Abstract

Abstract The bombing in Bali on October 12, 2002, the bombing of the WTC in the US on September 11, 2011, and other bombings were international acts. The bombing incident that took place at the international level has opened the eyes of various parties to the dangers of attack. After that, the US and the West joined forces to fight the enemy. What is a problem that often occurs is the accusation of terrorism put forward by Muslims so that Islamic teachings are marginalized and blasphemed by the west. Islam has become a scourge and brings havoc, as a result of terror attacks that have been carried out by people of other religions against Muslims, especially in countries with Muslim minorities. At the same time, framing of Muslims who are attached to terrorism and radicalism is always echoed, from within Islam and from outside Islam though, both in various elements including in the political field. This article seeks to find an understanding of terrorism, which is often framed based on Islamic teachings, whereas actions do not only focus on religious sentiments but actions that come from many more complex aspects. Because if it is not immediately straightened out, the public perception of Islam and terrorism will become a source of disharmony within the religious community and also the state, plus the bad framing of Islam becomes public consumption that is still common to current political interests. Abstract

Masyarakat Batak Tapanuli (Angkola) memiliki hukum adat. Hukum adat adalah hukum yang dibuat oleh masyarakat setempat, tidak tertulis yang mengatur tingkah laku manusia, dan ditaati oleh masyarakat secara turun temurun dari nenek moyang sampai sekarang. Perkawinan semarga merupakan perkawinan yang dilarang menurut hukum adat Batak. Perkawinan semarga adalah perkawinan yang terjadi antara seorang laki-laki bermarga Nasution dengan seorang wanita bermarga Nasution. Perkawinan semarga dilarang karena dianggap namariboto (saudara kandung). Penelitian kualitatif dengan metode observasi, wawancara dan dokumentasi akan menjelaskan tentang (1) apa yang menjadi faktor penyebab pelarangan terhadap perkawinan semarga pada masyarakat Batak Angkola di Kecamatan Padang Bolak Julu, (2) serta menjelaskan pandangan masyarakat Batak Angkola di Kecamatan Padang Bolak Julu terhadap perkawinan semarga ditinjau dari falsafah hombar do adat dohot ibadat. Adapun Hasil penelitian ini bahwa pelarangan terhadap perkawinan semarga pada masyarakat Batak Angkola di Kecamatan Padang Bolak Julu disebabkan karena perkawinan semarga dapat merusak hubungan kekerabatan. Perkawinan semarga adalah perkawinan yang dianggap namariboto (saudara kandung), semarga adalah keturunan dari seorang kakek yang sama sehingga dapat merusak partuturan (panggilan tegur sapa). Perkawinan semarga juga dapat merusak marwah orang Batak Angkola. Perkawinan semarga dilarang untuk menghindari terjadinya perkawinan dongan sabutuha (saudara kandung), dan untuk memelihara rasa malu. Apabila perkawinan semarga terjadi maka orang tua akan merasa malu pada masyarakat setempat karena telah melanggar hukum adat Batak Angkola. Masyarakat Batak Tapanuli memiliki falsafah hombar do adat dohot ibadat (adat dan agama harus beriringan). Perkawinan semarga menurut ajaran Islam tidak ada larangan, menurut hukum adat perkawinan semarga dilarang. Apabila perkawinan semarga terjadi dan untuk bisa diadatkan harus membayar uhum atau sanksi-sanksi adat yang telah ditetapkan oleh tokoh adat maupun masyarakat.

