Abstract

Climate change is a global challenge affecting various aspects of life, including family resilience. Women’s communities, particularly members of Aisyiyah in Jaten District, have significant potential to lead family resilience efforts in addressing climate change. The impacts of climate change, such as extreme temperature rises and unstable weather patterns, affect the agricultural sector, a primary source of livelihood. Women, who are often responsible for household food production, face additional burdens due to food and water shortages. Therefore, a community empowerment program is essential, focusing on education about climate change, adaptation, and mitigation, alongside training in environmentally-based economic activities. The activities include composting, liquid fertilizer production, and crafting handicrafts from economically valuable waste. The program aims to enhance community members' understanding of climate change impacts, improve mitigation skills, and promote community welfare through household waste management. The introduction of simple technologies such as composters, organic liquid fertilizers, and accessories from organic waste received positive responses from the community, providing education and motivation for direct waste management practices.

Abstract

Kebijakan pertanian perkotaan menjadi strategi pemerintah dalam mendukung ketahanan pangan masyarakat kota. Program Pekarangan Pangan Lestari (P2L) dari Kementerian Pertanian bertujuan meningkatkan perekonomian dan kesejahteraan masyarakat kota melalui pemanfaatan lahan tidak produktif sebagai sumber pangan. Penelitian ini mengeksplorasi kebijakan dan implementasi P2L di Kota Surakarta, menganalisis persepsi kelompok penerima manfaat, serta faktor-faktor yang memengaruhinya. Penelitian ini menggunakanmixed method, menggabungkan studi kasus dengan wawancara mendalam terhadap 21 informan dan survei terhadap 125 responden dari 20 kelompok penerima manfaat. Hasil penelitian menunjukkan implementasi P2L umumnya sesuai petunjuk teknis, namun beberapa kelompok tidak lagi aktif karena program telah selesai. Partisipasi anggota kelompok masih rendah, sehingga pelaksanaan program kurang optimal. Berdasarkan hasil analisis, persepsi anggota kelompok penerima manfaat program terhadap aspek manfaat yaitu tidak baik (49,6%), serta terhadap aspek pelaksanaan dan keberlanjutan yaitu ragu-ragu (masing-masing 48,8% dan 54,4%). Uji regresi menunjukkan tingkat pendidikan dan dukungan lingkungan sosial ekonomi berpengaruh signifikan terhadap persepsi, sedangkan kekosmopolitan tidak berpengaruh. Kedepan, agar program optimal dan berkelanjutan, perlu dilakukan peningkatan partisipasi aktif melalui pembagian tugas yang jelas, penyusunan sistem insentif, dan pengenalan model pengelolaan berbasis komunitas; meningkatkan pemahaman dan kesadaran melalui pelatihan rutin dan penyuluhan tentang dampak positif program jangka panjang; serta pengembangan pasar lokal dan branding produk.

Abstract

Teenage pregnancy in Indonesia is a significant health issue that can lead to complications during pregnancy and childbirth. It refers to pregnancies occurring in individuals under the age of 20, a period when the reproductive organs are not yet fully prepared for childbirth. Correspondingly, this study aimed to analyze the determinants of teenage pregnancy in Central Maluku Regency. A qualitative research method with a phenomenological approach was employed, and data were collected through in-depth interviews. The informants for this study were selected using a purposive sampling technique. The subjects consisted of four teenagers aged 15–19 who had experienced pregnancy, two healthcare workers, and one village head. The data were analyzed utilizing the interactive data analysis model proposed by Miles and Huberman, involving the stages of data collection, data condensation, data display, and conclusion drawing/verification. The findings identified four key determinants of teenage pregnancy: 1) Lack of knowledge among teenagers about pregnancy, 2) Premarital sex, 3) Insufficient adolescent health care program (PKPR), and 4) Socio-cultural factors, including the practice of marrying minors. It could be concluded that these determinants significantly contributed to the high incidence of teenage pregnancies in Central Maluku Regency. Therefore, it is essential to implement educational programs and counseling on reproductive health to prevent teenage pregnancies.

Abstract

Background :SOne of the health problems in Indonesia is teenage pregnancy, which is a pregnancy that occurs relatively easily under the age of 20. The younger the teenage girl is pregnant, the greater the risk of complications and death. This is because the reproductive organs in adolescents are not ready for pregnancy Objective : The purpose of this study was to analyze the determinants of pregnancy in adolescents in Central Maluku Regency Research Methods/ Implementation Methods : This research method uses a qualitative research method with a phenomenological approach. Data collection techniques in the study used In-depth interviews. The selection of informants was carried out by purposive sampling. The subjects of the study were adolescents experiencing pregnancy aged 15-19 years as many as 4 people and 2 health workers. Data were analyzed using the Miles and Huberman interactive model through the following stages: Data collection, data presentation, data reduction, and conclusions Results : Results Based on the results of the study of determinants of pregnancy in adolescents, it shows that 1) Low knowledge of adolescents about pregnancy, 2) Having premarital sex, 3) Lack of information and education (KIE) on adolescent reproductive health, 4) Lack of adolescent health care services (PKPR) and 5) The influence of socio-cultural factors that still marry off minors. Conclusion/Lesson Learned : Conclusion Thus, it can be concluded that determinants of pregnancy in adolescents can affect the high incidence of adolescent pregnancy in Central Maluku Regency. Therefore, there needs to be education and counseling about reproductive health that can prevent pregnancy in adolescents.

