Abstract

ABSTRACTClimat change (CC) which contributed to increased conflict/war had implicitly emerged in the IPCC’s 3rd and 4th reports (IPCC, 2001; 2007); meanwhile on the 5th report (IPCC, 2014) emphasized more on human security. The risk/impact of CC to human security was shown through interaction between livelihood, conflict, culture, and migration. The purpose of the stydy was to gained an understanding of the correlation between CC and the occurrence of conflict/war; knowing the  impacts of CC on national resilience; explaining the phenomenon of CC on national resilience; and explained the linkages between human security and national resilience.This research was done through conceptual and comparative approach.The results showed that CC did not contribute directly to the occurrence of conflict/war;the impact of CC disrupts people's livelihoods thereby reducing national resilience; CC could be viewed as a disturbance and/or threat; and basically national resilience and human security could be synchronized because both of them seeked to brought guarantee for the security, safety, and individual prosperity.ABSTRAK Perubahan iklim (PI) diasumsikan berkontribusi terhadap meningkatnya konflik/perang. Pandangan tersebut secara implisit telah muncul dalam laporan Panel Antarpemerintah tentang Perubahan Iklim(IPCC)ke-3 (IPCC TAR, 2001) dan ke-4 (IPCC AR4, 2007); sebaliknya pada laporan ke-5 (IPCC AR5, 2014) memfokuskan pada keamanan manusia. Skema risiko PI pada keamanan manusia ditunjukkan melalui interaksi antara mata pencaharian, konflik, budaya, dan migrasi. Penelitian ini untuk menjelaskan korelasi antara PI dengan terjadinya konflik/perang; menggambarkan dampak PI bagi ketahanan nasional (Tannas); menjelaskan isu PI ditinjau dari konsepTannas; dan menjelaskan keterkaitan antara  keamanan manusia dengan Tannas. Penelitian dilakukan melalui dua pendekatan, yaitu: pendekatan konseptual dan pendekatan komparatif.  Diperoleh hasil bahwa PI tidak berkorelasi langsung terhadap terjadinya konflik/perang; PI mengganggu mata pencaharian masyarakat, sehingga menurunkan Tannas; dalam konsep Tannas, PI merupakan gangguan dan atau ancaman; dan Tannas dapat disetarakan dengan keamanan manusia karena keduanya berupaya menghadirkan penjaminan keamanan, keselamatan, dan kesejahteraan individu.

Abstract

[Participation and Empowerment of Local Resources as Community-Based Disaster Risk Reduction Efforts in the Community of Pidie Jaya District, Aceh Province to Support National Security]. Pidie Jaya District, Aceh Province has geographical conditions that include coastal and mountainous areas as well as the Great Sumatran Fault that stretches from Lampung to the Andaman Sea. This situation makes Pidie Jaya an area prone to disaster risk. Disaster Risk Reduction (DRR) can be a strategy in an effort to reduce vulnerability and increase capacity in disaster-prone areas. This study aims to analyze community-based DRR efforts (CBDRM) which include participation and empowerment of local resources in the community in creating independence in Pidie Jaya District. The subjects in this study were the people of Pidie Jaya Regency. The method used in this research was descriptive qualitative using data sourced from interview data and documentation. Research results from the triangulation process show that the participation and empowerment of the people of Pidie Jaya Regency in Community-Based Disaster Risk Reduction efforts is still not running optimally, but it has increased understanding of disaster science in the area including knowledge, culture, anticipation, and mitigation. The principle of Building Back Better is implemented by the Government of Pidie Jaya, namely by reconstructing the lives of community groups through reducing vulnerability and increasing the ability to avoid risk factors for future disasters. Approaches through religious and dayah leaders take part in providing outreach and education. The result of CBDRM Pidie Jaya is the establishment of two Disaster Resilient Villages / Gampong located in the coastal area, namely Desa Lancang Kec. Bandar Baru and Desa Meuraksa district of Meureudu.

Abstract

Bandung Regency often experiences flooding and the number of Early Warning System (EWS) equipment is still not sufficient. One of the targets of the Sendai Framework is to increase the coverage and access to the EWS until 2030. To prevent natural disasters and determine the efforts that must be made during a disaster to post-disaster, a disaster information system is needed. The purpose of the study was to determine the implementation of a flood disaster information system as an effort to reduce disaster risk and to determine the use of a flood disaster information system to create a disaster-resilient society. This research was a qualitative research with an exploratory research design. The research was conducted in May 2021 – January 2022 in Bandung Regency. Data collection techniques used were interviews, documentation, and observation, with analytical techniques using the Miles and Huberman model. There was no specific flood disaster information system however the information collected and processed by the Pusdalops was used as the basis for the preparation of a disaster risk reduction plan in Bandung Regency. Information on the potential for flooding was conveyed by the Pusdalops to the community so that people were alert and evacuate if it is not possible to stay at home. Community resilience, especially in three flood-prone villages, was in the primary category. A disaster information system is needed to support disaster risk reduction efforts and create a disaster-resilient society.

