Abstract

The limited availability of land in major cities like DKI Jakarta, Surabaya, and Denpasar City has forced residents to compromise on ideal settlement locations, leading to a switch in land use patterns. Failure to secure ideal locations exacerbates settlement issues, ultimately contributing to the proliferation of urban slums. Denpasar City, in particular, grapples with various problems stemming from slum growth. As part of its responsibilities in urban development, the government is tasked with providing public services, safeguarding low-income communities, promoting regional growth, ensuring environmental sustainability, and upholding national integrity. However, the phenomenon of migrant influx in Denpasar City presents an additional challenge for governance. Traditional villages play a pivotal role in managing migrant populations by leveraging pecalang (traditional Balinese security forces) and customary rules to maintain community cohesion. To effectively address slum proliferation, customary villages must align their development goals and strategies. This qualitative research utilizes primary and secondary data to explore the role of institutions in slum management. Despite various programs aimed at mitigating urban challenges, the effectiveness of institutions like the PKP Working Group and DLHK remains suboptimal. Therefore, there is a pressing need for customary villages to play a more active role in tackling slum issues within their jurisdictions.

Abstract

In the central market planning project in Badung Regency, Bali, the main objective was to develop an economic center that combines cultural elements with sustainable economic growth. The planning goes beyond the traditional paradigm of development by integrating cultural, social, environmental, architectural, civil engineering and economic factors, creating an entity that carries more value than just commercial transactions. The central market is intended to represent a balance between cultural heritage and the dynamics of modernity, with reference to the principles of Tri Hita Karana (balance with God, fellow humans, and the natural environment) as well as the concept of Hulu - Teben which directs the organization of space based on the flow of the river. The Tri Mandala and Sanga Mandala concepts guide the zone mapping and building orientation, optimizing air circulation and natural lighting. The market architecture adopts traditional Balinese elements such as limasan and jineng roof forms, and utilizes natural materials such as red bricks and temple stones. A purposeful and iconic signage system, including the Ratu Niang Sakti statue, became an important part of the design. The result is a synergy between cultural values and global progress, forming a neighborhood that functions not only as a place of transaction, but also as a vehicle for cultural preservation and a driver of inclusive economic growth. The project encourages active community participation in the development process, accelerates the welfare of local communities, and improves the competitiveness of the region. Thus, the project achieves its goal not only as physical infrastructure, but also as a platform that integrates cultural significance and economic dynamism within the framework of sustainable development

Abstract

Padang lamun adalah salah satu ekosistem di kawasan pesisir Pulau Bali yang memberikan dampak positif terhadap lingkungan. Namun, aktivitas antropogenik telah menyebabkan ekosistem lamun mengalami degradasi yang signifikan. Tujuan dari penelitian ini adalah untuk menganalisis kondisi kesehatan bedeng lamun dan menentukan distribusi area bedeng lamun di kawasan pesisir Pulau Bali. Metode yang digunakan adalah studi literatur dengan data sekunder yang diperoleh dari Peraturan Rencana Tata Ruang Wilayah Provinsi Bali No. 3 Tahun 2020. Hasil analisis menunjukkan bahwa kondisi ekosistem lamun di kawasan pesisir Pulau Bali dibagi menjadi tiga kategori, yaitu kategori kaya/Sehat yang mencakup area seluas 47,11 Ha (3,66%); kategori kurang kaya/kurang sehat seluas 932,72 Ha (72,39%); dan kategori buruk seluas 308,68 Ha (23,96%). Kawasan pesisir Kota Denpasar memiliki distribusi lamun tertinggi, yaitu 400,95 Ha, dengan ditemukan 10 jenis vegetasi lamun, yaitu Holodulepinifolia, Thalassia hemprichii, Thalassodendron ciliatum, Enhalus acoroides, Zostrea sp., Holodule uninervis, Cymodocea rotundata, Syringodium isoetifolium, Halophilia avails, dan Cymodocea serrulata.

