Abstract

Tourism is one of the largest economic generating sectors in the world. Tourism development is a series of activities that create integration in the use of various resources and integrate all forms of aspects outside of tourism with the aim of making tourism even better. This research is a descriptive research using qualitative methods. As we know that the COVID-19 pandemic has affected almost all lines of life. Tourism and the economy have been badly affected by the COVID- 19 pandemic. Therefore, a strategy is needed in the development of tourism in Surakarta City during the COVID-19 pandemic. The formulation of tourism development strategies in this study uses a SWOT analysis technique. Before designing a strategy using a SWOT analysis, he explained the condition of tourism during the COVID-19 pandemic. SWOT analysis is used to identify Strengths, Weaknesses, Opportunities and Threats on the research object. Based on the results of the SWOT analysis using a SWOT analysis matrix, there are 4 strategy formulations based on strengths-opportunities, weaknesses-opportunities, strengths-threats, and weaknesses- threats. The recommended strategy in tourism development in Surakarta City during the Covid 19 pandemic is to increase community involvement, especially young people in tourism management and technology-based tourism development.

Abstract

This study explores community participation in disaster management in Surakarta. The method used in this research is descriptive qualitative with interactive data analysis. The research data is in the form of primary and secondary data which were extracted through interviews, observation and documentation. The research flow includes literacy studies, field studies, problem identification and problem formulation, data collection, data processing, data analysis, reports and publications. The results showed that community participation in disaster management was evident at the disaster management stage. Communities together carry out rescue, evacuation and provision of emergency posts or evacuation. The community also works together in providing all the needs of the affected residents. Participation is not optimal in the pre-disaster and post-disaster stages. This is due to the lack of public awareness, the absence of firm sanctions and the absence of a forum for the community to work together with the government to plan and evaluate disaster activitie

Langkah kebijakan teknis dan aksi gerak cepat dapat dilakukan oleh pemerintah masing- masing daerah di pulau Jawa dalam mencegah penyebaran virus covid-19 sudah tepat, nemun lambannya intruksi pemerintah pusat dalam mengambil komando sangat disayangkan. Abstract

Indonesia's defense and security system embraces Sishankamrata system. In the case of realizing this sishankamrata, the formation of hansip or community as a component of society which cooperates with TNI and POLRI in realizing security, public order and protection. This study aims to describe the optimization of Satlinmas in Gilingan, Surakarta. The method used in this research is descriptive qualitative. Research data in the form of events obtained from observations and interviews, and supporting documents. Researchers get data by way of observation, interview and documentation. The data were analyzed using interactive analytical models of Miles, Huberman and Saldana. The results showed that the optimization has been implemented in accordance with the role of Satlinmas as stipulated in Permendagri No.84 of 2014 and Surakarta Mayor Regulation No.58 A in 2012. Satlinmas is active in assisting disaster management, both natural and disaster caused by the outbreak of disease outbreak , conducting routine patrols in every area, especially vulnerable areas, assisting community social activities, assisting in the election and defense of the State.DOI: https://doi.org/10.26905/pjiap.v3i1.1922

Abstract

Pendidikan non formal terutama Pusat Kegiatan Belajar masyarakat (PKBM) yang berada di wilayah Desa Makamhaji, dua di antaranya adalah Pawiyatan Pambyawara atau Pembawa Acara Mangesti Mulyo yang berlokasi di RW. 14 dan Pawiyatan Manunggal Makarti Mulyo yang berada di lingkungan RW. 15. Pawiyatan ini didirikan oleh tokoh-tokoh masyarakat di lingkungan kedua Rukun warga tersebut sekitar tahun 2000 yang lalu, hingga sampai sekarang telah berjalan selama kurang lebih 15 tahun. Masing-masing pawiyatan diikuti setiap angkatan kurang lebih 20 sampai dengan 30 warga masyarakat. Hasil survei di lapangan menunjukkan bahwa pada umumnya masyarakat kelurahan Makamhaji utamanya warga masyarakat di RW. 14 serta RW. 15, sangat mencintai budaya lokal khususnya budaya Jawa di bidang Pambyawara atau Pembawa Acara berbahasa Jawa dengan tata bahasa yang halus (kromo inggil) yang pada awalnya telah sejak lama diajarkan kepada para siswa yang mengikuti pelatihan (gladen) di Keraton Kasunanan Surakarta. Berdasarkan pada materi pelatihan di bidang Pambyawara, Macapat, dan Ngadi Busana yang selama ini secara sederhana telah dilakukan secara rutin, dengan dilakukannya kegiatan IbM ini mampu memberikan peningkatan kualitas materi pelatihan sehingga bermanfaat bagi para peserta pelatihan utamanya masyarakat di wilayah kegiatan IbM ini dilaksanakan. Harapan selanjutnya adalah agar masyarakat setempat mampu memiliki pengetahuan serta keterampilan tersebut secara profesional, sehingga pada akhirnya mampu dipergunakan sebagai profesi yang meningkatkan status sosial dan ekonomi yang bersangkutan.