Abstract

[Estimation of The Threat of Earthquake and Tsunami in Pidie Jaya Regency to Support National Security]. Bencana merupakan suatu ancaman non-militer dan nyata yang dihadapi dunia saat ini. Bencana mengancam keselamatan masyarakat yang pada akhirnya mengancam keamanan nasional suatu negara, termasuk Indonesia. Ancaman nyata yang saat ini dirasakan oleh masyarakat Indonesia adalah peningkatan kejadian bencana yang dirasakan hampir diseluruh wilayah Indonesia. Kabupaten Pidie Jaya yang merupakan bagian dari Provinsi Aceh juga memiliki ancaman multi bencana seperti gempabumi dan tsunami. Gempabumi yang terjadi di Pidie Jaya disebabkan oleh aktivitas Sesar Pidie dengan arah bidang patahan mendatar atau strike-slipe. Selain itu, terdapat Zona Megathrust Sumatera dan Sesar Besar Sumatera yang berada di Provinsi Aceh dengan aktivitas kegempaan yang dapat berpotensi tsunami. Dalam penelitian ini dilakukan suatu simulasi tsunami dengan output wilayah-wilayah yang berpotensi tsunami berserta run up atau ketinggian air tsunami akibat gempa di Zona Megathrust Aceh-Andaman. Penelitian ini menggunakan metode kualitatif (deskriptif analisis) sebagai desain penelitian. Penelitian dilakukan pada 18 Maret 2021 di ruang operasional InaTEWS (Indonesia Tsunami Warning System) Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) menggunakan bantuan software TOAST (Tsunami Observation and Simulation Terminal).  Dari seluruh rangkaian pengolahan dan analisis data didapatkan hasil bahwa Zona Megathrust Aceh-Andaman berpotensi tsunami dengan run up (ketinggian air tsunami) yang paling tertinggi sebesar 10,5 meter di Meulaboh, Kab. Aceh Barat, 5,5 meter di Kota Sabang, dan 3 meter di Kabupaten Pidie Jaya dengan waktu tiba tsunami (golden time) sekitar 24 menit 55 detik. Kajian atas estimasi gempabumi dan tsunami ini dapat dijadikan sebagai sumber informasi dalam penentuan kebijakan BPBD Pidie Jaya dalam upaya mitigasi bencana untuk melindungi masyarakat Pidie Jaya dan mewujudkan keamanan nasional.

Abstract

Bencana selama tahun 2010 - 2020 di Indonesia didominasi bencana hidrometeorologi. Bencana tersebut meliputi longsor, puting beliung, dan banjir. Bencana hidrometeorologi tidak lepas dari akibat perubahan iklim yang terjadi. Kecamatan Cisarua, salah satu wilayah di Kabupaten Bogor menjadi salah satu wilayah yang berisiko terhadap bencana hidrometeorologi, di sisi lain pembangunan pariwisata dan permukiman semakin bertambah. Tujuan penelitian ini yaitu mengkaji pengaruh perubahan iklim terhadap bencana hidrometeorologi di Kecamatan Cisarua - Kabupaten Bogor. Penelitian ini menggunakan metode kualitatif. Data yang digunakan adalah data primer hasil wawancara  dengan informan, dan  menggunakan data sekunder  berupa data/informasi dari instansi terkait serta studi literatur.  Hasil penelitian ini menunjukkan bahwa perubahan suhu di Kecamatan Cisarua – Kabupaten Bogor  selama sepuluh tahun terakhir yaitu 0,61ºC. Nilai tersebut masih dalam batas normal dibandingkan dengan standar internasional yang dikeluarkan oleh  United Nation Framework Convention on Climate Change (UNFCCC) yaitu maksimal kenaikan suhu bumi 1,5ºC.  Curah hujan di wilayah tersebut tergolong sedang, meskipun demikian tren bencana hidrometeorologi di wilayah tersebut cenderung naik. Kesimpulan dari penelitian ini adalah  perubahan iklim selama sepuluh tahun terakhir di wilayah Kecamatan Cisarua berpengaruh pada jumlah kejadian bencana hidrometeorologi khususnya bencana longsor, banjir, banjir bandang, dan puting beliung. Aktivitas untuk mengurangi risiko bencana hidrometeorologi pun dilakukan diantaranya melalui peningkatan kapasitas masyarakat dan mengoptimalkan desa tangguh bencana.

Abstract

Forest fires are seen as a technical problem so that their resolution is only a technological measure. This study aims to find answers to the question of forest fires. What are the factors that trigger forest fires, the correlation between trigger factors, and explain that the human is the leading cause of forest fires? The method used is mixed methods, combining quantitative analysis and qualitative descriptive. Hot weather and dry ecosystem conditions do not cause fires, not a causality relationship. The leading cause of forest fires in Indonesia is by human activities. The importance of a political ecology approach to explaining the linkages between forest fires and the role of actors, both local and regional/global in managing the environment.

