Abstract

To maintain the continuity of the teaching and learning process at State Universities by minimum services, in 2021, the government has launched the state universities operational assistance (BOPTN) policy by providing operational funding assistance to state universities. The education budget allocated by the government does not seem to be the operational needs of a state university, especially those in the DKI Jakarta region. Therefore, evaluation of this policy is necessary. The qualitative research method was carried out by using the Dunn's six evaluation criteria, consisting of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research was conducted at the Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ) and Universitas Negeri Jakarta (UNJ). It indicated that the BOPTN policy was effective, efficient, and appropriate in assisting operations at PTNs in the DKI Jakarta region. However, the amount of assistance provided was still not enough to cover all operational costs, and the amount among PTNs was also not fair, and complaints were still found from students.

Abstract

Educational evaluation plays a crucial role in ensuring the effectiveness of the learning process. However, various studies indicate gaps in the implementation of effective evaluation methods, such as the lack of a holistic approach and limited valid and reliable instruments. These gaps have the potential to undermine the quality of assessments of students' abilities. This article aims to explore the gaps in educational evaluation through a meta-analysis of several related studies. This study uses a meta-analysis design with a qualitative approach. Data for the study were obtained by identifying relevant research articles, selected based on the following criteria: publication in indexed journals, the main topic related to the development or evaluation of educational instruments, and the context of formal education. Primary data were derived from five key studies, which were analyzed in depth. The analysis process involved data categorization, thematic analysis, data interpretation, and result verification. The findings indicate that the development and validation of evaluation instruments based on innovative design and approaches are crucial in bridging the existing gaps. The development of more holistic evaluation methods, encompassing cognitive, affective, and psychomotor aspects, can provide a more comprehensive picture of students' abilities. Additionally, for educational policymakers, the findings highlight the importance of regulations that encourage comprehensive validation of evaluation instruments to support more meaningful teaching. The conclusion of this study is that the development of more effective and holistic evaluation instruments, supported by policies that encourage comprehensive validation, can significantly enhance the quality of educational evaluation.

Abstract

21st century skills, often referred to as 6C, are not only learning objectives but also the foundation for creating individuals who can compete globally. In response to these needs, various innovative learning approaches have begun to be applied in the education system. One of them is Project Based Learning (PjBL). Based on these reasons, this study aims to analyze the trend of project based learning models in improving 6C skills. This study uses the Systematic Literature Review (SLR) method with the PRISMA method. Data collection was carried out by analyzing 500 related articles found on Google Scholar. After the selection process is complete, the data collected will be presented in narrative form. The results of this study underline that Project-Based Learning (PjBL) is an effective learning method to support skill development, both in academic and non-academic aspects. Although there are a number of challenges in its implementation, the advantages of PjBL in encouraging motivation, increasing engagement, and shaping student character make it a feasible approach to be implemented widely at various levels of education. The implication of this finding is the need for integration of PjBL into the education curriculum with adequate training support for educators so that this method can be applied optimally and have a positive impact on the quality of learning.

Abstract

This study aims to develop an instrument to assess lecturers' conceptual understanding of scientific article writing using the ADDIE model (Analyze, Design, Develop, Implement, Evaluate). The instrument is designed to evaluate lecturers' comprehension of key aspects of scientific writing, including structure, methodology, publication ethics, and the use of academic language. Adopting a research and development approach, the study involved expert validation and empirical testing with 275 respondents from various regions across Indonesia. The findings indicate that the instrument exhibits high content validity, with an average Scale Content Validity Index (S-CVI/Ave) of 0.968, and robust internal reliability, as evidenced by a Cronbach’s Alpha of 0.852. Item-total correlation analysis confirmed the validity of all items, with Corrected Item-Total Correlation values exceeding 0.3044. The instrument functions both as an evaluative tool for assessing lecturers' scientific writing skills and as a learning resource to enhance their competencies. The study concludes that the instrument is a valid and reliable measure of lecturers' conceptual understanding of scientific article writing. Its implications highlight its potential as a vital resource in training and professional development programs for lecturers in higher education institutions.

Abstract

Komunitas Baduy dikenal dengan gaya hidup tradisional yang terisolasi dari dunia luar. Literasi di kalangan masyarakat lebih banyak bersifat lisan, dengan pengetahuan yang ditransmisikan melalui cerita dan tradisi. Namun, perkembangan teknologi informasi yang pesat menimbulkan tantangan bagi mereka dalam mengadopsi literasi digital, yang sangat penting di era globalisasi ini. Penelitian ini bertujuan untuk menganalisis kemampuan literasi membaca dan digital masyarakat Baduy serta implikasinya untuk pendidikan di era digital. Jenis penelitian menggunakan pendekatan kualitatif dan desain studi kasus. Subjek penelitian terdiri atas anggota komunitas Baduy. Teknik pengambilan sampel menggunakan teknik purposive sampling. Metode pengumpulan data meliputi wawancara semi terstruktur dan observasi partisipatif. Teknik analisis data dengan triangulasi. Hasil penelitian menunjukkan bahwa meskipun literasi membaca tradisional mereka kuat, akses terhadap literasi digital sangat terbatas. Penelitian ini menyarankan bahwa untuk meningkatkan literasi digital, program pendidikan yang sensitif terhadap budaya perlu dirancang, dengan melibatkan komunitas dalam setiap tahap perencanaan. Implikasi penelitian dapat memberikan wawasan untuk pengembangan literasi digital yang inklusif di komunitas adat, sambil tetap mempertahankan warisan budaya mereka.

Abstract

The main issue underlying this study is the still low quality and quantity of scientific publications by lecturers in Indonesia, particularly in reputable national and international journals. This situation is exacerbated by the limited availability of truly structured scientific writing training programs that are based on participants' needs and include a continuous evaluation mechanism. Many training programs focus solely on technical aspects without considering differences in participants’ academic backgrounds, the effectiveness of teaching methods, or the long term impact on academic productivity. This study aims to evaluate a scientific article writing training program organized by the Directorate of Research and Community Service, using the CIPP evaluation model (Context, Input, Process, Product). The study employs a mixed methods approach, with data collection techniques including questionnaires, semi structured interviews, and documentation. The evaluation results show that the training addressed participants' contextual needs (context), had fairly adequate input, especially in terms of facilitators and materials, but still faced challenges in the training process (process), particularly regarding participant interaction and teaching methods. Overall, the product of the training (product) indicated an improvement in participants’ writing skills, with most able to produce draft scientific articles. The study recommends improvements in training methodology and feedback mechanisms to enhance the effectiveness and long term impact of the training.