Abstract

Synergism between the government and Non-Government Organizations (NGOs) through a learning forum in order to apply the policy of Self-Management  III is highly necessary for the alleviation of poverty in the City of Surakarta, Central Java, Indonesia. However, this policy has impacted the way NGOs operate in the field. The terminology of non-government organizations in Indonesia is analogized with the private sector and is also positioned as one of the third sector development by Helmut K. Anheier (2000). Under the terminology of CSOs, a non-government is recognized as one of the partner institutions of the government. Indonesia President Regulation (Perpres) number 16 of 2018, junto number 12 of 2021 concerning Government Procurement of Goods/Services provides a collaborative model. This paper discusses how policy is implemented at the local level by the Learning Forum. Data analysis was carried out in stages: selecting data, coding data, and compiling meta-descriptive analytics. This paper argues that collaborative government depends on the diverse actors of NGOs and their points of view on government policy. Some NGOs perceive this regulation as a prospectus solution regarding financial issues, while other NGOs think it would impact the independence of the institution. Therefore, regulation also presents a force factor in developing a collaboration between civil society and government in eradicating urban poverty, as well as a new challenge related to repositioning NGOs/CSOs itself.Sinergisme antara pemerintah dan Lembaga Swadaya Masyarakat (LSM) melalui kebijakan Swakelola III telah diterapkan  oleh pemerintah melalui Peraturan Presiden (Perpres) Indonesia nomor 16 tahun 2018, junto nomor 12 tahun 2021 tentang Pengadaan Barang/Jasa Pemerintah memberikan model kolaboratif yang berdampak pada internal LSM, meskipun tujuannya adalah untuk mempercepat penanggulangan kemiskinan. Terminologi lembaga swadaya masyarakat di Indonesia dianalogikan dengan sektor swasta dan juga diposisikan sebagai salah satu sektor ketiga pembangunan oleh Helmut K. Anheier (2000). Di bawah terminologi lembaga swadaya masyarakat (LSM) diakui sebagai mitra pemerintah. Tulisan ini membahas bagaimana kebijakan pemerintah diimplementasikan di tingkat lokal oleh Forum Belajar. Analisis data dilakukan secara bertahap: memilih data, mengkodekan data, dan menyusun analisis meta-deskriptif. Pelaksanaan peraturan ini bergantung pada cara pandang actor LSM. Sebagian actor menganggap peraturan ini menjadi solusi untuk masalah keuangan sebagian LSM, tetapi sebagian LSM yang lain menganggap peraturan ini berdampak pada independensi lembaga. Dengan demikian disatu sis perpres menjadi upaya pendorong kolaborasi pemerintah dan LSM, sekaligus mereposisi LSM itu sendiri.

Abstract

Non-Governmental Organizations (NGOs) are an organization supported by an independent community, a voluntary and non-profit association. Their activities involve voicing the community and being a third party between the government and the private sector. With environmental issues starting to change and being damaged due to inappropriate government policies, environmental NGOs play an essential role in balancing this condition. This article will discuss the position of NGOs during environmental issues that hit Indonesia observed by two environmental organizations, WALHI and KruHA, taking official information published on their websites and social media. The analysis uses discourse text analysis, deconstruction of meaning or communication messages on official information. This paper argues that not all non-profit organizations act of WALHI and KruHA are NGOs in non-profit organizations. They are outside the government and private sector, the so-called “third sector” that plays a role in the right to water and environmental sustainability. Though they are the same as non-profit NGOs, their movement mechanism is different.

Abstract

Perkembangan teknologi informasi dan komunikasi yang semakin masif saat ini diikuti dengan munculnya berbagai platform media sosial untuk bermacam-macam keperluan dan fungsi. Selain sebagai sarana komunikasi, media sosial juga dimanfaatkan sebagai sarana promosi dan branding destinasi wisata. Strategi ini dipilih karena media sosial dapat memberikan manfaat penyebarluasan informasi dengan lebih cepat dan luas. Salah satu lokasi wisata budaya yang menerapkan branding di media sosial khususnya Instagram adalah Kampoeng Thengul yang berada di Dusun Kedungkrambil, Kabupaten Bojonegoro. Penelitian ini menggunakan pendekatan kualitatif untuk mendapatkan informasi yang lebih mendalam terkait proses branding wisata budaya yang dilaksanakan oleh Kampoeng Thengul. Tujuan penelitian ini adalah untuk mengetahui bagaimana penerapanstrategi branding melalui media sosial Instagram yang dilaksanakan di Kampoeng Thengul dan bagaimana dampaknya terhadap keberhasilan pengenalan dan promosi destinasi wisata tersebut. Hasil penelitian menunjukkan bahwa strategi branding melalui media sosial Instagram cukup efektif dalam memperkenalkan potensi yang ada dan meningkatkan jumlah kunjungan wisatawan maupun jangkauan publikasi event. Hal ini menunjukkan bahwa strategi branding destinasi wisata dapat memberikan dampak positif bagi kemajuan destinasi wisata budaya. Kata Kunci: branding, Instagram, wisata budaya.

