Abstract

However, the change to a democratic political system in Indonesia that previously adhered to an authoritarian system does not mean that the former authoritarian system was previously lost easily and quickly. would-be leaders who legalized all means to make their way up the palace seat. One of them is to use the practice of money politics. Money politics or also known as money politics, as the name suggests, is a political practice that uses encouragement and injection of funds to carry out its political agenda to run smoothly. Money politics comes in many forms, such as vote buying, vote brokers, and political corruption. Corruption entrenched in the government will cause systematic losses that will end up inflicting huge losses on the people especially the lower middle class Of the economy With so many cases of corruption continuing to develop, this will threaten the resilience of our country. The political dowry of money can be in the form of basic food assistance, infrastructure repairs to "dawn attacks" that give money directly to the people. With the level of corruption in this country, corruption is one of Indonesia's defense weaknesses.

Abstract

This research examines innovations in territorial development by the Indonesian National Armed Forces (TNI) in response to the demographic bonus with the goal of achieving the Indonesia Emas 2045 (Golden Indonesia 2045) vision. The study explores the phenomena and approaches used in leveraging demographic potential as a means to achieve long-term national development objectives. The research findings provide insights into the challenges and opportunities faced by the TNI in implementing territorial innovations and the implications of these efforts for realizing the Indonesia Emas 2045 vision. TNI's territorial development must adopt a comprehensive and forward-looking approach. It plays a pivotal role in preparing the younger generation to contribute to the realization of the Indonesia Emas 2045 vision. Through innovative methods, empowerment, and education that emphasize positive values, the younger generation can become agents of change who are competitive, ethically grounded, and dedicated to advancing Indonesia as a developed nation and playing a significant role on the global stage.

Abstract

Disasters caused by human activities are among the factors that can cause social conflict in Indonesia. At this moment, intelligence plays a role in dealing with these artificial disasters so that they can de-escalate the conflict. This research is in the form of a descriptive qualitative literature study. Data sources were obtained from scientific articles, books, and relevant news articles. The research results show several types of social conflict in Indonesia, including ethnicity, race, religion and class, and political conflict. Intelligence plays a role in gathering sharp information. This information must be processed behind closed doors, interpreted by the intelligence team, and then submitted to the leadership to determine the appropriate steps

Abstract

Era digital membawa perubahan besar dalam berbagai aspek kehidupan, termasuk dalam bidang pertahanan. Pemberdayaan wilayah pertahanan menjadi semakin penting di era digital untuk menjaga ketahanan nasional. Aparat Teritorial (Apter) dan Pemerintah Daerah (Pemda) memiliki peran penting dalam pemberdayaan wilayah pertahanan. Sinergitas antara Apwil Kodam II/Sriwijaya dan Pemerintah Daerah Provinsi Sumatera Selatan menjadi kunci untuk mencapai efektivitas pemberdayaan wilayah pertahanan. Beberapa permasalahan yang sering terjadi terhadap sinergitas antara Kodam II/Sriwijaya dan Pemerintah Daerah Provinsi Sumatera Selatan meliputi: Kurangnya komunikasi dan koordinasi, Perbedaan prioritas dan agenda, Kekurangan sumber daya , Persaingan kepentingan, Perbedaan regulasi dan kebijakan. Hasil penelitian diperoleh bahwa bahwa Program dan kegiatan yang telah dilakukan bersama oleh Pemerintah Daerah Provinsi Sumatera Selatan dan Korem 044/Gapo/Kodam II/Swj untuk memberdayakan wilayah pertahanan di era digital. C. Sinergitas Kodam II/Sriwijaya dan Pemerintah Daerah Provinsi Sumatera Selatan dalam pemberdayaan wilayah pertahanan di era digital dapat dicapai melalui berbagai pendekatan yang terkoordinasi dan berbasis kolaborasi. Upaya yang dapat dilakukan untuk meningkatkan sinergitas adalah Pengembangan Rencana Aksi Bersama, Pembangunan Infrastruktur Digital, Pelatihan dan Pengembangan Kapasitas, Penyusunan Protokol dan Standar Operasional, Kolaborasi dalam Penelitian dan Pengembangan Teknologi, Koordinasi dalam Program Sosialisasi dan Edukasi, Monitoring dan Evaluasi Bersama, hingga Penguatan Jaringan Kerja Sama.

Abstract

Papua faces a serious threat of terrorism, particularly from armed groups such as KKB, which are involved in various acts of violence. The background of this study aims to analyze military intelligence strategies in responding to security threats and their impact on community welfare. The research method employed is qualitative with a descriptive approach, utilizing interviews, observations, and document analysis. The findings indicate that military intelligence strategies focus on mapping and early detection of potential threats, as well as leveraging technology for information gathering. The discussion highlights the importance of collaboration between the military, local government, and relevant agencies in effectively responding to threats, as well as the role of TNI AD programs in enhancing community welfare. The conclusion of this study recommends the establishment of DESK PAPUA within the National Intelligence Agency (BIN) to address local issues, and emphasizes the need for a Smart Power approach to mitigate separatist impacts. Additional suggestions include the formation of a special agency to handle conflicts in Papua and the expansion of the Manunggal Air Program to remote areas to support sustainable development.