Abstract

One of the characteristics of democracy that is growing is the implementation of honest and fair elections. The 2024 election will certainly invite the political desire of many people to participate directly in it. Setting up a new party is one of the fastest ways to gain power. The emergence of the Ummah Party is one of the cases that is quite interesting to study, where previously the party was reported as TMS by the KPU and then, not so long ago, it was allowed to pass verification by the KPU, which of course leaves millions of questions unanswered to this day. The main question in this study is how the KPU is able to carry out the mandate of the law, especially on the issue of data and information transparency, and how the KPU is able to implement PKPU No. 6 of 2018 regarding data verification, which is suspected by many to be very deceptive and also suspected of fraud. As a result, the researchers' role here is to examine the transparency of data and information in the KPU's passage of the Ummah Party. The problems addressed in this study were addressed using descriptive qualitative methods as well as data analysis with reference to the enundang invitation regulations. From the results of the study, it was found that there were two manipulative actions associated with the lack of transparency of the KPU in providing data and information to the wider community, especially to the participants of new political parties.

Abstract

The Sulang Silima institution, a traditional authority within the Pakpak community, plays a critical role in shaping social norms and political structures, with its intersection with Islam revealing significant socio cultural, legal, and political implications. This research examines how Sulang Silima influences local political decision-making, particularly through its involvement in the selection of political leaders, thereby demonstrating the fusion of Islamic principles with customary traditions. Employing a descriptive qualitative method, the study investigates the dominance of Sulang Silima in determining social and political policies, with a focus on the manifestation of identity politics in the Pakpak context. Data were collected through in-depth interviews, participatory observation, and document analysis, and interpreted using thematic analysis to extract key themes and patterns. The findings reveal that Sulang Silima acts as a powerful legitimizing body, integrating Islamic moral frameworks with indigenous political customs to influence community leadership and governance. This intersection of religion and tradition has created a distinctive political culture in which customary institutions serve as gatekeepers of authority, identity, and social order. However, the embeddedness of identity politics within this intersection raises concerns about the potential for exclusion, marginalization, and, at a broader level, national disintegration. This study contributes to the growing body of literature on the interplay between religion, tradition, and politics in Indonesia, emphasizing the urgency of understanding such intersections to promote inclusive political systems. By analyzing Sulang Salima's role, the research highlights how traditional and religious institutions can both stabilize and challenge democratic processes in contemporary society.

Abstract

The village government is an element of government administration whose job is to serve the needs of the community. The village government has the duty and responsibility to manage the community in order to create a prosperous society. Based on Law Number 6 of 2014 concerning villages, it is stated that the village government is obliged to provide and improve services to the community and in carrying out its duties, the village government is obliged to carry out good administration and implement the principles of transparent village governance. Among the roles that must be carried out by Village Officials is serving the administrative needs of the community such as obtaining KTP, KK, Birth Certificates, resident certificates, letters of good behavior and so on. This study aims to describe and reveal village government services that occur in the Bandar Khalipah Village government office, as the main issue of how the role of the Village Government is in improving the distribution of Direct Cash Assistance services in Bandar Khalipah Village, Percut Sei Tuan sub-district, what are the obstacles faced by the Village Head in improving services at the Bandar Khalipah Village office in improving services to the community at the Bandar Khalipah Village Office, Percut Sei Tuan District, Deli Serdang Regency. This research uses qualitative research and data collection is done through observation, documentation and interviews. And the results of the research and conclusions: this shows that the performance of the Bandar Khalipah Village government is quite good in terms of productivity, service quality, responsiveness, responsibility and accountability in accordance with the provisions of the applicable laws and regulations and is supported by human resources and facilities and infrastructure adequate in carrying out the task. This can be seen in terms of service to the people of Bandar Khalipah Village. This can be realized because the Bandar Khalipah Village government is very obedient to regional regulations or policies and the direction of the Village Head. Abstract