Abstract

Rasa aman merupakan kewajiban yang harus dipenuhi oleh setiap Negara terhadap warga negaranya. Indonesia mengatur tentang keamanan warga negaranya seperti yang termuat dalam pasal 30 ayat 1 UUD 1945 yang menyatakan bahwa tiap-tiap warga negara berhak dan wajib ikut serta dalam usaha pertahanan dan keamanan negara. Salah satu perwujudan partisipasi masyarakat dalam pertahanan dan keamanan adalah adanya Satlinmas. Penelitian ini memaparkan tentang bentuk perlindungan dan pemberdayaan pada Satlinmas di Kota Surakarta. Penelitian ini merupakan penelitian deskriptif kualitatif. Lokasi penelitian dilaksanakan di Kota Surakarta. Pengumpulan data penelitian dilakukan dengan wawancara, observasi dan dokumentasi. Data yang telah terkumpul kemudian dianalisis dengan menggunakan teknis analisis data interaktif Miles dan Hubberman. Pengorganisasian Satlinmas berada di bawah Satpol PP dengan struktur organisasi terdiri dari kepala satuan, kepala satuan tugas, kepala regu, dan anggota. Kegiatan pemberdayaan dilakukan dengan pendidikan dan pelatihan, peningkatan peran serta dan prakarsa, peningkatan kesiapsiagaan, penanganan tanggap darurat, pengendalian dan operasi dan pembekalan.Kata Kunci: Perlindungan masyarakat, Pemberdayaan, Pengorganisasian, Satlinmas

Abstract

ABSTRACT The population control and Family Planning office of Surakarta City is the implementer of government regulation number 87 year 2014 about family planning program. The phenomenon of government regulation number 87 of 2014 in Surakarta City in terms of the implementation of Family Planning Program in field conducted by Family Planning Counselor is an important issue considering the regulation is made in the framework of population development and family  development. Interest to examine the implementation of Family Planning program at the sub-district level implemented by the Banjarsari sub-district coordinator.The purpose of this study is to evaluate the implementation of public policies developed in the community by describing how government regulation number 87 of 2014 on population development, and family information system mentions.In this study, researchers used the theory of policy evaluation by William Dunn. There are six indicators that can be used in evaluating Dunn's program policies, namely effectiveness,  efficiency,  adequacy,  equity,  responsiveness, and appropriateness            The research method that is deployed descriptive method with qualitative approach Therefore in informant selection is using a purposive method. Author also uses techniques such as, observation, interviews, and documentation for data collecting.The results of this study show the lack of socialization conducted by extension field family planning (PLKB) district Banjarsari in the implementation of family planning programs clearly and thoroughly then the limited human resources (SDM) so that socialization is not done thoroughly to the community and still lack of participation from local communities in playing an active role in participating in family planning programs. This study makes the researcher understand the difficulty of making a measure of public policy acceptable for the benefit of society. With the existence of government regulation concerning effort to arrange child birth, distance and ideal age of birth, regulate pregnancy, through the promotion, of protection and assistance in accordance with the reproductive rights to realize that quality family. Keyword : Program Evaluation, Family Planning

ABSTRACT Rumusan Masalah dalam Penelitian ini adalah “Bagaimana manajemen pelayanan instalasi Farmasi RSUD dr. Moewardi. Tujuan dari penelitian ini adalah Untuk menganalisis manajemen pelayanan instalasi Farmasi RSUD dr. Moewardi Surakarta Penelitian ini merupakan penelitian deskriptif  yang didukung oleh data kualitatif. Penelitian dilakukan di RSUD DR. Moewardi di Surakarta. Dari hasil penelitian dapat disimpulkan bahwa: Manajemen Pelayanan instalasi farmasi RSUD Moewardi menerapkan Fungsi-Fungsi Manajemen Pelayanan  yaitu:Fungsi Perencanaan; Fungsi pengorganisasian;Fungsi Pengarahan; dan Fungsi pengawasan; . Abstract

