Abstract

This study aims to analyze the influence of Local Own-Source Revenue (PAD), Gross Regional Domestic Product (GRDP), and Capital Expenditure on fiscal stress in 13 regencies/municipalities in Central Sulawesi Province during the period 2018–2022. The approach used is quantitative with panel data, which is a combination of time series and cross-sectional data sourced from the Central Bureau of Statistics (BPS). Analysis was conducted using panel data regression models with EViews software. The selection of the best model was done through a series of statistical tests: Chow Test, Hausman Test, and Lagrange Multiplier, which showed that the Random Effect model was the most appropriate. The results show that simultaneously, PAD, GRDP, and Capital Expenditure have a significant effect on fiscal stress. Partially, PAD and Capital Expenditure have positive and significant effects, while GRDP does not show a significant effect. The coefficient of determination indicates that most variations in fiscal stress can be explained by these three variables. These findings confirm that fiscal stress results from complex interactions of various economic factors, with PAD and Capital Expenditure as the main factors. The implications of this study highlight the importance of strengthening regional fiscal independence through PAD optimization, efficient Capital Expenditure management, and efforts to achieve sustainable economic growth.

Abstract

Sustainable economic growth requires structural transformation to enhance the competitiveness of leading sectors in a region. This research aims to analyze the structural transformation of Palu City's economy from 2019 to 2024 using Location Quotient (LQ) and Shift-Share Analysis (SSA) analytical tools. The research results show that sectors such as Construction, Wholesale and Retail Trade, and Information and Communication have LQ values greater than 1 and contribute significantly to Palu City's GRDP. Conversely, the Agriculture and Manufacturing sectors reflect challenges in maintaining competitiveness. Results from Shift-Share Analysis reveal that the Information and Communication, Trade and Construction sectors remain the main pillars in post-disaster economic recovery, despite decreases in some components. This research contributes to understanding Palu City's economic transformation and provides a foundation for more effective economic development policies.

Abstract

A strategy collaboration approach is an appropriate system used by an organization to structure the way a team works, which is based on solid teamwork and developing capabilities which including the improvement of collaboration strategies within the organization. This study was employed to investigate the role of strategic collaboration approaches on developing the capacity development in basic education in Indonesia. The study applied the sequential mixed methods, which have a total sample of 350 respondents in Central Sulawesi Province, Indonesia. This study used quantitative analysis through questionnaires. This analysis uses Norris-Tirrell & Clay Theory, which involves four analyses such as strategic collaboration planning, collaborative leadership development, stakeholder collaboration capacity, and interorganizational collaboration. The study found that the four dimensions of strategic collaboration have influenced capacity development in basic education; there must be more challenges for the strategic collaboration to be a greater strategy for developing the capacity development, especially in basic education in Indonesia.

Abstract

This research aims to analyze the relationship between regional taxes and regional expenditure on the regional fiscal capacity of Parigi Moutong Regency 2016-2022. The research method uses a quantitative approach with a total of 7 years of observations obtained from the Regional Financial and Asset Management Agency Report of Parigi Moutong Regency and analyzed using simple linear correlation (least square method). The research results show that the regional tax variable is positively and significantly correlated with the regional fiscal capacity of Parigi Moutong Regency. The regional expenditure variable has a negative and insignificant correlation with the regional fiscal capacity of Parigi Moutong Regency. The results of this research illustrate the importance of optimizing regional taxes through intensification, extensification, and using the budget effectively and efficiently so as to create regional independence. The limitations of this research are that it does not cover all the dominant variables that support regional fiscal performance and still uses relatively small data.

Abstract

Sustainable development in Central Sulawesi is demonstrated by long-term disparities between regions, which highlight the imbalance between economic, social, and environmental aspects. This study set out to examine the regional sustainability performance and explain the underlying structural factors that contribute to the existing disparities. This study uses secondary data from 2021 to 2024 to create a Sustainable Development Index (SDI) and combines it with quadrant analysis to identify patterns of regional sustainability. It also uses data regression panels to test the main economic, social, and environmental determinants. The research results show that no regency or city has achieved a completely balanced sustainability position, with areas spread across the quadrants of underutilization, overexploitation, and ecological emergency. The econometric results show that human development, unemployment dynamics, and environmental quality excert a profound impact on sustainability, while economic growth and per capita GDP do not have a significant effect. Model fixed effects confirm there is strong structural heterogeneity across regions, highlighting the importance of spatial and institutional context. This study contributes to theory by improving the understanding of sustainable development and regional development, and it shows that regional sustainability inequality is formed in a structural way and cannot be explained just by growth-based indicators.
