Abstract

The Tuha Peut institution is located as an element of gampong government administration and has the authority to form gampong qanuns together with the Geuchik, so its main duties and functions are very important, besides having other authorities in accordance with Aceh's specialties, but its current existence is especially in Gampong Teungoh Pirak, Matangkuli District, North Aceh It is not yet optimal and seems too focused on administrative aspects only, many problems at the gampong level have not been regulated by qanuns, several gampong qanuns should immediately be prioritized as gampong legislative products to answer various urgent problems. In this regard, advocacy or mentoring activities are needed to create a Tuha Peut institution that is effective in carrying out its main tasks and functions so that they are carried out well in accordance with its capacity as a community representative for the benefit of the gampong community. For flexibility in activities, advocacy is carried out using a dialogic and consultation model. so that it will create an atmosphere full of familiarity to produce positive and constructive thinking without being patronizing..

Abstract

Community empowerment is a strategy used in community development as an effort to achieve competence and independence in social, national and state life. (Permendagri No. 7 of 2007). The government's empowerment strategy for small businesses has not been optimal. The problem is that small businesses do not have the ability to finance their businesses because they are vulnerable to capital, small businesses tend to have low ability to use technology. This research aims to find out how to empower small businesses in Medan City. The research method used is a descriptive qualitative method. Data collection techniques are observation, interviews and documentation. Data analysis techniques use data display, data reduction and verification and drawing conclusions. Based on the results of research on strategies for empowering small businesses in the city of Medan, it can be seen from the development dimension (enabling), the lack of training and development programs means that small business actors are not developing their businesses. Strengthening the potential (empowering) of capital and equipment assistance is still lacking and there is no equality in the distribution of this assistance. Furthermore, the dimension of creating independence for some small business actors still needs guidance to run their businesses independently. It is hoped that the empowerment of Small Businesses in the City of Medan can be increased to create independent Small Businesses which can have an impact on expanding employment opportunities and improving the economy of local communities

Abstract

Responsiveness is one of the important indicators in public services that reflects the ability and alertness of the apparatus or officers in responding to the needs, complaints, and expectations of the community as service users. This study aims to determine the responsiveness of services to inpatients at the Lama Public Health Center, Bilah Hilir District and to find out what obstacles are faced by inpatients at the Lama Public Health Center. This study was motivated by the many complaints from the community regarding slow services, unfriendly attitudes of officers, and the service process that takes quite a long time. The focus of this study discusses the responsiveness of services to inpatients at the Lama Public Health Center, Bilah Hilir District, which includes aspects of responding, speed and accuracy of service, and discussing the inhibiting factors that occur in the service process for inpatients at the Lama Public Health Center. The method used in this study is descriptive qualitative. Data collection techniques are carried out through in-depth interviews, direct observation, and documentation. The results of the study indicate that the services provided by the Lama Public Health Center are still not fully responsive to patient needs. There are several major obstacles, such as limited medical personnel, ineffective manual queuing system, lack of training on excellent service, and the absence of a structured complaint system. These factors cause delays in service and reduce the level of public satisfaction. Responsiveness indicators such as speed, accuracy, and the ability of officers to respond to complaints have not been optimally met. Therefore, it is necessary to make comprehensive improvements to the Puskesmas service system. Suggestions from this study are the addition and equalization of medical personnel, digitization of service and administration systems, HR training in communication and service ethics, optimization of triage systems and priority routes, improvement of medical facilities and infrastructure, especially in first-level service facilities such as Puskesmas.

Abstract

Electronic Implementation of Development Planning Deliberation in Gampong Cot Trieng, Muara Satu District, Lhokseumawe City is a digital innovation aimed at improving the quality of development planning in the village through community participation and transparency based on information technology. However, in practice, this system has not run optimally. This study aims to describe the implementation of E-Musrenbang in Gampong Cot Trieng, Muara Satu District, as seen through community participation, information transparency, and effectiveness. This study uses a qualitative approach using primary and secondary data sources with data collection techniques through observation, interviews and documentation. This study was analyzed using George C. Edwards III's policy implementation theory which includes four main variables: communication, resources, implementer disposition, and bureaucratic structure. The results of the study indicate that in terms of participation, the community has not been directly involved due to limited access to the system. In terms of transparency, there is no open information regarding Musrenbang proposals and results. Meanwhile, in terms of effectiveness, the shift from manual to digital systems shows positive progress, but the overall utilization of the system still needs to be improved. These obstacles are reinforced by weak communication, limited infrastructure and human resources, the commitment of village officials is good but still constrained by technical and team support, and the bureaucratic structure that supports the system in an integrated manner is not yet optimal. Improvement efforts are needed in various aspects so that the implementation of E-Musrenbang can truly encourage participatory, transparent and effective development planning.

