengevaluasi pentingnya proses registrasi awal untuk memberikan perlindungan hukum kepada pemilik properti. Melalui kajian yuridis normatif, studi ini menelaah berbagai instrumen hukum terkait pencatatan lahan, mencakup UUPA, PP 24/1997, serta PP 18/2021 yang mengatur tentang Pengelolaan, Hak Properti, Unit Apartemen, dan Sistem Registrasi Lahan. Pencatatan lahan secara sistematis dipandang krusial untuk meminimalisir konflik, memperkokoh status kepemilikan, dan menyediakan payung hukum bagi pemegang hak. Temuan riset mengindikasikan bahwa meski telah tersedia berbagai regulasi, akselerasi dan optimalisasi efisiensi dalam implementasi pencatatan lahan melalui program PTSL dan pemanfaatan sistem elektronik masih menjadi fokus pengembangan untuk mencapai jaminan legal yang lebih komprehensif bagi masyarakat.

Abstract

The provision of antibiotics without doctor's prescription is serious problem in the Indonesian health system, which has impact on increasing antimicrobial resistance (AMR). Although regulations related to antibiotic use have been implemented, there are still gaps between the rules and implementation in the field. This study uses empirical legal method to analyze the effectiveness of controlling the use of antibiotics without doctor's prescription, challenges in its supervision, and strategies that can be applied to limit this practice. The results of the study show that although various regulations have strictly regulated the distribution of antibiotics, the level of pharmacy compliance with these rules is still low. A study conducted by the Indonesian Pharmacists Association (IAI) in 2023 showed that 79.5% of pharmacies still serve the purchase of antibiotics without a prescription, with a dominance in urban areas (82.3%) compared to rural areas (71.8%). The main factors causing this violation are weak supervision, legal sanctions that are not sufficiently deterrent, and high demand from the community. In addition, the lack of health education contributes to misuse of antibiotics, which risks increasing bacterial resistance and economic burden on the health system. Strengthening supervision and law enforcement of antibiotic distribution, implementing an electronic system for recording prescriptions, and educational campaigns for community and pharmacists are needed. With a stricter and more synergistic control strategy, practice of prescribing antibiotics without prescription can be minimized, so that the risk of antimicrobial resistance can be suppressed and effectiveness of treatment can be maintained.

Abstract

Mortgage rights are security rights imposed on land rights with the aim of providing legal certainty and priority status for the owner. Regulations and practices in the field must go hand in hand in accordance with the initial objectives. This study aims to comprehensively analyze the legal aspects of mortgage rights, including strengths, weaknesses, and opportunities and challenges faced in the implementation of land mortgage registration in Indonesia. The type of research used is normative legal with a qualitative descriptive approach. This study found that in terms of regulations, land mortgage rights have been regulated properly and maturely. However, in practice in the field, the mortgage registration process is still marked by various obstacles, both in terms of procedures, costs, and public understanding. Therefore, the government needs to consider improving the mortgage recording and reporting system, including the use of technology that supports data transparency and accuracy, such as a nationally integrated digital system.

Abstract

Krisis sampah makanan atau food loss and waste (FLW) menjadi permasalahan global yang berdampak negatif pada lingkungan, ekonomi, dan sosial. Berbagai upaya dilakukan untuk mengatasinya, termasuk penerapan kebijakan hukum, strategi pengelolaan, dan edukasi publik. Artikel ini membahas kebijakan hukum pengelolaan FLW melalui United States Department of Agriculture (USDA) dan perbandingannya dengan upaya di Indonesia. Artikel ini juga mengusulkan solusi alternatif untuk mengatasi FLW di Indonesia. Metode yang digunakan adalah studi literatur dan analisis komparatif seperti peraturan perundang-undangan dan kebijakan pemerintah. Data dikumpulkan dari berbagai sumber terpercaya, seperti jurnal ilmiah, laporan pemerintah, dan situs web organisasi internasional. USDA memiliki berbagai program untuk mengurangi FLW, seperti edukasi konsumen, pengembangan teknologi penyimpanan, dan dukungan penelitian. Di Indonesia, terdapat Undang-Undang No. 32 Tahun 2009 tentang PPLH dan Inisiatif Gotong Royong Atasi Susut dan Limbah Pangan 2030 (GRASP2030) oleh Badan Pangan Nasional (NFA) untuk menangani FLW. Meskipun memiliki kebijakan dan program, Indonesia masih menghadapi tantangan besar dalam mengurangi FLW, seperti kurangnya kesadaran masyarakat, infrastruktur yang tidak memadai, dan regulasi yang belum sepenuhnya efektif. Solusi alternatif yang dapat diadopsi oleh Indonesia adalah program Food Waste Activity oleh USDA, yang fokus pada edukasi konsumen, pengembangan teknologi penyimpanan, dan dukungan penelitian. Pemerintah Indonesia perlu memperkuat kebijakan dan program FLW dengan mengadopsi praktik terbaik dari negara lain seperti USDA. Kolaborasi antara pemerintah, masyarakat, dan sektor swasta juga penting untuk mencapai hasil yang signifikan dalam mengurangi FLW dan meningkatkan ketahanan pangan di Indonesia.
