Abstract

Program Kuliah Kerja Nyata (KKN) sebagai bentuk pengabdian kepada masyarakat memiliki peran strategis dalam mendorong pembangunan desa mandiri. Penelitian ini bertujuan untuk mengkaji implementasi kolaborasi pentahelix dalam program KKN di Desa Umbulan, Kecamatan Cikeusik, Kabupaten Pandeglang, serta pengaruhnya terhadap pembangunan desa mandiri. Pendekatan kualitatif dengan metode studi kasus digunakan dalam penelitian ini. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi pentahelix yang melibatkan unsur akademisi, bisnis, pemerintah, masyarakat, dan media telah terjalin dengan baik dalam program KKN di Desa Umbulan. Sinergi antar unsur tersebut diwujudkan dalam berbagai program, seperti pengembangan potensi ekonomi lokal, peningkatan kualitas pendidikan dan kesehatan, serta pelestarian lingkungan. Implementasi kolaborasi pentahelix memberikan dampak positif terhadap pembangunan desa mandiri di Desa Umbulan, yang ditandai dengan meningkatnya perekonomian desa, kualitas sumber daya manusia, dan kesadaran masyarakat terhadap pentingnya partisipasi dalam pembangunan. Penelitian ini merekomendasikan penguatan kolaborasi pentahelix dalam program KKN di masa depan untuk mengoptimalkan pembangunan desa mandiri.

Abstract

Penelitian ini bertujuan untuk menganalisis peran partai politik dalam memperkuat demokrasi di Banten, dengan fokus pada Pemilu 2024. Partai politik memiliki peran sentral dalam mempengaruhi kualitas demokrasi melalui mekanisme rekrutmen politik, partisipasi pemilih, dan kebijakan yang diambil selama pemilu. Dengan pendekatan kualitatif dan metode studi kasus, penelitian ini mengkaji dinamika politik di Banten, menggali peran partai politik dalam menentukan arah politik daerah tersebut. Hasil penelitian diharapkan memberikan pemahaman lebih dalam mengenai tantangan yang dihadapi partai politik di Banten, serta memberikan rekomendasi untuk penguatan kelembagaan partai dalam memperbaiki praktik demokrasi lokal di masa depan.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis upaya pemberdayaan masyarakat melalui inovasi produk lokal, khususnya keripik pisang dan kerang toe crispy, di Desa Pasirloa, Kecamatan Sindangresmi, Kabupaten Pandeglang. Kegiatan ini melibatkan pelatihan praktis pembuatan produk, pendampingan manajerial, serta pengembangan strategi pemasaran. Metode yang digunakan mencakup ceramah, demonstrasi, dan pendampingan langsung. Hasil kegiatan menunjukkan peningkatan signifikan dalam kualitas produk, pengelolaan usaha, dan motivasi kewirausahaan masyarakat. Pengembangan produk lokal ini diharapkan dapat meningkatkan kesejahteraan ekonomi dan sosial masyarakat desa

Abstract

Digitalization has changed the way political communication works, where social media now plays an important role in influencing public opinion and winning elections. This study focuses on the use of social media in the 2024 Banten Gubernatorial Election campaign, especially in terms of political interaction and marketing by candidates. Using a qualitative approach, this study analyzes the content posted by gubernatorial candidates on Instagram, including the consistency of posting schedules, captions, hashtags, and how they interact with followers. The results show that although a consistent content strategy is important for building a political image, it does not have a direct effect on the level of user engagement on social media In addition, although gubernatorial candidates actively manage their social media accounts, they tend to make less use of direct interaction with followers such as replying to comments. Interactivity occurs more among followers or political buzzers who create their own narratives beyond the control of the candidate. These findings indicate that although social media is effective for spreading political messages, the potential for interactivity in building two-way communication between candidates and voters has not been optimally utilized. This study suggests the need for further study on the use of other platforms and political marketing strategies to strengthen communication in campaigns.

Abstract

Corruption is not merely a violation of the law, but also a moral crisis and a lack of public ethical literacy. In the Banten context, bureaucratic corruption remains a serious challenge to achieving clean and integrated governance. This study highlights the importance of anti-corruption educational literacy as a cultural instrument that fosters integrity awareness from an early age, as well as its relevance to bureaucratic reform oriented toward transparency and accountability. This approach emphasizes not only legal enforcement but also the transformation of the values and behaviors of civil servants through educational networks, government institutions, and civil society. By adopting a collaborative inter-organizational model, the corruption eradication strategy in Banten is directed at developing a sustainable integrity ecosystem. The results of this study indicate that anti-corruption educational literacy effectively drives a shift in bureaucratic culture from pseudo-compliance to moral awareness. Therefore, bureaucratic reform in Banten cannot be achieved solely through regulations but must be supported by education in the values and practices of integrity as the primary foundation of civilized governance.