ABSTRAK Perubahan Undang-Undang Batas Usia Calon Presiden dan Calon Wakil Presiden (Capres-Cawapres) pada Pasal 169 huruf q Undang-Undang Nomor 7 Tahun 2017 tentang Pemilu. telah menarik perhatian dalam perspektif Rasional Choice dan isu nepotisme. Penelitian ini melibatkan analisis mendalam terhadap dinamika politik yang terjadi seiring perubahan tersebut. Dengan menggunakan kerangka kerja Rasional Choice, penelitian ini mencoba memahami alasan di balik perubahan regulasi tersebut, apakah didorong oleh pertimbangan politik, opini publik, atau kepentingan kelompok tertentu. Tujuan penelitian ini juga mengupas isu nepotisme yang muncul seiring keterlibatan anak Presiden sebagai calon Wakil Presiden. Pemahaman Rasional Choice di sini terfokus pada bagaimana keputusan ini mungkin dipengaruhi oleh kepentingan keluarga dan strategi politik. Hasil penelitian ini diharapkan dapat memberikan wawasan yang mendalam terkait dinamika politik dan implikasi Rasional Choice dalam perubahan undang-undang yang terkait batas usia Capres-Cawapres. Penelitian ini membahas masalah dengan menggunakan pendekatan kualitatif deskriptif serta analisis data berdasarkan peraturan undang-undang. Dari hasil penelitian ditemukan bahwa pemahaman terhadap pemilihan calon presiden dan wakil presiden dan aspek-aspek Rasional Choice yang mungkin terlibat menjadi krusial. inti nya mencakup pertimbangan tentang bagaimana keputusan tersebut dapat dilihat dari sudut pandang keuntungan politik, dan bagaimana opini publik dapat mempengaruhi dinamika politik di Indonesia.Kata kunci : Batas, Choice, Nepotisme, Rasional, Usia. ABSTRACT Amendment of the Act on the Age Limit of Candidates for President and Vice-President (Capres-Cawapres) on Article 169 letter q of Act No. 7 of 2017 on Elections. has drawn attention in the perspective of Rational Choice and the issue of nepotism. This research involves an in-depth analysis of the political dynamics that occurred as these changes occurred. Using the Rational Choice framework, this study tries to understand the reasons behind such regulatory changes, whether driven by political considerations, public opinion, or the interests of a particular group. The purpose of this study is also to expose the issue of nepotism that emerged with the involvement of the President's son as a Vice President candidate. Choice's rational understanding here focuses on how these decisions may be influenced by family interests and political strategies. The results of this research are expected to provide in-depth insight into the political dynamics and implications of the Rational Choice in the legislative changes related to the Capres-Cawapres age limit. The research addresses problems using descriptive qualitative approaches as well as data analysis based on legal regulations. The research finds that an understanding of the election of presidential and vice presidential candidates and the aspects of Rational Choice that may be involved is crucial. Its core includes consideration of how the decision can be seen from the point of view of political gain, and how public opinion can influence the political dynamics in Indonesia. Keywords: Limits, Choice, Nepotism, Rationality, Age.

Abstract

Development of the Naqsyabandiyah Tarekat Jabal Qubis Foundation, Tanjung Morawa District, Deli Serdang Regency. The phenomenon of the development of the Tarekat Naqsyabandiyah has a tendency to have a positive impact on the younger and elderly generation. Psychologically good, which can have an effect on the social life of his followers. The aim of this research is to provide a general overview of the many motives driving the behavior of the general public and understand their relevance as a tribal society. The results of this research found that what motivates people to join the Naqsyabandiyah Jabal Qubis Tarekat is 1) because they want to be aware of the disadvantages of the world, because the word says that worldly life is nothing but the pleasure of deceiving. 2) because they want to carry out da'wah, namely being ascetic, says Allah subhana wata'ala. Follow people who do not ask you in return and they are the ones who are guided. 3) those who seek peace of mind and a happy life. 4) those who receive guidance from Allah SWT to repent and purify their hearts from bad behavior. The fact is that the Development of the Naqsyabandiyah Congregation, the Jabal Qubis Foundation was formed to make the people of Tanjung Morawa dedicated to worship.

