Abstract

Secularism is an understanding that only prioritizes material things and separates the life of the world and the hereafter, even this understanding always fights for the right to be free from various rules of religious teachings, they believe that all decision activities which are entirely located and made by humans, are not there may be a role and interference of religion in it. Secularism is an ideology that initially developed in the Western world and then continues to spread to almost all corners of the world, including the Islamic world and Indonesia in particular. This paper examines the relationship between religion and the state from the perspective of Islamic thought. This study aims to describe how the relationship between religion and the state in the Islamic view. The method used in obtaining data is descriptive method through library research. The principle of secularism in this case is that both theism and atheism cannot be proven by experience, so that it is outside the thought of secularism. Theology provides an interpretation of an unknown world while secularism does not want this kind of world and its interpretations at all. Thus secular is the nature of releasing this world from religion. For that we need a process, and this process is called secularization. Indonesia as a pluralistic country, on the one hand has a majority Muslim population even though other religions grow and develop dynamically in this archipelago. So that in a practical order it gives birth to a secular statehood concept where Islam is not used as the main principle in structuring the life of the nation and state. This study examines the working system and the role of the Subdistrict Election Committee (PPK) of South Panyabungan in supporting the success of the 2024 simultaneous regional elections (Pilkada) in Mandailing Natal Regency, Indonesia. The research is motivated by the strategic role of PPK as a frontline executor in the electoral process at the subdistrict level, which significantly influences electoral integrity and voter participation. Employing a qualitative descriptive method, data were collected through in-depth interviews with election officials, field observations, and document analysis. The findings reveal that the PPK of South Panyabungan plays a pivotal role in administrative preparation, community engagement, and inter-institutional coordination. Abstract

Women's involvement in Indonesian politics is an essential part of fulfilling constitutional rights and strengthening inclusive democracy. Although the 30% quota policy for women's representation has been stipulated in election regulations, its implementation at the political party level has not been fully optimal, including in the National Awakening Party (PKB) of North Sumatra. This study aims to analyze the position, rights, and opportunities of women within the structure and leadership of PKB North Sumatra and to identify supporting and inhibiting factors for women's political involvement. The study used a qualitative method with a descriptive-analytical case study approach through in-depth interviews with PKB North. Sumatra female administrators and cadres as primary data, and supported by party documents, regulations, and scientific literature as secondary data. The results show that PKB North Sumatra normatively and structurally does not apply gender discrimination, because women and men have equal rights to vote, be elected, express opinions, and hold strategic positions based on the principles of suitability and capacity. However, quantitatively, women's representation in PKB North Sumatra's legislative body is still relatively low and has not reached the ideal quota, which is influenced by cultural, structural, and electoral dynamics barriers, rather than internal party restrictions. Nevertheless, the North Sumatra National Awakening Party (PKB) has made efforts to empower women through its Women's National wing, political education, and strengthening women's cadre development. This research confirms that women's political involvement in the North Sumatra PKB has moved beyond mere administrative fulfillment to more substantive participation, although ongoing strengthening is still needed to optimize women's representation in the political process and public policy.
