Abstract

The article describes the implementation of self-management type III in Surakarta. Based on Presidential Decree 16/2018 Article 18 paragraph (6) letter c, type III is a self-management that is planned and supervised by the Ministry/Institution/Regional Apparatus responsible for the budget and implemented by the Mass Organization. Backdropped by hesitant among local governments to implement it, this research formulates a research question, are there any significant barriers that can cause of local government of Surakarta not to implement Self-Management Type III? Research is conducted through Qualitative Thematic Analysis that includes data collecting, coding, description, and thematic reflection.  Three thematic areas to be observed are policy content, procedure, and practice. Data are collected mainly from interviews, documents, researchers’ participation in Usaid-funded Madani programs in Surakarta 2021-2023, and further participation in Bakesbangpol - National and Political Unity Agency in Surakarta’s self-management type III implementation in 2023. Data are also collected from contemporary articles on CSOs and self-management-related issues. The research finds that there are no significant barriers to implementing self-management type III in Surakarta city unless both the local government unit and implementing CSO need to learn and adapt to procedures of implementation and reporting. On specific CSOs' side, they need to improve their legitimacy and specify services.

Abstract

Climate change is a global challenge affecting various aspects of life, including family resilience. Women’s communities, particularly members of Aisyiyah in Jaten District, have significant potential to lead family resilience efforts in addressing climate change. The impacts of climate change, such as extreme temperature rises and unstable weather patterns, affect the agricultural sector, a primary source of livelihood. Women, who are often responsible for household food production, face additional burdens due to food and water shortages. Therefore, a community empowerment program is essential, focusing on education about climate change, adaptation, and mitigation, alongside training in environmentally-based economic activities. The activities include composting, liquid fertilizer production, and crafting handicrafts from economically valuable waste. The program aims to enhance community members' understanding of climate change impacts, improve mitigation skills, and promote community welfare through household waste management. The introduction of simple technologies such as composters, organic liquid fertilizers, and accessories from organic waste received positive responses from the community, providing education and motivation for direct waste management practices.

Abstract

Kebijakan pertanian perkotaan menjadi strategi pemerintah dalam mendukung ketahanan pangan masyarakat kota. Program Pekarangan Pangan Lestari (P2L) dari Kementerian Pertanian bertujuan meningkatkan perekonomian dan kesejahteraan masyarakat kota melalui pemanfaatan lahan tidak produktif sebagai sumber pangan. Penelitian ini mengeksplorasi kebijakan dan implementasi P2L di Kota Surakarta, menganalisis persepsi kelompok penerima manfaat, serta faktor-faktor yang memengaruhinya. Penelitian ini menggunakanmixed method, menggabungkan studi kasus dengan wawancara mendalam terhadap 21 informan dan survei terhadap 125 responden dari 20 kelompok penerima manfaat. Hasil penelitian menunjukkan implementasi P2L umumnya sesuai petunjuk teknis, namun beberapa kelompok tidak lagi aktif karena program telah selesai. Partisipasi anggota kelompok masih rendah, sehingga pelaksanaan program kurang optimal. Berdasarkan hasil analisis, persepsi anggota kelompok penerima manfaat program terhadap aspek manfaat yaitu tidak baik (49,6%), serta terhadap aspek pelaksanaan dan keberlanjutan yaitu ragu-ragu (masing-masing 48,8% dan 54,4%). Uji regresi menunjukkan tingkat pendidikan dan dukungan lingkungan sosial ekonomi berpengaruh signifikan terhadap persepsi, sedangkan kekosmopolitan tidak berpengaruh. Kedepan, agar program optimal dan berkelanjutan, perlu dilakukan peningkatan partisipasi aktif melalui pembagian tugas yang jelas, penyusunan sistem insentif, dan pengenalan model pengelolaan berbasis komunitas; meningkatkan pemahaman dan kesadaran melalui pelatihan rutin dan penyuluhan tentang dampak positif program jangka panjang; serta pengembangan pasar lokal dan branding produk.