Abstract

Apabila dikaitkan dengan aspek geografis, geologis, demografis, dan sosiologis, Indonesia merupakan negara yang rawan terjadi bencana. Oleh sebab itu, penduduk Indonesia harus beradaptasi dengan bencana melalui peningkatan kapasitas. Salah satu upaya yang dapat digunakan untuk meningkatkan kapasitas ialah pendidikan dan literasi bencana. Pendidikan dan literasi bencana akan menjadi kuat dan merata apabila dikombinasikan dengan pendekatan tertentu, misalnya menggunakan kerangka Tri Sentra Pendidikan yang dicetuskan oleh Ki Hajar Dewantara. Berdasarkan latar belakang tersebut, penelitian ini bertujuan untuk mendeskripsikan konsep pendidikan dan literasi bencana dengan kerangka Tri Sentra Pendidikan. Metode yang digunakan dalam penelitian ini ialah kualitatif dengan tipe deskriptif. Data yang digunakan ialah data sekunder yang didapat dari studi literatur atau kepustakaan yang relevan dengan tujuan penelitian. Literatur yang berkaitan dengan pendidikan dan literasi bencana kemudian dijadikan sebagai acuan dalam mendeskripsikan konsep dan contoh yang dapat diimplementasikan dalam kehidupan sehari-hari sesuai dengan kerangka Tri Sentra Pendidikan. Hasil penelitian menunjukkan bahwa konsep pendidikan dan literasi bencana dalam kerangka Tri Sentra Pendidikan dapat diterapkan pada lingkungan keluarga, lingkungan sekolah, dan lingkungan masyarakat. Pendidikan dan literasi bencana di lingkungan keluarga ditekankan pada aspek afektif, lingkungan sekolah pada aspek kognitif dan psikomotorik, sedangkan lingkungan masyarakat pada aspek sosial.

Abstract

The theory in this research is the theory of special air operations, disaster theory, vulnerability, regional capacity, risk, and resilience. The research method uses qualitative methods with source triangulation techniques using GIS and Powersim software. The results of this study are, first, the implementation of OPDPB through Preliminary Operations (Territorial Task Force, Information Task Force, Air Base Elements, Pasgat Task Force, and Aviation Support Task Force), Basic Operations (Information Task Force, Joint Task Force, C-130 Transport Element, Helicopter Element), Termination Operations (Legal Task Force, Info Task Force). Second, the geospatial map of the distribution of multi-hazard risk levels with a Low-Risk level of 0.32 (Kabupaten Purwakarta and Subang), and a High-Risk level of 0.68% (Bandung Regency, West Bandung Regency, Cimahi City, Bandung City, and Sumedang Regency). Third, recommendations for disaster risk reduction by reducing the value of social vulnerability, physical vulnerability, economic vulnerability, and environmental vulnerability through strengthening resilience (PSBB, local wisdom, volunteers) to face the threat of the Lembang Fault.

Abstract

Kuningan Regency, which is one of the areas that prone to landslides and floods. Based on its geological and geographical conditions, Kuningan Regency is located on the slopes of Mount Ciremai so that this area has a high level of vulnerability to landslides and floods. This study aims to identify climate change with rainfall indicators that have an impact on increasing the incidence of floods and landslides in Kuningan Regency as well as disaster risk reduction efforts by the Regional Disaster Management Agency (RDMA) and the local community. This study uses a qualitative method with a descriptive approach, supported by data obtained from observations, interviews and literature studies. The results showed that climate change with high rainfall indicators had an effect on an increase in landslides and floods that occurred in Kuningan Regency. Disaster risk reduction efforts from the Kuningan Regency BPBD in tackling the risks of floods and landslides, namely by taking preventive action. RDMA Kuningan Regency has built public facilities such as shelter for refugees, signs for evacuation routes, early warning system, as well as strengthening disaster risk reduction forums in Kuningan District. The efforts that can be made by the community are by carrying out repairs, cleaning waterways, building cliff retaining walls and closing soil cracks

Abstract

Climate change causes an increase in the incidence of natural disasters which, if not handled seriously, will threaten regional resilience. Lebak Regency is one of the areas in Indonesia which is not spared from the impacts of climate change. In 2019 there were many drought disasters in Lebak Regency, but there was one village that was not affected by drought, namely Cimangeunteung Village. This becomes interesting for further research by researchers. The data was taken based on the results of interviews, observations, and documents using the interactive model qualitative research methods belonging to Miles, Hubermen, and Saldana (2014). The purpose of this study is to determine the impact of climate change on potential disasters in Lebak Regency and to analyze the adaptation efforts made by the people of Cimangeunteung Village. The results of this study are 1) Climate change has caused the number of disasters due to climate change such as floods, droughts and landslides to increase in Lebak Regency. 2) The implementation of fostering climate change adaptation in Cimangeunteung Village is carried out through the activity of creating a waste bank; construction of walls of spring wells; and the formation of the Women Farmers Group. Climate change adaptation activities in Cimangeunteung Village have been well implemented and have succeeded in increasing public awareness in caring for the environment. Routine monitoring by the Lebak local government of Cimangeunteung Village is still being carried out to date.