Abstract

Kemiskinan merupakan salah satu permasalahan utama di Indonesia. Program Keluarga Harapan (PKH) merupakan salah satu program pemerintah untuk membantu masyarakat miskin agar dapat mencapai kemandirian. Tujuan penelitian ini adalah untuk menganalisis strategi pemberdayaan PKH dalam meningkatkan kemandirian masyarakat miskin di Desa Sidorejo, Kecamatan Padangan, Kabupaten Bojonegoro. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data pada penelitian ini yakni wawancara, observasi dan Focus Group Discussion. Analisis data dengan metode ini meliputi tahap data reduction, data dispaly dan conclusion drawing/verification. Hasil penelitian menunjukan bahwa pelaksanaan PKH sudah berjalan dengan baik sesuai dengan yang telah ditetapkan oleh pemerintah. Program pendampingan peserta PKH mengarahkan peserta PKH untuk dapat mandiri dan pendapatkan kehidupan yang lebih baik lagi dengan tidak menggantungkan pada bantuan pemerintah. Namun banyak kendala yang menghambat pelaksanaan PKH di Desa Sidrejo secara optimal. Situasi di lapangan menunjukkan  banyak KPM PKH di Desa Sidrejo yang belum sepenuhnya memahami tujuan PKH, sehingga tujuan dari program PKH untuk meminimalisir kemiskinan belum tercapai.

Abstract

This study explores the pro-poor orientation of Participatory Budgeting (PB) in Surakarta, Indonesia, with a focus on its effectiveness in enhancing socioeconomic conditions for impoverished and marginalized groups. Using a qualitative methodology involving observations, legal document analysis, and interviews with underprivileged citizens and key stakeholders, the research seeks to address two core questions: To what extent is PB in Surakarta truly pro-poor, and what key challenges hinder its role in poverty alleviation? Findings indicate that Surakarta’s PB system has made notable strides in inclusivity, prioritizing budget allocations that enhance access to essential services like healthcare and education for disadvantaged communities. Additionally, the village-delegated budget system empowers local residents to address specific needs, supporting efforts to improve quality of life. However, persistent challenges remain; despite PB’s inclusive design and community participation, poverty rates have seen limited reduction. This study underscores the need for an increased delegated budget alongside strengthened social accountability mechanisms and enhanced community empowerment programs to achieve sustainable poverty alleviation. These findings contribute valuable insights into the dynamics of pro-poor governance and highlight critical areas for strengthening participatory frameworks in Indonesia’s local governance. Studi ini mengeksplorasi pelaksanaan Musyawarah Perencanaan Pembangunan (Musrenbang) di Surakarta, Indonesia, dengan fokus pada efektivitasnya dalam meningkatkan kondisi sosial-ekonomi bagi kelompok masyarakat miskin dan termarjinalkan. Dengan menggunakan metodologi kualitatif yang meliputi observasi, analisis dokumen hukum, dan wawancara dengan warga kurang mampu serta pemangku kepentingan utama, penelitian ini berupaya menjawab dua pertanyaan utama: Sejauh mana Musrenbang di Surakarta benar-benar berpihak pada kaum miskin, dan tantangan utama apa yang menghambat perannya dalam pengentasan kemiskinan? Temuan menunjukkan bahwa sistem Musrenbang di Surakarta telah mencapai kemajuan berarti dalam inklusivitas, memprioritaskan alokasi anggaran yang meningkatkan akses ke layanan penting seperti kesehatan dan pendidikan bagi komunitas yang kurang beruntung. Selain itu, sistem anggaran yang dilimpahkan ke tingkat desa memungkinkan penduduk lokal untuk memenuhi kebutuhan spesifik, yang mendukung upaya peningkatan kualitas hidup. Namun, tantangan yang berkelanjutan masih ada; meskipun desain Musrenbang yang inklusif dan partisipasi masyarakat, tingkat kemiskinan hanya mengalami sedikit penurunan. Studi ini menekankan perlunya peningkatan anggaran yang dilimpahkan, bersama dengan mekanisme akuntabilitas sosial yang lebih kuat serta program pemberdayaan komunitas yang ditingkatkan untuk mencapai pengentasan kemiskinan yang berkelanjutan. Temuan ini memberikan wawasan berharga mengenai dinamika tata kelola yang pro-kaum miskin dan menyoroti area penting untuk memperkuat kerangka kerja partisipatif dalam tata kelola lokal di Indonesia.