ABSTRACT  The objective of research was to analyze the Implementation of Complete Systematic Land Registration (thereafter called PSTL) Program Policy based on Agrarian and Spatial Layout Minister/National Land Affairs Agency Head’s Regulation Number 12 of 2017 in Kismoyo Village, Ngemplak Sub District, Boyolali Regency in 2017. The method employed was an empirical descriptive one with qualitative approach. The research was taken place in Kismoyo Village, Ngemplak Sub District, Boyolali Regency. The informants were selected using purposive and snowball sampling methods. Techniques of collecting data used were observation, interview, and documentation. Data validity and reliability were tested using data source triangulation technique. Technique of analyzing data used in this research was an interactive model of analysis (Miles and Huberman 1992) encompassing data collection, data reduction, data display, verification/conclusion drawing. In this research, the author referred to Van Meter and Van Horn’s arguments in which there were 6 indicators affecting the successfulness of program policy implementation: basic measures and policy objectives, policy sources, inter-organization communication, executive agency characteristic, and economic, social and political condition and implementer’s predisposition.   The result of research showed that basic measure and policy objective are good as they conform to the objective of program. This program had not met yet the need of all people who want to register their land, due to limited allocation. Human resource has been good and effective as it has involved community leader and internal institution. The Local Income and Expenditure Budget resource of Boyolali Regency had not sufficed yet all beneficiaries. Communication between organizations and implementers (executors) had been established well by National Land Affairs Agency of Boyolali Regency.  The character of implementers was good, as indicated with the commitment to catering to the people well in program implementation. Economic, social and political environment of this policy is provided to people who had no land deeds, including those coming from low and high economic level. Community participation in this program was very enthusiastic and supporting. The predisposition of implementer has good commitment to helping the implementation of Complete Systematic Land Registration (PTSL) program. Keywords: policy implementation, land registration, community

Abstract

Kepemimpinan kepala desa dan komunikasi adalah dua factor yang penting dalam mempengaruhi partisipasi masyarakat, karena baik buruknya partisipasi masyarakat akan berdampak pada pembangunan yang telah direncanakan.Rumusan masalah dalam penelitian ini ialah mengukur seberapa besar Hubungan Kepemimpinan Kepala Desa Dan Komuniksi dengan Partisipasi Masyarakat Dalam Pembangunan Didesa Botok, Kecamatan Kerjo Kabupaten Karanganyar. Adapun tujuan penelitian ini untuk mengetahui besar hubungan yang diberikan kepemimpinan kepala desa dan komunikasi terhadap partisipasi masyarakat dalam pembangunan didesa Botok.Jenis penelitian ini adalah penelitian kuantitatif. Sampel dalam penelitian ini adalah 90 responden dari populasi 486 KK dengan menggunakan teknik Probability Sampling. Teknik yang digunakan untuk mengumpulkan data dengan menggunakan kuesioner (angket). Adapun teknik analisis dalam penelitian ini adalah analisis secara statistik dengan Uji Validitas, Uji Reabilitas dan Uji Product Moment menggunakan program Statiscal Product and Servise Solution (SPSS) 2.0.Hasil penelitin ini menunjukan bahwa kepemimpinan kepala desa dan komunikasi memiliki hubungan yang positif dan signifikan terhadap partisipasi masyarakat. Kontribusi variabel kepemimpinan kepala desa dan komunikasi terhadap partisipasi masyarakat yaitu: Dapat dilihat dari nilai rhitung > rtabel dengan nilai yaitu 0,627>0,270 dengan nilai signifikansi 0,000<0,01. Kesimpulannya: Adanya hubungan yang kuat antara Kepemimpinan kepala desa dan Komunikasi dengan Partisipasi masyarakat dalam pembangunan. Hal ini dilihat dari nilai yang diperoleh sebesar 62,7%, sedangkan sisah dipengaruhi oleh faktor lain. Kata kunci : Kepemimpinan, Komunikasi dan Partisipasi.