Abstract

Sebagai upaya untuk meningkatkan kualitas kesejahteraan masyarakat yang bergerak sebagai pelaku usaha mikro kecil dan menengah pengrajin makanan dari bahan baku ubi dan pisang di Gampong Padang Sakti Lhokseumawe agar mampu bertahan ditengah persaingan usaha sejenis, maka dilakukanlah pengabdian ini dengan metode partisipatif melalui 3 ( tiga ) tahapan yaitu sosialisasi, berkaitan dengan pentingnya meningkatkan produktivitas keluarga dengan memanfaatkan sumber atau potensi lokal yang tersedia secara murah dan berkelanjutan. Praktek Proses Produksi, yang ditujukan untuk meningkatkan mutu dan kualitas produk serta menjamin kehalalan, dan Evaluasi serta konseling merupakan tahapan penilaian atas capaian kegiatan dan hasil hasilnya serta menemukan kendala untuk diperbaiki pada program selanjutnya. Dengan kegiatan ini dapat merubah proses pengolahan makanan lebih variatif, terorganisir dengan rapi untuk menciptakan efesisensi dan efektivitas dari segi waktu dan biaya produksi, hal ini sangat penting untuk menjaga mutu dan mampu bersaing dengan daerah lainnya dengan tetap memanfaatkan home farming secara maksimal.

Abstract

Empowerment of village communities, including women's empowerment, requires important attention from the village government to free them from their helplessness, they need to be empowered to increase their power, abilities so that they are able to take advantage of access to opportunities in the community in meeting their needs and welfare. The Cot Girek Village Government, Lhokseumawe City has implemented an empowerment policy with several types of activity programs, namely empowerment in the fields of agriculture, animal husbandry and women's empowerment with funding sources from the Village Revenue and Expenditure Budget (APBG). Specifically the results of women's empowerment. The women's empowerment activity program is focused on the management of the Bakry Bread Industry MSME, the Bakry Bread industry business has been running since 2019, and during the Covid-19 period, the business was inactive, and after Covid the village government provided capital assistance again and motivated, so that the Bakry Bread MSME managed by women in the Cot Girek village is running smoothly again, production can meet the needs of customers around the village and is supplied to dayah and to stalls. The development of Roti Bakry MSME is still limited both in terms of production volume, facilities and marketing are still traditional and have not utilized digital technology (new media) in expanding marketing.

Abstract

Implementation of Aceh Qanun Number 11 of 2013 in Handling Beggars in Banda Sakti District, Lhokseumawe City is one of the efforts in handling the problem of beggars. This study aims to determine how the implementation of Aceh Qanun Number 11 of 2013 in handling beggars in Banda Sakti District, Lhokseumawe City and to find out what are the obstacles to the implementation of Aceh Qanun Number 11 of 2013 in Banda Sakti District, Lhokseumawe City has not been running effectively. The method used in this study is descriptive qualitative with data collection techniques through observation, interviews and documentation. The results of this study are that the implementation of Aceh Qanun Number 11 of 2013 in handling beggars in Banda Sakti District, Lhokseumawe City has not been running effectively, because the Social Service has not implemented the provision of training services, employment opportunities and business opportunities for beggars. This is because there is no budget and special facilities to handle beggars, lack of funding sources, human resources and infrastructure resources to support the implementation of education and training services as well as employment and business opportunities for beggars. Communication between agencies is also one of the obstacles to the implementation of Aceh Qanun Number 11 of 2013 in handling beggars in Banda Sakti District, Lhokseumawe City. The social service can provide education and training services to beggars as well as employment and business opportunities. The social service can also establish relationships with other agencies in the context of implementing Aceh Qanun Number 11 of 2013 with other agencies such as BLK and DISPERINDAGKOP.