Abstract

Tekanan dan permasalahan lingkungan hidup di Provinsi Bali dari waktu ke waktu semakin kompleks bahkan meluas. Pertumbuhan penduduk yang relatif tinggi menjadi salah satu penyebab terjadinya tekanan dan permasalahan lingkungan. Pertumbuhan penduduk Bali rata-rata 1,01% per tahun pada periode tahun 2010-2020, sedangkan pada tahun 2021 pertumbuhan penduduk Bali sebesar 1,4%. Pertumbuhan penduduk tertinggi telah terjadi di Kabupaten Buleleng mencapai (2,51%) dan Kabupaten Karangasem sebesar 2,29%, sedangkan untuk Kota Denpasar dan Kabupaten Badung terjadi penurunan pertumbuhan penduduk dengan persentase -0,81% untuk Kota Denpasar dan 0,09% terjadi di Kabupaten Badung dikarenakan adanya dampak Covid-19 yang mendorong terjadinya migrasi penduduk dari wilayah perkotaan ke pedesaan sehingga terjadi penurunan pertumbuhan penduduk yang sangat signifikan. Meskipun pertumbuhan penduduk di Provinsi Bali mengalami penurunan dibanding sepuluh tahun sebelumnya, namun pengelolaan lingkungan hidup tetap harus diupayakan oleh Pemerintah bersama-sama dengan masyarakat. Namun disadari bahwa upaya pengelolaan lingkungan hidup secara “business as usual” tidak akan mampu mengimbangi laju kerusakan lingkungan hidup.

Abstract

Tingginya pertumbuhan penduduk memberikan dampak terhadap peningkatan kebutuhan lahan untuk pembangunan kawasan permukiman dan pemenuhan kebutuhan akan sarana dan prasarana. Perkembangan pembangunan yang tidak diiringi dengan perkembangan ekonomi masyarakat memicu permasalahan permukiman berupa munculnya permukiman kumuh, sebagaimana yang terjadi di Kecamatan Pupuan, Kabupaten Tabanan. Penelitian ini dilakukan untuk mengidentifikasi kondisi kekumuhan yang terjadi di Kecamatan Pupuan sebagai kecamatan dengan titik lokasi kawasan permukiman kumuh terbanyak di Kabupaten Tabanan. Metode yang dilakukan untuk mengidentifikasi kondisi kekumuhan pada permukiman kumuh Kecamatan Pupuan adalah dengan menggunakan analisis deskriptif kualitatif yang seluruh data dan informasi didapatkan melalui kegiatan observasi ke lapangan. Permukiman kumuh di Kecamatan Pupuan masuk ke dalam kategori kumuh tingkat ringan dengan tingkat kepadatan bangunan yang rendah. Meskipun demikian, adanya ketersediaan jalan lingkungan, drainase, pengelolaan air limbah, penyediaan air minum, pengelolaan persampahan, hingga sarana dan prasarana proteksi kebakaran masih belum memenuhi standar dan persyaratan teknis.

Abstract

The transformation of waste management toward a circular economy has become a crucial agenda for urban sustainability in Indonesia, including Denpasar, the economic and tourism hub of Bali. This study aims to analyze the challenges in implementing a circular economy within Denpasar’s urban waste management system using descriptive-analytical approach based on secondary data from 2024. The findings indicate that although Denpasar has established a strong regulatory framework through Regional Regulation No. 3 of 2015 and Mayor Regulation No. 50 of 2018, its implementation still faces several structural constraints. According to data from the Denpasar Environmental and Sanitation Agency (DLHK) up to 2024, assessed at only 67%, the informal sector remained inactive (0%), and budget allocation waste management was relatively low (1.8% of the total city budget). Technically, the Denpasar DLHK Performance Report and several local media sources confirm that the Sarbagita Suwung Regional Landfill (32.4 ha) has exceeded its technical capacity. Limited public participation in waste segregation and weak cross-sectoral collaboration further hinder the realization of circularity. To achieve an environmentally resilient city, Denpasar needs to strengthen institutional collaboration, develop green financing Tri Hita Karana.