Abstract

Village development is one of the main pillars in the effort to improve community welfare and promote economic equity. Although the number of advanced and self-sufficient villages has continued to increase, the gap between rural and urban areas remains significant, particularly in infrastructure, access to basic services, and technology. Development conflicts are largely unavoidable, often triggered by disparities in resource distribution, ineffective communication, and limited public understanding of development benefits. This study examines the role of village autonomy in preventing development conflicts and its implications for sustainable and equitable growth, using Wadas Village, Central Java, as a case study. The conflict emerged from the government’s plan to exploit andesite stone for the Bener Dam without transparent public participation. The local community resisted, fearing environmental degradation and threats to agricultural land. The unequal distribution of benefits intensified tensions, as residents perceived more harm than advantage from the project. This study employed a descriptive-analytical method with a qualitative approach to analyze conflict patterns and contributing factors by reviewing academic literature, policy reports, and official documents. The findings reveal that village development conflicts in Indonesia are multidimensional, shaped by socio-economic disparities and uneven resource distribution. Poor communication, limited public participation, and neglect of local wisdom further exacerbate tensions. Village autonomy offers a strategic opportunity to establish conflict prevention mechanisms through policy integration. A holistic approach, encompassing structural assessment, actor analysis, and conflict mitigation, can foster more inclusive and equitable development.

Abstract

This study examines the role of the martial art Silat Pangean in Kuantan Singingi  Regency, Riau, in reducing crime rates in Singingi Subdistrict. Silat Pangean serves not only as a local cultural heritage but also plays a crucial role in shaping character and moral values within the community. By focusing on the values embedded in the teachings of Silat Pangean, this martial art becomes a constructive medium for enhancing social cohesion and the safety of practitioners, the community, and the broader society from criminal threats. The research method used is descriptive qualitative, applying security theory and cultural communication analysis to explain the impact of this cultural practice on daily life and community security. The research findings indicate that the practice of Silat Pangean contributes to strengthening the social, educational, cultural, economic, and health foundations in Kuantan Singingi Regency and helps in reducing crime rates.

Abstract

Konflik sosial di Indonesia merupakan fenomena yang terus meningkat dari tahun ke tahun dan berpotensi mengganggu stabilitas nasional. Sebagai respons, pemerintah mengesahkan Undang-Undang Nomor 7 Tahun 2012 tentang Penanganan Konflik Sosial serta menerbitkan Permendagri Nomor 42 Tahun 2015 yang menekankan peran Kementerian Dalam Negeri (Kemendagri) sebagai koordinator Tim Terpadu dalam pencegahan, penghentian, dan pemulihan pascakonflik. Penelitian ini menggunakan metode studi pustaka (library research) untuk mengkaji secara kritis peran Kemendagri dalam tata kelola konflik sosial, dengan fokus pada efektivitas kebijakan, implementasi di lapangan, serta tantangan yang dihadapi. Hasil penelitian menunjukkan bahwa Kemendagri berperan strategis sebagai perumus kebijakan, koordinator, sekaligus fasilitator penguatan kapasitas pemerintah daerah, khususnya melalui Badan Kesatuan Bangsa dan Politik (Kesbangpol). Namun, implementasi kebijakan masih menghadapi hambatan serius, antara lain keterbatasan sumber daya manusia dan fiskal, ego sektoral antar lembaga, lemahnya koordinasi lintas aktor, serta minimnya partisipasi substantif masyarakat sipil. Kondisi tersebut mengakibatkan penanganan konflik cenderung bersifat reaktif ketimbang preventif. Dengan demikian, efektivitas Tim Terpadu sangat bergantung pada komitmen politik kepala daerah, alokasi anggaran, serta optimalisasi Sistem Kewaspadaan Dini Masyarakat (SKDM). Penelitian ini menegaskan pentingnya memperkuat koordinasi, kapasitas kelembagaan, dan pelibatan masyarakat sipil sebagai prasyarat bagi keberhasilan model penanganan konflik sosial yang berkelanjutan di Indonesia.

Abstract

Community encouragement to fulfill their basic needs requires border communities to find solutions to the conditions of the border areas which are still lacking. This situation requires that economic transactions in the border region tend to depend on Malaysian products, as a result of the dominance of foreign currency (ringgit) in the Central Sebatik District that cannot be avoided. Therefore, this research is titled "IMPLEMENTATION OF BANK INDONESIA POLICY ON THE OBLIGATION TO USE RUPIAH IN INDONESIA BORDER REGION (Case Study in Central Sebatik District of Nunukan Regency)". The purpose of this research is to explain and analyze how Bank Indonesia's policy on the obligation to use rupiah in Indonesia's border area is implemented, as well as the implementation of policies and efforts to overcome the problem. This research uses a descriptive qualitative method with an inductive approach. Data collection techniques include interviews, observation, and documentation. Data analysis techniques used are data reduction, data presentation, and drawing conclusions. In this research, researchers used the Van Meter and Van Horn theory of implementation with six dimensions, namely Objectives and Measures, Resources, Communication and Implementation activities, Implementing Agency Characteristics, Economic, Social and Political Environment, and Implementing Tendencies. The results of this research show that the implementation of Bank Indonesia's policy on the obligation to use rupiah in the Indonesian border region (Case study in Central Sebatik District) has been running quite well, but the results have not been optimal because there are still several obstacles that become obstacles such as fluctuations in the exchange rate experienced a change, the dependence of the trade sector and product marketing as well as the supply of needed goods from Malaysia, low public awareness of existing policies, limited infrastructure and facilities, resource management has not been well coordinated, lack of coordination between agencies and instruments involved in the policy. Therefore, researchers suggest that socialization activities should be conducted more frequently, there should be good coordination between institutions, and a dedicated team should be established to focus on the economy and financial system (payment system), human resource development, development of supporting facilities and infrastructure, and creation of a new economic center.
