Abstract

Article 263 Paragraphs (1) and (2) of the Criminal Code, and Article 35 of Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions (UU ITE) regulates the crime of falsifying vaccine certificate documents. However, in Batam City there are still many criminal acts of falsifying vaccine certificate documents. In the Barelang Police, there are several criminal cases of forgery of vaccine certificate documents carried out by law enforcement. Purpose: The purpose of writing this thesis is to find out the legal arrangements for the criminal act of counterfeiting the Covid-19 vaccine certificate document, and to find out law enforcement, obstacles and solutions in dealing with the criminal act of counterfeiting the Covid-19 vaccine certificate document. Results: The results of the study show that legal arrangements for the criminal act of falsifying Covid-19 vaccine certificate documents are regulated in the Criminal Code, and Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions, as well as Law Number 4 1984 concerning Epidemic of Infectious Diseases which regulates criminal sanctions for makers of fake health documents and users of fake health documents may be sentenced to a maximum imprisonment of 9 (nine) years and/or a maximum fine of Rp. 3,000,000,000.00 (three billion rupiahs). Law enforcement in dealing with the criminal act of falsifying Covid-19 vaccine certificate documents has not run optimally, because those who are subject to penalties are imposed on the maker while the user of the vaccine certificate is not responsible. Limitations: The obstacles faced by the police in dealing with the criminal act of falsifying the Covid-19 vaccine certificate document are the forgery of the Covid-19 vaccine certificate is carried out in a structured and massive manner, the number of participants for the Covid-19 vaccine is very high, and the legal awareness of the public is low on the importance of vaccines. Contributions: The solution that can be taken by the police in dealing with the crime of falsifying Covid-19 vaccine certificate documents in Batam City is to improve coordination between the police and health workers, improve the performance of police officers in handling vaccine certificate counterfeiting, and increase socialization to the public about the importance of vaccines.

Abstract

Pernikahan dini merupakan salah satu faktor risiko utama yang berkontribusi terhadap tingginya angka stunting di Indonesia. Studi ini bertujuan untuk menganalisis keterkaitan antara praktik pernikahan usia anak dengan meningkatnya kasus stunting pada balita, serta mengevaluasi kebijakan dan strategi pencegahan yang telah diterapkan. Metode yang digunakan adalah studi kualitatif dengan pendekatan studi pustaka dan analisis kebijakan dari berbagai regulasi nasional terkait, serta tinjauan program intervensi yang dilaksanakan di masyarakat. Hasil kajian menunjukkan bahwa pernikahan dini berdampak langsung terhadap kesehatan ibu dan anak, memperburuk kondisi sosial ekonomi, serta memperkuat siklus kemiskinan antargenerasi. Meskipun Indonesia telah memiliki dasar hukum yang cukup kuat, masih terdapat celah dalam implementasi, seperti penyalahgunaan dispensasi nikah. Kesimpulan dari kajian ini menekankan pentingnya kolaborasi lintas sektor melalui edukasi, penguatan regulasi, pemberdayaan remaja, dan layanan kesehatan berkelanjutan untuk menurunkan angka stunting secara efektif.

Abstract

UMKM di wilayah pesisir memiliki potensi produk unggulan namun masih menghadapi kendala dalam pengelolaan usaha secara konvensional. Digitalisasi pengelolaan keuangan, seperti penggunaan aplikasi akuntansi, menjadi solusi dalam mengatasi hambatan tersebut. Melalui pencatatan keuangan yang sistematis, pengelolaan modal dan hutang yang efisien, serta akses pasar yang lebih luas melalui teknologi, UMKM pesisir dapat meningkatkan produktivitas dan daya saing. Kegiatan pengabdian ini melibatkan pelatihan dan pendampigan penggunaan aplikasi akuntansi, dari proses pengunduhan, pengisian data, hingga penyusunan laporan keuangan. Hasil menunjukkan peningkatan literasi keuangan dan adopsi digital di kalangan pelaku UMKM pesisir. Digitalisasi keuangan menjadi kunci dalam meningkatkan akses pendanaan dan memperkuat ketahanan ekonomi masyarakat pesisir.