Abstract

Denpasar City, as the economic and administrative center of Bali Province, faces significant disaster risks due to its geographical location and rapid urbanization. This study aims to identify and map residential areas located in disaster-prone zones in Denpasar and to formulate appropriate disaster mitigation strategies. A spatial analysis approach was employed, utilizing Geographic Information System (GIS) technology to overlay settlement distribution maps with multi-hazard disaster-prone maps (tsunami, earthquake, liquefaction, and flood) obtained from the Denpasar City Rencana Tata Ruang Wilayah (RTRW) and related agency data. The analysis was complemented by field surveys to verify the conditions of affected settlements. The results reveal that a substantial portion of residential areas in Denpasar is situated within high-risk zones. Specifically, settlements in South Denpasar District are highly exposed to tsunami, earthquake, and liquefaction threats, while flood risks are more widespread across West, South, East, and North Denpasar. The findings underscore a critical gap between rapid spatial development and disaster risk considerations. Consequently, this study recommends the integration of disaster risk zoning into spatial planning, the development of disaster-resistant infrastructure, the strengthening of building codes, and the establishment of clear relocation protocols for settlements in the highest-risk areas. The study implies an urgent need for coordinated efforts between the government and communities to enhance urban resilience and minimize potential future losses.

Abstract

The development of agricultural commodity-based tourist areas requires technical planning that considers the physical characteristics of the area, land suitability, and integration with spatial planning policies so that it is sustainable and can be implemented. Petang Village, Badung Regency, has significant cocoa potential, but its use is not spatially directed and risks causing land function conflicts if it is not supported by planning based on technical analysis. This research aims to formulate an integrated cocoa tourism area planning based on spatial analysis and land suitability as the basis for regional development in accordance with the carrying capacity of the environment and regional spatial planning. The research method uses a technical-planning approach through spatial analysis based on geographic information systems by examining the physical parameters of the area including slope slope, altitude, morphology, soil type, rainfall, vulnerability to soil movement, and land cover, combined with the analysis of the suitability of RTRW and RDTR zoning. Data was obtained through secondary data collection, field observation, and thematic mapping of the planning area. The results of the analysis showed that most of the Petang Village area has biophysical characteristics that are suitable for the development of integrated cocoa tourism areas with medium to high levels of land suitability, especially in plantation zones with low to medium slopes, latosol soil types, and low-medium landslide susceptibility. Regional planning results in the division of functional zones that are integrated between cocoa cultivation, educational tourism, yield processing, and environmental buffer zones. The conclusion of the study shows that the spatial analysis and land suitability approach is able to produce more targeted planning of cocoa tourism areas, adaptive to the physical conditions of the region, and supports the development of areas based on sustainability and spatial planning.

Abstract

Settlement resilience in Klungkung Regency faces significant challenges due to rapid housing growth (8.2% per year) that is not balanced by adequate infrastructure, facilities, and utilities (Prasarana, Sarana, dan Utilitas [PSU]). These challenges are further compounded by the absence of local regulations governing PSU handover. This qualitative study employed an embedded case study design. Data were collected through in-depth interviews with 12 key informants, including government officials, developers, village heads, customary leaders, and banjar heads, as well as through field observations using a checklist based on Government Regulation No. 12/2021 and document analysis. Data analysis utilized the interactive model of Miles, Huberman, and Saldaña, incorporating regulatory analysis, the Disaster Risk Reduction (DRR) framework, and SWOT analysis. The findings indicate that PSU conditions remain far below national standards: 75% of housing estates have damaged roads, 75% experience clogged drainage systems, 100% lack green open spaces, and 100% have PSU assets that have not yet been formally handed over. In addition, one housing estate has been abandoned due to an inactive developer. Normatively, the Rancangan Peraturan Daerah (Ranperda) aligns with national regulations and incorporates three local innovations: recognition of customary villages (Article 13), provisions regarding abandoned PSU (Article 14), and spatial planning synchronization based on Tri Angga. However, implementation still faces three major gaps: limited supervisory capacity (with a ratio of 1:15.7), low community participation (only 20% of residents understand PSU obligations), and the absence of an inventory system for abandoned PSU assets. Local wisdom values derived from Tri Hita Karana and the banjar system demonstrate strong potential to strengthen PSU management through the ngayah tradition for routine maintenance. This study integrates three frameworks—regulatory analysis, DRR, and local wisdom—and provides empirical evidence regarding the operationalization of Tri Hita Karana in PSU management.
