Abstract

BPKH (Hajj Financial Management Agency) was established based on the mandate of Law Number 34 of 2014 concerning Hajj Financial Management. The purpose of managing hajj finances is to improve the quality of hajj service management, the rationality and efficiency of Hajj Pilgrimage Costs (BPIH), and the welfare of Muslims. To achieve the three goals above, BPKH implements welfare programs in the form of corporate social responsibility (CSR) or "philanthropy" programs that must be in line with Maqaṣid al-Sharia. Based on the results of the study, the welfare programs and activities designed and implemented from 2018 to 2022 have been fully in line with Maqaṣid al-Sharia, so they need to be continued, strengthened, refined, and their scope expanded by complying with the provisions of laws and regulations and the principles of governance, risk, and compliance (GRC) to provide benefits for the Muslim community. BPKH (Badan Pengelola Keuangan Haji) dibentuk berdasarkan amanat Undang-Undang Nomor 34 Tahun 2014 tentang Pengelolaan Keuangan Haji.

Abstract

This paper examines the development of State Sharia Securities (Surat Berharga Syariah Negara/SBSN) in Indonesia over the past decade, focusing on the opportunities and challenges faced in its implementation. SBSN, or sovereign sukuk, is a Sharia-compliant financial instrument issued by the government to support the financing of the State Budget (APBN) and to stimulate the growth of the Islamic financial market. Since its first issuance in 2008, SBSN has shown significant growth in terms of investor numbers, issuance value, and product diversification. The government has developed various sukuk schemes including Green Sukuk and Mudharabah Sukuk to fund strategic and sustainable development projects. This paper also highlights ongoing challenges such as dependence on budget deficits, limited underlying assets, and the need for inter-agency coordination. Nevertheless, supported by strong regulatory frameworks and Sharia rulings, SBSN has great potential to become a key instrument in inclusive and Sharia-compliant development financing.

Abstract

This research focuses on the shift in mosque empowerment models, particularly in terms of financial sustainability, rooted in Islamic economics and finance. By exploring the correlation of Islamic economics (Y), Islamic finance (Y), and mosque sustainability (Z), this research can utilize the mixed method approach of quantitative analysis to survey 200 congregation members, conduct in-depth interviews with five key informants, and employ PLS-SEM. This is the first mosque sustainability performance study to provide a quantitative analysis, along with PLS-SEM, and to correlate finance and economics in the Islamic context. Findings indicate that Islamic finance intermediates the influence of Islamic economics on mosque sustainability (indirect β=0.527; p<0.001). Islamic economics is explained to have a considerable direct influence on Islamic finance (β=0.782; p<0.001) as well as Islamic finance being the greatest contributor to mosque sustainability (β=0.673; p<0.001). This research affirms the four-dimensional sustainability pillar and the anticipation of mosque management to respond to the SDGs. This provided strong financial governance, partnership with Islamic banking, trained financial governance, and Islamic financial literacy courses.

Abstract

Halal certification in the food industry is not merely an administrative matter but represents a sharia mandate (faith), an instrument for building and maintaining consumer trust (trust), and a vital asset in strengthening Indonesia’s position in the global market (market). As the world’s largest Muslim-majority country, Indonesia holds a strategic potential to become the global hub of the Halal Food Industry. However, since the enactment of Law No. 33 of 2014 on Halal Product Assurance (JPH Law), a dilemma has emerged due to the dualism of certification pathways: the regular system (through BPJPH–MUI–LPH) and the self-declare system designated for micro and small enterprises (MSEs). Employing a qualitative approach grounded in literature reviews, regulatory analysis, and Halal Food Industry reports, this study integrates a SWOT analysis to assess the strategic position of Indonesia’s halal certification policy. The findings reveal that the strengths of Indonesia’s halal system lie in its large Muslim demographic base and strong foundation of sharia spirituality; weaknesses arise in issues of credibility, halal literacy among MSE actors, and fragmented governance structures; opportunities exist in the economic inclusivity of MSEs, the digitalization of certification via the SIHALAL platform, and the potential for global halal diplomacy; while threats include the risks of halal washing, commodification of halal values, and disharmony with international standards. This study concludes that for Indonesia to realize its vision of becoming the global center of the Halal Food Industry, an integrated policy framework is needed one that harmonizes spiritual aspects (faith), public trust (trust), and global market credibility (market) within a competitive and internationally recognized Halal Integrity System.

Abstract

This study aims to conduct a comparative benchmarking analysis of the halal industry operational frameworks in Indonesia and Malaysia. The primary focus is to identify best practices, regulatory gaps, and strategic opportunities for collaboration to strengthen the halal ecosystem in the ASEAN region. Employing a descriptive qualitative approach through a systematic literature review, this research collects and synthesizes data from academic articles, official policy documents, and industry reports. The analysis utilizes a comparative benchmarking framework to evaluate key dimensions such as institutional governance, certification mechanisms, infrastructure development, and market strategies in both countries. The findings reveal that while Indonesia possesses a vast domestic market and natural resource advantages, it faces challenges in bureaucratic complexity and low halal literacy among small and medium enterprises. In contrast, Malaysia demonstrates institutional excellence through JAKIM’s centralized certification system and an integrated halal supply chain, yet struggles with product diversification and international standard harmonization. The study concludes that benchmarking Malaysia’s institutional strengths can offer valuable insights for Indonesia to enhance its regulatory framework and competitiveness. Furthermore, strategic collaboration between the two nations holds significant potential to establish a synergistic ASEAN Halal Hub. This research contributes to evidence-based policy formulation and provides a foundation for future empirical studies.

Abstract

Abstract

The rapid digitalization of Islamic social finance has transformed philanthropic practices, particularly through digital crowdfunding platforms that mediate zakah, infaq, sadaqah, and waqf donations. Despite technological advancement, donor participation in digital channels remains uneven, indicating a persistent gap between intention and actual donation behavior. This study examines the determinants of donation intention and behavior on Indonesian digital crowdfunding platforms by integrating the Theory of Interpersonal Behavior (TIB) and Social Presence Theory (SPT). Using a quantitative cross-sectional survey of 440 active donors across four major Indonesian cities and analyzing the data with SEM-PLS, the study investigates the roles of motivational, relational, and contextual factors. The findings show that attitude, affection, social factors, and religiosity significantly influence donation intention, while intention and trust are the primary drivers of actual donation behavior. Social presence, facilitating conditions, and habits do not exert direct effects on behavior; however, facilitating conditions significantly strengthen the intention–behavior relationship. These results highlight that digital donation behavior is shaped not only by technological access but also by emotional engagement, social embeddedness, and institutional trust. By clarifying the moderating role of facilitating conditions, this study contributes to a more comprehensive understanding of digital philanthropy and offers insights for developing sustainable, trustworthy, and context-sensitive crowdfunding platforms in Muslim-majority societies.
