Abstract

The phenomenon of the appointment of acting regional heads by the central government to fill the vacancies caused by the postponement of regional elections to the upcoming 2024 simultaneous regional elections has had a serious political impact. This paper will try to look at: First, discuss the problems of appointing acting regional heads related to the mechanism of the appointment process in general from the Indonesian scale and a special analysis of phenomena in Aceh Province. Second, discussing the pros and cons of the phenomenon when serving as a leader who then sees its relevance to the concept of democracy. Then, it will provide an evaluative description of the impacts that may arise so that conclusions and recommendations can be drawn for the running of an effective and efficient government in the future. This research is normative research using qualitative methods with a case study approach. Based on the results of the analysis of the findings with the theory used, the phenomenon of the appointment of acting regional heads by the central government is proven to be contrary to the concepts and principles of democracy, where procedurally the position is obtained through determination not election by the people. The recommendations put forward are that it is necessary to formulate a regulation that specifically regulates this matter and there is a need for the involvement of stakeholders in the regions to create an effective and efficient regional government. Fenomena penunjukan penjabat kepala daerah oleh pemerintah pusat untuk mengisi kekosongan jabatan yang disebabkan oleh penundaan pilkada menuju pilkada serentak 2024 mendatang melahirkan dampak politik yang serius. Tulisan ini akan berusaha melihat: Pertama, membahas problematika pengangkatan penjabat kepala daerah terkait mekanisme proses penunjukannya secara umum dari skala Indonesia dan analisis khusus fenomena di Provinsi Aceh. Kedua, membahas mengenai fenomena pro dan kontra saat menjabat sebagai pemimpin yang kemudian melihat relevansinya dengan konsep demokrasi. Kemudian, memberikan gambaran yang bersifat evaluatif dari dampak yang mungkin muncul, sehingga dapat ditarik sebuah kesimpulan serta rekomendasi untuk jalannya pemerintahan yang efektif dan efisien di masa yang akan datang. Penelitian ini merupakan penelitian normatif yang menggunakan metode kualitatif dengan pendekatan studi kasus (case study). Berdasarkan hasil analisis temuan dengan teori yang digunakan, maka fenomena penunjukkan penjabat kepala daerah oleh pemerintah pusat terbukti bertentangan dengan konsep dan prinsip demokrasi, dimana secara prosedur jabatan tersebut diperoleh melalui penetapan bukan pemilihan oleh rakyat. Rekomendasi yang diajukan adalah perlu disusun sebuah regulasi yang secara spesifik mengatur hal tersebut dan perlu adanya keterlibatan stakeholder di daerah agar tercipta pemerintahan daerah yang efektif dan efisien.

Abstract

In the 2024 elections in Medan City, there is a politicization of the bureaucracy in the selection of presidential and vice-presidential candidates. There are issues in the 2024 elections in Medan City, such as one Civil Servant (ASN) who is not neutral in exercising their voting rights, showing a tendency towards bias before the elections by using certain symbols representing one of the candidates. Additionally, there is a high level of political interest in Medan City during the 2024 elections. The purpose of this research is to identify the factors causing the Politicization of Bureaucracy and efforts to achieve bureaucratic neutrality that occurred in the 2024 elections in Medan City. This research uses the New Institutionalism Theory. The method used in the research is descriptive qualitative, with data collection methods including observation, documentation, and interviews. The research results show that the politicization of the bureaucracy in Medan City during the 2024 elections is influenced by local political dynamics, lack of strict sanctions, and lack of public oversight. The government's efforts to achieve bureaucratic neutrality have been carried out through policies, education, and supervision, but challenges in implementation and law enforcement still need to be improved. It is hoped that the government and society will work together to create a more neutral and professional bureaucracy, so that public services can be provided without harmful political influence.

Abstract

This study explores the lives of Rohingya women residing in the Minaraya refugee camp, Padang Tiji Subdistrict, Pidie Regency, Aceh, through the lens of the Gender Agency Theory and Resilience Theory. It aims to understand how these women negotiate their roles within a patriarchal social structure and develop resilience amid economic, social, and cultural constraints. The findings reveal that Rohingya women live under a deeply entrenched patriarchal system in which men dominate decision-making processes, while women are confined to domestic responsibilities. However, their compliance should not be interpreted as mere submission; rather, it reflects a form of piety-based agency, a conscious act grounded in religious and moral values to maintain dignity and family harmony. Within the domestic sphere, women play an essential role in managing aid funds, distributing food, and regulating household expenditures. These actions demonstrate adaptive capacity and subtle role negotiation within the limits of gender norms. Spirituality serves as a significant source of strength; religious activities such as Qur'an recitations and collective prayers function as coping mechanisms for dealing with trauma and uncertainty. Furthermore, support from humanitarian organizations helps meet basic needs. However, the core of their resilience stems from family solidarity and deeply held religious values. Rohingya women in Aceh display strength through faith, social adaptation, and resource management, positioning themselves as active agents in sustaining dignity and survival amid adversity.

Abstract

The democratic principles that underpin the implementation of elections in Indonesia create space for freedom of expression, including in political campaigns. The 2024 general election in Banda Aceh showcases campaign strategies through outdoor media, such as billboards and banners, which line almost every street with attractive designs and text. Many of these campaign banner designs feature modern visuals and language, seemingly aimed at specific voter segments. This study focuses on Gen Z voters, as there is a noticeable phenomenon that Gen Z is highly exposed to outdoor campaign media. The purpose of this study is to explore the extent to which visual elements in outdoor campaigns can capture the attention of Gen Z voters. This research is descriptive and analytical in nature. Data collection was carried out through interviews to gain insights into individuals' perspectives and experiences related to the presence of outdoor campaign media. Although Gen Z is the dominant user of technology and digital platforms, the presence of billboards as a physical outdoor medium remains effective in capturing their attention.

Abstract

This article examines the politics of victimhood representation in true story-based films through a conceptual comparison between Indonesia and the United States. It argues that portrayals of female victims are not merely narrative choices but are shaped by media regimes, policy frameworks, and socio-cultural contexts that influence how gender-based violence is understood publicly. Using Vina Sebelum 7 Hari and She Said as illustrative cases, the study identifies two contrasting patterns of victimhood representation: sensational victimhood, which emphasizes suffering and emotional spectacle, and advocacy victimhood, which connects victims’ experiences to institutional accountability and justice processes. The analysis suggests that these representational differences have political implications for public perceptions of gender-based violence, the normalization of accountability, and the effectiveness of protection policies. By linking media representation with gender governance, this study highlights the role of film as a symbolic arena that shapes public understanding of justice, responsibility, and women’s rights in different socio-political contexts.