Abstract

Political dynasties refer to conditions in which leaders seek to place their family members, relatives, and close relatives in important positions with the aim of establishing a political power within the government structure, both at the national and regional levels. In which, Jokowi's political dynasty has become a quite popular discussion that has developed to date due to the involvement of several members of his family who have direct family ties or relationships with Jokowi. The purpose of this study is to find out how the perception of students of the Faculty of Ushuluddin and Islamic Studies of UIN Sumatera Utara towards Jokowi's political dynasty and what factors caused the emergence of Jokowi's political dynasty according to the student. This research is a qualitative research that is descriptive with an approach that includes political, historical, and phenomenological aspects. The data collection techniques used in this study are interviews and documentation. The results of this study show that there are two perceptions produced by students of the Faculty of Ushuluddin and Islamic Studies towards Jokowi's political dynasty, namely a positive perception that acknowledges the existence of Jokowi's political dynasty and a negative perception that rejects the involvement of the Jokowi family in the political realm as a practice of political dynasties. The factors for the emergence of Jokowi's political dynasty are divided into internal factors and external factors. These internal factors include Jokowi's popularity and ambition. Meanwhile, the external factors are a paternalistic culture, support from political parties, media influence, and lastly, the lack of strict regulations that talk about and limit the practice of political dynasties.

Abstract

Dhikr as the core of spiritual teachings and practices in Sufi orders, especially the Sammaniyah and Naqsabandiyah orders which are rapidly developing in Medan City. This study aims to compare the procedures, meanings, and socio-spiritual implications of the dhikr of the two orders, considering the fundamental differences between the dhikr jahr (loud) which is the characteristic of Sammaniyah and the dhikr khafi (silent) which is the identity of Naqsabandiyah. The research method used is a qualitative approach with field research and comparative studies, where data are collected through observation, interviews with mursyid and congregation in the field. The results of the study show that the Sammaniyah Order in Medan emphasizes dhikr jahr in congregation with the accompaniment of ratib, qasidah, and elements of body movement that create a dynamic spiritual atmosphere, while the Naqsabandiyah Order emphasizes dhikr khafi which is carried out individually or in small groups in a quiet and contemplative atmosphere. Both orders equally emphasize external and internal manners, as well as consistency in dhikr as a way of cleansing the soul and forming spiritual character. Where here we will find out how we can do dhikr for everyday life by knowing the dhikr in a congregation. The differences in dhikr methods create diversity in Sufism traditions but enrich Muslims' faith in Allah SWT.

Abstract

Penelitian ini mengeksplorasi hubungan antara seni, kebebasan berekspresi, dan demokrasi dalam kerangka hukum Indonesia, khususnya Pasal 28 UUD 1945 dan Undang-Undang No. 39 Tahun 1999 tentang Hak Asasi Manusia. Fokus utama penelitian ini adalah bagaimana konstitusi dapat menjamin kebebasan berekspresi dalam seni di tengah berbagai pembatasan seperti sensor, pelarangan, dan kriminalisasi. Studi kasus Yos Suprapto digunakan untuk menggambarkan ketegangan antara seni sebagai medium kritik sosial dengan upaya negara mengatur narasi publik. Penelitian ini bertujuan untuk mengisi kesenjangan dalam literatur terkait persinggungan antara seni, hukum, dan nilai-nilai demokrasi, sekaligus menyoroti pentingnya perlindungan kebebasan berekspresi sebagai komponen utama dalam menjaga demokrasi. Dengan menggunakan pendekatan kualitatif, penelitian ini mengandalkan analisis teks hukum sebagai sumber data utama yang dilengkapi dengan kajian dokumen terkait peraturan tentang kebebasan berekspresi dan kasus-kasus sensor seni. Hasil penelitian menunjukkan bahwa meskipun kebebasan berekspresi telah dijamin oleh hukum, implementasinya sering terhambat oleh regulasi ketat dan intervensi negara yang kerap merugikan hak-hak seniman. Penelitian ini menegaskan bahwa perlindungan terhadap kebebasan berekspresi tidak hanya merupakan hak individu, tetapi juga elemen penting yang mendukung keberlanjutan demokrasi. Kesimpulan penelitian ini menekankan perlunya reformasi kebijakan yang mendesak untuk memastikan kebebasan artistik tetap terjaga dan bebas dari represi
