Abstract

Asma merupakan salah satu penyakit tidak menular dengan prevalensi yang terus meningkat, sehingga membutuhkan intervensi edukatif berbasis pelayanan primer. Penelitian ini bertujuan untuk menganalisis proses perencanaan dan penganggaran program edukasi pencegahan dan pengendalian asma di Puskesmas Sudiang. Studi ini menggunakan pendekatan kualitatif dengan metode studi kasus, dilaksanakan pada tahun 2024. Data dikumpulkan melalui wawancara mendalam dengan penanggung jawab program Pengendalian Penyakit Menular (P2M) serta analisis dokumentasi kegiatan, dengan teknik purposive sampling. Analisis data dilakukan menggunakan pendekatan tematik untuk mengidentifikasi pola dan tema utama dalam pelaksanaan program. Hasil penelitian menunjukkan bahwa proses perencanaan meliputi identifikasi wilayah prioritas, penetapan tujuan edukasi, dan perumusan intervensi berupa penyuluhan kesehatan, pelatihan manajemen diri, dan promosi perilaku hidup sehat. Pendanaan program berasal dari Dana Bantuan Operasional Kesehatan (BOK) dan dialokasikan untuk mendukung kegiatan edukatif secara berkala setiap bulan. Kendala utama yang diidentifikasi mencakup rendahnya partisipasi masyarakat serta tingkat kesadaran yang masih terbatas terhadap pentingnya deteksi dini. Strategi penanganan melibatkan penerapan pendekatan partisipatif dan inovasi dalam penyajian media edukasi. Penelitian ini menyimpulkan bahwa efektivitas program edukasi asma sangat dipengaruhi oleh perencanaan yang komprehensif dan tingkat keterlibatan aktif masyarakat sasaran.

Abstract

The implementation of digital health policy in Indonesia has encountered various challenges related to both infrastructure and human resources. This literature review aimed to map gaps in digital health infrastructure and workforce capacity across urban, rural, and remote healthcare settings by systematically analyzing relevant national and international studies. Sources included peer-reviewed articles, scoping reviews, and preprints that examined electronic medical records, telemedicine, and other digital health interventions in various geographic and organizational contexts. The analysis revealed that urban areas generally have more advanced digital infrastructure, including integrated health information systems and electronic record platforms, whereas rural and remote regions face limited internet connectivity, insufficient hardware, and low digital literacy among healthcare personnel. Human resource gaps were also observed, including inadequate technical competencies, uneven distribution of staff, and organizational cultures that are not fully prepared to adopt digital health technologies. These disparities highlight the critical need for context-sensitive strategies, such as hybrid solutions combining cloud-based systems in urban centers with offline-capable platforms in low-connectivity regions, comprehensive training programs for healthcare staff, and supportive policies at both local and national levels. By synthesizing the current evidence on infrastructure and human resource gaps, this review provides a comprehensive overview that can guide policymakers, healthcare managers, and researchers in designing targeted interventions, prioritizing resource allocation, and promoting equitable adoption of digital health solutions across Indonesia.

Abstract

. Dengue Hemorrhagic Fever (DHF) continues to pose a serious public health challenge in Indonesia, particularly in tropical regions with high population density and poor sanitation. The disease, transmitted primarily by Aedes aegypti mosquitoes, has shown a significant increase in recent years. One of the government’s primary interventions to reduce transmission is fogging, which targets adult mosquitoes as a rapid control measure. However, its long-term effectiveness remains debated if not combined with source reduction strategies. A quantitative descriptive study with a cross-sectional design was conducted in January 2025, involving 477 community respondents selected through total sampling. Data were collected using a questionnaire on the implementation of fogging and perceptions of its effectiveness via the Kobocollect application. The Chi-Square test confirmed a significant association between fogging implementation and community perceptions of its effectiveness in dengue prevention (0.000; p < 0.05). These findings indicate that fogging plays a positive role in controlling dengue transmission. However, its long-term effectiveness requires community participation in mosquito breeding site eradication (PSN 3M Plus) and the integration of environmental management, health education, and sanitation improvements to achieve sustainable dengue prevention.

Abstract

Law Number 44 of 2009 concerning Hospitals (Law 44/2009) provides a legal framework that emphasizes improving the quality of services, protecting patients' rights, and accreditation of health institutions as an instrument of accountability. However, the implementation of this regulation still faces challenges, especially in the consistency of fulfilling patient rights, legal accountability, equitable distribution of service quality, and the use of the Hospital Management Information System (SIMRS). This study aims to systematically review the literature related to the implementation of Law 44/2009 and its contribution to hospital governance, focusing on accreditation, service quality, patient rights, and the implementation of SIMRS. The method used is a narrative literature review of seven published articles for the 2020-2025 period that are relevant to the topic. The analysis was carried out thematically to map patterns, challenges, and opportunities in the implementation of regulations. The results of the study show that although Law 44/2009 has pushed hospitals towards better governance, the realization in the field has not been evenly distributed. Patient rights and legal accountability still vary, service quality improved but limited to specific facilities, while SIMRS proved effective in supporting efficiency, transparency, medical record management, and disaster preparedness, despite infrastructure and human resource capacity. It was concluded that the successful implementation of Law 44/2009 does not only depend on the regulatory framework, but also on technology integration, strengthening human resources, and patient safety culture to ensure sustainable service quality