Abstract

This study examines the implementation of the Sustainable Development Goals (SDGs) program policy in achieving gender equality in Kumpay Village, Banjarsari District, Lebak Regency. The policy implementation refers to Presidential Regulation No. 59 of 2017 concerning the implementation of sustainable development goals aimed at promoting equitable human development and social welfare. The study focuses on how far the SDGs program has contributed to enhancing women’s participation in village development. The research employs a descriptive qualitative method with Edward III’s public policy implementation theory as its analytical framework. Data were collected through in-depth interviews with eight informants representing various community elements and were validated using triangulation techniques. The findings reveal that the implementation of SDGs in promoting gender equality in Kumpay Village remains suboptimal due to low public awareness and limited participation of women in development processes. This condition is influenced by persistent cultural perceptions that confine women’s roles to domestic spheres. The study recommends that both local governments and communities increase their awareness and involvement in promoting gender equality as a vital aspect of achieving sustainable rural development.

Abstract

This study aims to analyze the implementation of the Village Fund Allocation (ADD) policy in Sindanghayu Village, Saketi District, Pandeglang Regency, in 2021. The research uses a descriptive qualitative approach with interviews, observations, and documentation as data collection techniques. The informants consisted of village officials, members of the Village Consultative Body (BPD), and community beneficiaries. The findings indicate that the implementation of the ADD policy has been relatively effective, supported by strong community participation in village development planning meetings. The village government successfully prioritized the use of funds for basic infrastructure such as road construction and clean water facilities. However, challenges remain, including delayed fund disbursement and limited administrative capacity among village officials. Overall, the ADD policy implementation in Sindanghayu Village reflects the local government’s commitment to improving public welfare through transparent and participatory governance.

Abstract

This study aims to analyze the implementation of the tourism development policy of Tanjung Lesung as a Special Economic Zone (SEZ) in Pandeglang Regency and to identify its supporting and inhibiting factors. The study applies a descriptive qualitative approach using interviews, observations, and documentation as data collection techniques. The findings indicate that the implementation of the Tanjung Lesung SEZ policy has not been fully effective. The main constraints include limited public understanding of policy objectives, inadequate infrastructure and human resources, and weak coordination among central, regional, and private stakeholders. Additionally, the absence of a clear Standard Operating Procedure (SOP) hinders program consistency. To improve effectiveness, the study recommends establishing detailed SOPs, strengthening intergovernmental coordination, and involving local communities and private sectors more actively in the planning and implementation processes of Tanjung Lesung’s SEZ development.

Abstract

This study aims to analyze the quality of public services at the Tirta Berkah Regional Public Company of Drinking Water (PERUMDAM) Labuan Branch, as well as identify obstacles and efforts made by the company in improving the quality of service to the community. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis is carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study show that the quality of public services at PERUMDAM Tirta Berkah Labuan Branch has not been fully optimal. Of the five public service indicators used as a reference—tangible evidence, reliability, responsiveness, assurance, and empathy—the empathy indicators still show weaknesses, especially in the responsiveness of officers to customer problems. The main problem faced by customers is water distribution disruptions such as dead water and turbid water that has not been completely resolved. In addition, there have been no significant steps from the company to suppress these complaints. Thus, improving the competence of officers and evaluating the water distribution system is an urgent need to improve the quality of public services in a sustainable manner.

Abstract

Evidence-Based Policy Making (EBPM) is often presented as a rational and objective policy ideal, yet evidence is not neutral; it is constructed through power relations, interests, and epistemic frameworks. Using Critical Discourse Analysis grounded in social constructivism and Michel Foucault’s theory of power, this study examines poverty alleviation policy in Provinsi Banten. The analysis draws on provincial planning documents (RPJMD/RPD and RKPD), Bappeda Provinsi Banten policy documents, and BPS poverty releases and press statements. Findings identify a recurring EBPM discourse that privileges macro indicators and performance metrics to narrate “progress,” while marginalizing intra-provincial inequality and contested definitions of “the poor.” Evidence therefore does not “speak for itself” but is mediated by values, policy paradigms, and dominant actors’ interests. The article argues for EBPM that integrates ethical and epistemological reflexivity and local context so policy is not only scientific but also fair and inclusive.
