Abstract

Disaster management is one of the government's efforts to protect the community from disaster hazards. For this reason, in terms of disaster management that has occurred in disaster-prone areas so far. The role of the local government bureaucracy is often less relevant between the rules and the implementation that occurs in the field. As a result, there is a clash between the interests of the community, inter-regional interests, and inter-agency interests, so the role of the local government bureaucracy becomes less optimal and less effective, which has an impact on not paying attention to public awareness to be independent in dealing with natural disasters. The purpose of this research is to describe conceptual disaster management and regional policy analysis. The method used is a qualitative method with a descriptive approach through literature study. Based on the results of the research, it can be understood that a Disaster Management System is an integrated disaster management implementation system covering aspects of legislationregulation, planning, institutional and funding, as well as the implementation of disaster relief. The conceptual disaster management that needs to be strengthened for the disaster management system includes Pre-Disaster, Emergency Response, and Post-Disaster. Thus, in analyzing the policy there are interconnected factors between one another and their implementation in the field must go hand in hand. Improve institutional and community readiness in preventing, facing, and overcoming natural disasters that will occur, (prioritizing disaster risk reduction as a national priority with strong institutions, identifying, assessing, monitoring disasters and implementing early warning systems, and disaster management and increasing disaster preparedness.

Abstract

The West Sumatra Provincial Government began to improve the development of the plantation sector of mangosteen, because the mangosteen plant became a superior commodity in the Province of West Sumatra. In this regard, it is important to know the climate suitability of the mangosteen plant and its projections, which will be used to take development planning steps in the appropriate area and support the increase in exports of mangosteen plants in West Sumatra Province to support national resilience in the face of climate change. The data used were monthly rainfall observation data and monthly air temperature for the period 2006-2015 at 46 rain posts in West Sumatra Province. The Minangkabau Meteorological Station is used as a reference station for monthly air temperatures estimation in 45 other rain posts which were calculated using the Braak method. Besides, land physical data such as soil texture and slope were used in each district in West Sumatra Province. Projected data used the Representative Concentration Pathways (RCP) 4.5 scenario model for monthly air temperature and monthly rainfall from the Model for Interdisciplinary Research on Climate (MIROC5) model with resolutions up to 20 x 20 km in the period 2006-2040. The projection data was divided into the baseline period for 2006-2015 and the projection period of 2031-2040. The climate suitability period was made for the present period 2006-2015 and the future projections for the period 2031- 2040. The results showed that the area of West Sumatra Province for the Very Appropriate category (S1) was decreasing in the projection period of 2031-2040 compared to the 2006-2015 baseline period. This can be seen in the projection period of the Very Appropriate category (S1), the area was reduced to 2,584,234 ha (72%) while in the baseline period the Very Corresponding category (S1) reached 2,811,321 ha (78%).

Abstract

Areas with high population density have the potential to degrade environmental quality. This is because an increase in population leads to a higher amount of waste accumulation. Bogor City is known for its dense population. In 2018, the Galuga Bogor Landfill received 650 tons of waste per day. With the population growing each year, accompanied by an increase in waste generation, there is a need for effective and sustainable waste management efforts. However, several obstacles are often encountered in waste management, such as the lack of understanding among the population. If left unaddressed, this situation can have serious implications for the environment, leading to natural disasters and public health issues. The aim of this research is to predict the amount of waste accumulation in Bogor City, with the hope of assisting the government and the community in enhancing waste management practices.  The research methodology involves the analysis of Causal Loop Diagram (CLD) and Stock Flow Diagram (SFD), which will be simulated using Time Graph and Time Table, and processed through the Powersim Studio 10 Express application. Simulation results indicate that waste accumulation in Bogor City is expected to continue increasing from 2018 to 2025. The difference in waste accumulation between 2018 and 2025 is estimated to be 87,783 tons, with the Bogor City Landfill projected to receive 890 tons of waste per day by 2025.