Abstract

Nurse workload is a critical issue in healthcare because it can impact service quality, performance, job satisfaction, and the physical and mental health of healthcare workers. Maintaining service quality requires a balance between the number of healthcare workers, job demands, and a supportive work environment. This literature review aims to review various studies that examine the effect of workload on nurse performance, job satisfaction, and service quality. Furthermore, it also identifies the role of other factors such as emotional intelligence, work motivation, work fatigue, and work environment conditions that can strengthen or weaken these effects. This review analyzed 15 articles from various healthcare institutions in Indonesia and abroad (South Korea, Turkey, Lebanon, Iran, and the United States). The selected articles focused on the topic of workload and its impact on nurse performance and service quality, with publications spanning 2020–2025. The research methods used varied, ranging from quantitative surveys and correlational studies to cross-sectional studies and structural modeling. Data were typically collected using questionnaires and analyzed using regression, path analysis, SEM, and other statistical techniques. Several studies have found that excessive workload can increase stress, fatigue, and burnout, thereby reducing performance and service quality. However, a well-managed workload tailored to capabilities can actually improve job satisfaction and service quality, especially when supported by strong emotional intelligence and motivation. Factors such as limitations in care delivery, job satisfaction, emotional exhaustion, and positive psychological capital also influence how workload impacts service outcomes. A supportive work environment and organizational support also play a crucial role in improving nurse performance. Staff shortages and an unbalanced nurse-to-patient ratio increase the workload and reduce service quality. ABSTRAK Beban kerja perawat menjadi isu penting dalam pelayanan kesehatan karena dapat memengaruhi kualitas layanan, kinerja, kepuasan kerja, serta kesehatan fisik dan mental tenaga kesehatan. Agar mutu pelayanan tetap terjaga, perlu keseimbangan antara jumlah tenaga kesehatan, tuntutan pekerjaan, dan dukungan lingkungan kerja. Literatur ini bertujuan untuk mengulas berbagai studi yang membahas pengaruh beban kerja terhadap kinerja, kepuasan kerja, dan kualitas pelayanan perawat. Selain itu, juga mengidentifikasi peran faktor-faktor lain seperti kecerdasan emosional, motivasi kerja, kelelahan kerja dan kondisi lingkungan kerja yang dapat memperkuat atau melemahkan pengaruh tersebut. Review ini menganalisis 15 artikel dari berbagai institusi layanan kesehatan di Indonesia dan luar negeri (Korea Selatan, Turki, Lebanon, Iran, Amerika Serikat). Artikel yang dipilih berfokus pada topik beban kerja dan dampaknya pada kinerja serta kualitas pelayanan perawat, dengan rentang publikasi 2020-2025. Metode penelitian yang digunakan bervariasi, mulai dari survei kuantitatif, studi korelasional, cross-sectional, hingga pemodelan struktural. Data biasanya dikumpulkan dengan kuesioner dan dianalisis menggunakan regresi, analisis jalur, SEM, dan teknik statistik lainnya. Beberapa penelitian menemukan bahwa beban kerja yang terlalu tinggi dapat meningkatkan stres, kelelahan, dan burnout, sehingga menurunkan kinerja dan kualitas pelayanan. Namun, beban kerja yang diatur dengan baik dan sesuai kemampuan justru dapat meningkatkan kepuasan kerja dan mutu pelayanan, apalagi bila didukung oleh kecerdasan emosional dan motivasi yang baik. Faktor seperti pembatasan dalam pemberian asuhan, kepuasan kerja, kelelahan emosional, dan modal psikologis positif turut memengaruhi bagaimana beban kerja berdampak pada hasil pelayanan. Lingkungan kerja yang mendukung dan adanya dukungan organisasi juga berperan penting dalam meningkatkan kinerja perawat. Kekurangan tenaga dan rasio perawat-pasien yang tidak seimbang menambah beban kerja dan menurunkan mutu layanan.
Assessing the Link between Community Engagement and Environmental Health Program Outcomes in Rural Indonesia Mujtahidah

Abstract

Environmental health issues remain a major public health concern in rural Indonesia, where inadequate sanitation and waste management contribute to the persistence of preventable diseases. Community engagement in environmental health education is widely recognized as a key factor in enhancing program outcomes. This study aimed to assess the link between community engagement in environmental health education and the effectiveness of environmental health programs in rural Indonesia. A quantitative cross-sectional design was employed involving 467 respondents aged 17–74 years, with educational backgrounds ranging from no formal education to postgraduate levels. Data were collected using structured questionnaires and analyzed through Chi-Square and correlation tests. The findings revealed a statistically significant association between participation in environmental health education and program effectiveness (p = 0.000). The correlation coefficient (r = 0.445) indicated a positive and moderately strong relationship, suggesting that higher levels of engagement were associated with improved environmental cleanliness and health behaviors. These results underscore that participatory education fosters knowledge acquisition, behavioral change, and collective responsibility among community members. Strengthening participatory approaches through collaboration between local health authorities, educators, and residents is recommended to achieve sustainable improvements in environmental health and community well-being

