Abstract

The Surabaya City Government has achieved a significant level of success in reducing stunting rates due to the existence of various institutions that help overcome the stunting problem. Therefore, the City of Surabaya is quite good at providing initiatives that meet the objectives. In the process of dealing with the stunting problem, the Surabaya City government launched the latest regulation, namely Mayor Regulation No. 79 of 2022 concerning the acceleration of stunting reduction in the city of Surabaya. This research is qualitative research. Qualitative research is a type of research that applies description and analysis. The results of the research conclusions that have been carried out show that the implementation of Perwali No. 79 of 2022 policy regarding reducing stunting rates through assistance for the first 1000 days of life in the city of Surabaya can be successful because the variables from Michael Hill and Peter Hupe's theory can work well. This is also proven by the existence of the Policy Characteristics variable which is the aim of the policy being passed, namely reducing the stunting rate in the city of Surabaya.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui adanya pengaruh kepemimpinan kepala sekolah terhadap kinerja guru di SMK Negeri 1 Kota Bima. Metode penelitian dalam tesis ini bersifat kuantitatif dengan pendekatan deskriptif, dengan angket yang didukung oleh studi dokumen dan wawancara agar dapat memperoleh hasil yang optimal. Populasi dalam penelitian ini adalah guru SMK Negeri 1 Kota Bima, sampel yang diambil adalah 90 orang guru yaitu seluruh guru di SMK Negeri 1 Kota Bima. Adapun hasil penelitian ini menunjukkan bahwa terdapat pengaruh antara kepemimpinan kepala sekolah terhadap kinerja guru di SMK Negeri 1 Kota Bima. dilihat dari hasil uji Persial (Uji-T), hasil nilai T hitung sebesar 4,083 dan nilai T tabel sebesar 2,972 dengan nilai signifikansi 0,001. Dengan kriteria pengujian T hitung > T tabel dan jika Signifikansi < 0,05 maka H0 ditolak sehingga terdapat pengaruh antara kepemimpinan kepala sekolah terhadap kinerja guru di SMK Negeri 1 Kota Bima. Kemudian pada perhitungan koefisien determinasi diketahui bahwa nilai R square sebesar 0,995 yaitu pengaruh kepemimpinan kepala sekolah terhadap kinerja guru di SMK Negeri 1 Kota Bima sebesar 99.5%. Artinya pengaruh kepemimpinan kepala sekolah terhadap kinerja guru berada pada kategori tinggi dari jumlah keseluruhan 100%. Namun demikian, dapat disarankan kepada kepala sekolah agar sebaiknya lebih dapat mengontrol guru dalam pembuatan Perangkat Ajar (Modul) dan memberikan pengawasan terhadap guru sehingga kinerjanya dapat dipertahankan atau meningkat.

Abstract

This study aims to analyze the conflict and ambiguity in the implementation of Sidoarjo Regent Regulation Number 84 of 2017 concerning the Arrangement and Empowerment of Street Vendors (PKL). The research applies a descriptive qualitative approach, using interviews, observation, and documentation as data collection techniques. The findings indicate that conflicts arise due to differing approaches among implementing agencies—particularly between the Department of Cooperatives and the Civil Service Police Unit (Satpol PP)—as well as enforcement procedures that do not meet the expectations of street vendors. Ambiguity stems from unclear authority distribution, weak data collection, overlapping regulations, and uncertainty in relocation and empowerment programs. Based on Richard E. Matland’s Ambiguity-Conflict Model, the policy’s implementation falls under the Symbolic Implementation category, marked by both high conflict and high ambiguity, leading to ineffective execution and stakeholder frustration. These findings highlight the need for better inter-agency coordination, regulatory socialization, and the development of strategic vendor locations to ensure a fair and sustainable policy implementation. Abstract

This study discusses the development of bullying prevention policy instruments as an effort to create Child-Friendly Schools in Surabaya City. This study uses a descriptive qualitative method with data collection through observation, interviews, and documentation. Informants in the study from the head of the Middle School student work team of the Surabaya City Education Office, the Head of the Women and Children Protection Division of the Women's Empowerment and Child Protection Office and Population Control and Family Planning of Surabaya City, the violence prevention and response team at SMPN 61 Surabaya, the violence prevention and response team at SMP Islam Shafta Surabaya, the violence prevention and response team at SMP Wijaya Putra Surabaya. Analysis of the development of bullying prevention policy instruments as an effort to create Child-Friendly Schools in Surabaya City uses the Howlett and Ramesh theory with 3 instruments, namely: (1) mandatory instruments (2) voluntary instruments and (3) mixed instruments. According to the Regulation of the Minister of State for Women's Empowerment and Child Protection of the Republic of Indonesia Number 8 of 2014 concerning Child-Friendly School Policies at SMPN 61 Surabaya, SMP Islam Shafta, and SMP Wijaya Putra, 6 indicators have been implemented in creating Child-Friendly Schools. But there is still something lacking. And of the 3 schools, the most complete in implementing Child-Friendly Schools is SMPN 61 Surabaya. So other schools also need to follow the example of SMPN 61 Surabaya.

Abstract

The tobacco processing industry plays a strategic role in the economy through its contribution to excise revenues, yet it also faces serious challenges such as the proliferation of illegal cigarettes and limited capacity among small-scale entrepreneurs. This study aims to analyze the implementation of tobacco industry empowerment policies in Sidoarjo Regency using Michael Hill’s implementation theory, which includes five variables: policy characteristics, policy transfer process, inter-organizational relationships, external environment, and target group response. This research uses a qualitative method with a case study approach. The findings show that policies such as SIINas, SIHT, and WASDAL have been implemented but remain suboptimal due to technical, coordinative, and social constraints. Business actors appreciate the empowerment programs but still face technical difficulties, market distortion due to illegal products, and a lack of continuous assistance. Therefore, increased institutional synergy, enhanced digital systems, and consistent law enforcement against illegal cigarettes are recommended to create a healthy and competitive industrial climate..