Abstract

Abstrak Konsep keamanan nasional berubah sesuai dengan perkembangan jaman. Covid-19 merupakan salah satu ancaman yang dapat mengganggu keamanan nasional. Covid-19 menjadi tanggung jawab bersama maka judul penelitian ini adalah Koordinasi Lintas Sektor Dalam Penanganan Covid-19 di Provinsi Riau. Metodologi yang digunakan pada penelitian adalah menggunakan metode penelitian kualitatif observatif dengan wawancara mendalam terhadap narasumber melalui kuliah kerja dalam negeri Universitas Pertahanan RI. Hasil dari penelitian ini yaitu Dalam penanggulangan bencana Covid-19, Pemerintah Daerah Provinsi Riau tidak hanya bekerja sendiri. Berbagai stakeholder dalam penangangan Covid-19 di Provinsi Riau ikut serta dimulai dari Pemerintah Daerah, BPBD di setiap Kabupaten/Kota, TNI/POLRI, dan berbagai stakeholder yang ikut membantu serta masyarakat itu sendiri. Setiap stakeholder yang terkait saling berkoordinasi dan bekerjasama dalam penanggulangan bencana Covid-19 di Provinsi Riau. Dimulai dari tahap pencegahan dan mitigasi, kesiapsiagaan, maupun pada saat tanggap darurat. Seluruh stakeholder bekerjasama untuk menekan penularan Covid-19 maupun untuk menekan angka kematian yang diakibatkan oleh Covid-19 dengan mempersiapkan penyebaran vaksin maupun mempersiapkan rumah sakit di setiap daerah dalam menangani Covid-19. Abstract

Abstrak Bencana merupakan salah satu ancaman yang dialami seluruh negara yang dapat mengganggu keamanan nasional. Salah satu bencana yang terjadi di Indonesia adalah erupsi gunung api yang dikarenakan letak Indonesia yang berada di cincin api Pasifik. Gunung semeru termasuk gunung api aktif yang berada di Indonesia yang baru saja mengalami erupsi pada 4 Desember 2021. Dengan adanya erupsi tersebut tentunya mengharuskan pemerintah untuk menyelesaikan masalah tersebut. Namun, dikarenakan bencana erupsi Gunung semeru ini termasuk bencana yang besar, pemerintah memerlukan bantuan berbagai pihak salah satunya Organisasi Non- Pemerintah atau Non Government Organization. Maka, penelitian ini memiliki judul Peran Pemerintah dan Organisasi Non-Pemerintah. Penelitian ini menggunakan penelitian kualitatif deskriptif dengan metode kajian pustaka. Hasil dari penelitian ini adalah Pemerintah berperan aktif dalam melakukan rehabilitasi dan rekonstruksi terhadap wilayah terdampak erupsi Gunung Semeru. Tidak hanya pemerintah, namun ada juga organisasi non-pemerintah yang membantu pemerintah dalam tahap pasca bencana ini. Pemerintah melakukan berbagai upaya untuk mengembalikan aktifitas masyarakat yang terdampak, dan organisasi non-pemerintah membantu pemerintah dalam membangun hunian sementara agar masyarakat dapat tinggal dilokasi yang sudah dipindah dari zona mera risiko bencana. Abstract

The purpose of this paper is to explore the integration of chemical safety education into vocational and professional training systems in Indonesia, analyzed through a qualitative document review approach. The discussion connects theoretical and practical dimensions of education, technology, and environment to strengthen disaster risk reduction and resilience in industrial settings. Drawing inspiration from the educational perspectives of connectivism and constructivism, this paper emphasizes the need for learning strategies that reflect collaboration, experiential learning, and contextual understanding. By proposing the Integrated Vocational Safety Education Framework (IVSEF), the study provides a conceptual basis for aligning policy, pedagogy, and technology in building a culture of safety. The paper aims to inform future educational reforms that adapt to evolving ways of learning, communicating, and constructing knowledge in industrial education contexts.

Abstract

Labuan Bajo, with its stunning natural beauty, has become one of Indonesia’s premier tourism destinations. The Komodo Islands, exotic beaches, and rich local culture attract visitors from around the world. However, behind this beauty, Labuan Bajo also faces potential natural disaster threats, particularly in several areas such as Gorontalo Village. This village is located in a coastal zone that is vulnerable to tsunami risks. Therefore, it is crucial for the government and local community to improve awareness of tsunami hazards and to prepare effective mitigation measures. To minimize the adverse impacts of a potential tsunami disaster in Gorontalo Village, it is necessary to identify and recommend additional locations for installing tsunami evacuation signs.