Abstract

Masa anak-anak merupakan periode emas yang sangat menentukan pola perilaku dan nilai-nilai yang akan dianut sepanjang hidup. Seiring perkembangan kebutuhan masyarakat, sekolah tidak cukup hanya mengajarkan pengetahuan kognitif melainkan juga harus menyediakan wahana bagi siswa dalam membangun karakter positif dan keterampilan hidup. Pengabdian masyarakat ini bertujuan untuk mengembangkan strategi pembentukan karakter siswa sekolah dasar melalui optimalisasi program Dokter Cilik berbasis kaderisasi kesehatan. Metode pelaksanaan meliputi edukasi interaktif, praktik langsung, evaluasi dan seleksi kader kesehatan. Hasil implementasi menunjukkan peningkatan signifikan pemahaman dan perilaku hidup bersih dan sehat (PHBS) pada siswa. Pembahasan menyoroti peranan program dalam membangun nilai tanggung jawab, kepedulian sosial serta pentingnya pelibatan berbagai pihak. Monitoring berkelanjutan dan kolaborasi lintas sektor diidentifikasi sebagai solusi atas kesenjangan keberlanjutan kaderisasi. Penguatan model kaderisasi dan sinergi sekolah, keluarga serta tenaga kesehatan direkomendasikan untuk keberhasilan jangka panjang.

Abstract

Perencanaan dan implementasi Sistem Informasi Manajemen Kesehatan (SIMKES) di Dinas Kesehatan Kota Makassar menunjukkan dinamika adaptif terhadap kebutuhan pelayanan kesehatan dan kebijakan yang berkembang. Penelitian ini bertujuan untuk menganalisis proses perencanaan SIMKES sebagai upaya peningkatan transformasi pelayanan Kesehatan. Penelitian ini menggunakan desain kualitatif dengan pendekatan studi kasus menggunakan teknik wawancara mendalam dan telaah dokumen terhadap tiga informan kunci yang telah memenuhi kriteria inklusi. Analisis data dilakukan secara tematik, dan penelitian dilaksanakan pada April 2025. Pengembangan SIMKES diawali dengan kolaborasi bersama Universitas Gadjah Mada melalui sistem SISFOMAS serta dukungan GLOBAL FUND dalam penyusunan roadmap. Perubahan sistem berlangsung dari SIGDA generik menuju SIMPUS, hingga akhirnya puskesmas memperoleh otonomi memilih sistem akibat keterbatasan model terpusat. Saat ini, pengembangan diarahkan pada SIMKES berbasis klaster melalui kerjasama dengan vendor dan pelatihan pengguna. Evaluasi perencanaan tercermin dalam kebijakan edaran pemilihan vendor yang menekankan aspek keamanan data. Meskipun terdapat upaya adaptasi dalam perencanaan SIMKES, ketergantungan pada vendor dan risiko keamanan data masih menjadi hambatan utama. Oleh karena itu, diperlukan penguatan kapasitas SDM, standarisasi sistem antar-puskesmas, serta penetapan indikator evaluasi dan perjanjian pengelolaan data yang lebih jelas untuk mewujudkan SIMKES yang optimal dan berkelanjutan.

Abstract

A reliable Health Information System (SIK) is a key component in supporting the quality of health services, especially at the primary level, where the availability of accurate and timely data is the basis for planning, monitoring, and decision-making. This study aims to evaluate the implementation of SIK at Puskesmas X, Makassar City, using the Performance of Routine Information System Management (PRISM) framework to assess system performance from input, process, and output aspects. The research method used is a case study through semi-structured interviews, observations, and document review. Three informants were selected purposively with the criteria of informants who are directly involved in the management of the Health Information System at Puskesmas X, Makassar City. Data were analyzed thematically to evaluate the implementation of SIK based on the PRISM framework. The results of the study showed that in the input aspect, adequate hardware and internet connection were available, as well as training support from vendors. In terms of processes, the system has been run according to procedures, but there are still obstacles in the form of connectivity disruptions and limitations of reporting features that only present basic reports, so they do not support more in-depth analysis. In the output aspect, the system simplifies the workflow of officers and speeds up reporting, but the use of data for decision-making is not optimal because it is only used to produce routine reports, without further analysis that can support strategic decision-making. This study concludes that the implementation of SIK at Puskesmas X is going quite well where the available hardware and internet connection show adequate performance and reporting speed that meets the set operational standards. However, strengthening internal policies and sustainable system development is needed to be able to meet the needs of health services as a whole. The novelty of this research lies in the comprehensive application of the PRISM framework in the evaluation of SIK in primary health services.