Abstract

Purpose: The purpose of this research is to determine the legal arrangements for the circulation of agricultural commodities from the perspective of state revenue and how the implementation, obstacle factors, and law enforcement solutions for the circulation of agricultural commodities from the perspective of state revenue. Methodology: The research method of this journal is normative juridical (legal research) through a literature study with an empirical juridical approach (sociological juridical) through a field study that aims to empirically obtain legal knowledge. Result: The results showed that the legal regulation of the circulation of agricultural commodities from the perspective of state revenue, namely Article 86, regulates the act of entering the carrier media by not completing the health certificate, through the place of entry determined by the Central Government, or not reporting or not submitting the Carrier Media as regulated in Article 33 of Law Number 21 of 2019. Conclusion: The enforcement of residence permit regulations by the Immigration Office has contributed to upholding national sovereignty and legal order. Despite obstacles, consistent legal enforcement and inter-institutional synergy strengthen the effectiveness of immigration supervision. Limitations: This study is limited to one immigration office and may not reflect the broader national immigration enforcement landscape. Contribution: This research provides insight into practical implementation of immigration law at the regional level and offers recommendations for strengthening law enforcement mechanisms against residence permit violations by foreign nationals.

Abstract

Purpose: The purpose of this study was to determine the legal arrangements for the place of entry and release of animal and plant quarantine carrier media, and the factors, constraints, solutions, and implementation of the place of entry and release of animal and plant quarantine carrier media. Methodology: The research method of this thesis is normative juridical (legal research) through a literature study with an empirical juridical approach (sociological juridical) through field studies aimed at empirically obtaining legal knowledge. Results: Quarantine entry and exit regulations are based on Articles 86 and 87 of Law No. 21 of 2019. The Batam Quarantine Center shows strong biosecurity efforts despite challenges in resources and coordination. Solutions include technology use, staff training, and improved collaboration. Conclusions: The enforcement of quarantine entry and exit points in Batam reflects Indonesia’s strong commitment to biological security. Despite logistical and human resource challenges, legal compliance is improved through regulatory reforms, stakeholder collaboration, and continuous system evaluations. These measures collectively strengthen the country’s quarantine system and environmental protection. Limitation: This study is geographically limited to Batam City and relies primarily on qualitative analysis, which may not reflect broader implementation challenges across other regions in Indonesia. Contribution: This study contributes to the development of quarantine law enforcement strategies and provides practical insights for policymakers and quarantine agencies to strengthen institutional coordination, improve resource allocation, and enhance the effectiveness of biosecurity at entry-exit points.

Abstract

Purpose: This study aims to determine the legal regulation and effectiveness of the compensation training system in Batam Class IIB Women's Correctional Institution, with a focus on the social reintegration of drivers as responsible citizens. Methodology: The study uses normative and empirical legal analysis. Normative analysis includes a review of related legal documents, while empirical analysis includes interviews with community officers at the stalls concerned. Results: The findings show that the training system in prisons is in accordance with existing regulations, but its implementation is not optimal. Obstacles include inconsistency in regulatory provisions, time constraints, lack of experienced service, unsustainable systems, and lack of cooperation from drivers. Conclusions: Training at the Batam Class IIB Women's Prison is in accordance with regulations, but it is not optimal due to various obstacles. Improvement efforts are carried out through government support, partnerships with the private sector, as well as focusing on psychological rehabilitation and improving the skills of officers to improve the quality of services for inmates. Limitations: This research is limited to Batam Class IIB Women's Correctional Institution and may not reflect the conditions in other correctional institutions. Contribution: This study provides recommendations for improving regulations and coaching practices, with the hope of increasing the effectiveness of driver social reintegration.
