Abstract

Surabaya as an administrative city in realizing the Regulation of the Ministry of Women's Empowerment and Protection (PPPA) Number 12 carries out implementation with the Child-Friendly Village program which has been effectively running since 2021. This program is a derivative of the Surabaya City Regulation Policy Number 6 of 2011 concerning the Implementation of Child Protection and has a task force in each district to control the implementation of the program, coordinate with district institutions and schools in the suburbs area. Early Childhood Education has its own challenges in carrying out these 3 functions. Especially in the era of millennial and Gen-Z parents who are open-minded, choose professional careers, and entrust their children to school institutions not only for education but also for care. Schools with educational program facilities as well as care are not free from the potential for violence against children. Violence that occurs to children is not only bullying behavior carried out by their peers, but also by schools, caregivers, families and even relatives. Education and personal safety provided to early childhood in the city of Surabaya can be done through collaboration between schools, guardians and caregivers, known as the Teacher, Parent and Caregiver Collaboration Program (KoGuRuPa).

Abstract

Kasus penculikan terhadap anak yang belakangan ini marak terjadi, termasuk kategori kasus perdagangan anak yang digunakan sebagai pekerja paksa, pemuas kebutuhan seksual, serta anak yang diadopsi secara ilegal. Hal ini tentu bertentangan dengan aturan konstitusi di Indonesia, yaitu Undang-Undang Nomor 23 Tahun 2022 tentang perlindungan anak. PKM ini bertujuan untuk meningkatkan kesadaran serta pengetahuan tentang pentingnya menjaga keselamatan diri pada anak usia dini saat berada di tempat umum. Kegiatan ini dilakukan di TK Living Stones Surabaya. Sasaran kegiatan ini adalah Pengasuh, Orang Tua dan anak. Metode yang digunakan meliputi edukasi yang sesuai dengan tingkat pemahaman anak, pelaksanaan sesi edukasi bersifat interaktif dengan menggunakan berbagai media yang melibatkan orang tua dan pengasuh dalam mendukung terselenggaranya program secara optimal. Kegatan ini diharapkan mampu menghasilkan luaran yang signifikan termasuk peningkatan kesadaran dan pemahaman anak tentang bahaya serta resiko saat berada di tempat umum, peningkatan partisipasi orang tua daam mendukung keselamatan anak, serta diharapkan mampu memberikan kontribusi dalam menciptakan lingkungan yang aman bagi anak. Luaran kegiatan ini adalah dimuat pada Jurnal Berdaya, laporan, youtube dan berita di media sosial serta buku pedoman.Abstract. Child abduction cases that have recently occurred are categorized as cases of child trafficking used as forced labor, sexual gratification, and illegally adopted children. This is certainly contrary to the constitutional rules in Indonesia, namely Law Number 23 of 2022 concerning child protection. This PKM aims to increase awareness and knowledge about the importance of maintaining personal safety in early childhood while in public places. This activity was carried out at Living Stones Kindergarten Surabaya. The targets of this activity are caregivers, parents and children. The methods used include education that is in accordance with the level of understanding of children, the implementation of interactive educational sessions using various media involving parents and caregivers in supporting the optimal implementation of the program. This activity is expected to produce significant outcomes including increased awareness and understanding of children about the dangers and risks of being in public places, increased parental participation in supporting children's safety, and is expected to contribute to creating a safe environment for children. The output of this activity is published in Jurnal Berdaya, report, YouTube and news in social media and guidebook.

Abstract

The approach to child welfare has shifted from an assistance-based model to a rights-based approach and active participation in social policy. This study aims to analyze the ideal child welfare model that integrates the fulfillment of basic rights, legal and social protection, and children's participation in public policy. The research method used is a literature study that analyzes various academic literature, national and international policies, and reports of global organizations such as UNICEF and WHO in the period 2020-2024. The results showed that countries that implemented a child rights-based welfare model experienced significant improvements in access to education, health, and children's participation in policies. However, in Indonesia, challenges remain, such as the stunting rate, which still reached 21.6% in 2022, and the low participation rate of children in social policies, which was only 30% in 2023. The conclusion of this study confirms that the implementation of a more inclusive and sustainable child welfare model requires strengthening rights-based policies, increasing the role of society in child protection, and utilizing technology to increase children's participation in social policies.
