Abstract

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

Abstract

The effort to meet the community's need for space is to change the function of land which was originally used as agricultural activity to become a space for other community activities and is non-agricultural in nature, which we will later call the conversion of agricultural land. Generally, uncontrolled conversion of agricultural land functions, if not addressed, can lead to serious problems, among others, can threaten the capacity of food supply and environmental sustainability. The trend of increasing demand for land makes conversion of agricultural land difficult to avoid. The loss of agricultural land and the conversion of agricultural land to non-agricultural functions regardless of its form are indicators for the development of modern cities. The modern city which is synonymous with industrialization and the splendor of buildings will gradually remove agricultural areas and change the environmental ecosystem further. If viewed from an ecological point of view, of course this problem causes environmental imbalance which will have a negative impact on food security. But what about the conversion of agricultural land from the viewpoint of spatial politics?Keywords: Agricultural land, land use changes, political spatial

Abstract

Tata kelola pemerintahan tidak hanya menjadi kajian yang dilematis di ranah pemerintahan pusat dan daerah, namun juga di taraf pemerintahan desa. Kebijakan pembangunan dengan memberikan dana desa di setiap desa di ilayah Republik Indonesa membuat tidak hanya desa sebagai sebuah wilayah terdampak modernisasi pembangunan, tapi juga diimbangi dengan kebutuhan sumber daya manusia termasuk aparatur desa di dalamnya untuk terus melakukan pembaruan pengetahuan serta kemampuan dalam pengelolaan dana desa tersebut. Salah pengelolaan, atau bahkan salah pengadministrasian dalam mengelola dana desa tidak hanya berdampak pada kemunduran pembangunan desa, tapi juga dianggap sebagai budgeting fraud dan termasuk dalam tindak korupsi. Pengabdian kepada masyarakat ini mencoba tidak hanya memberikan sharing knowledge terkait isu-isu tata kelola pemerintahan tapi juga memberikan pendampingan terkait pengadministrasian serta pengelolaan dana desa yang sesuai dengan peraturan-peraturan yang berlaku. Hasil dari agenda ini diharapkan mampu memberikan pemahaman serta praktek pengadministrasian serta perencanaan pengelolaan dana desa agar terhindar dari upaya-upaya penyalahgunaan keuangan (korupsi).

Abstract

The village as a community unit protected by law has territorial boundaries with the authority and power to regulate and manage government affairs in the village environment, the interests and needs of the local community based on community initiative and deliberation, rights of origin, as well as recognized customary or traditional rights. and respected in the government system of the Republic of Indonesia. As a village area whose jurisdiction is recognized, it has the authority to regulate and manage the interests of the local community, based on local origins and traditional customs, which are recognized or formed in the National government system in the districts of each province. However, villages with various resources and potential have leadership problems where leadership factors, especially in villages, are able to influence and maximize community participation in village development. The leadership model that can be implemented and used by a leader in leading his citizens and in increasing village community participation in development will influence the intensity of community participation that will be given to development in his village. The village head is a political position that must go through a legitimized election stage in general elections at the village level. PERMENDAGRI No. 72 of 2020 concerning the Second Amendment to Minister of Home Affairs Regulation Number 112 of 2014 concerning Election of Village Heads states that the village head is a village official elected by the village community with a term of office of 6 years. The method used in this activity uses a Participatory Action Research (PAR) approach with a focus on Action Learning (8). Action Learning or AL in the realm of PAR is understood as the delivery of core material in activities through direct practice.

Abstract

Penyalagunaan kekuasaan dalam isu-isu pemerintahan yang sering dilakukan oleh para penghibur politik memunculkan pandangan bahwa alasan utama untuk tertarik pada isu-isu legislatif adalah hanya untuk memperoleh kekuasaan. Studi tentang masalah kekuasaan dan legislatif dalam asosiasi tidak banyak. Beberapa pemeriksaan telah menghasilkan berbagai tujuan. Pada saat setiap individu berinteraksi untuk memengaruhi aktivitas satu sama lain, yang muncul dalam komunikasi adalah trade of force. Secara umum, penggunaan kekuatan dalam masalah legislasi berarti mengarahkan kepentingan daerah secara menyeluruh, bukan untuk kepentingan individu atau kelompok. Konsekuensinya, ada kebutuhan untuk membatasi kekuasaan agar kepercayaan individu terhadap pemegang kekuasaan berkembang dan menciptakan kesetaraan dan kenyamanan sepanjang kehidupan sehari-hari. Isu dan kekuasaan legislatif dipraktikkan untuk menyesuaikan kepentingan tunggal pekerja dan kepentingan para pemimpin, seperti halnya kepentingan asosiasi.Kata Kunci: kekuasaan, organisasi sosial, pemerintahan

Abstract

Kekerasan dalam rumah tangga (KDRT) umumnya berhubungan dengan kekerasan berbasis gender yang bisa terjadi kepada siapa saja dan dimana saja. Kekerasan ini banyak terjadi dalam hubungan relasi personal, dimana pelaku adalah orang yang dikenal baik dan dekat oleh korban yang mayoritas dialami oleh perempuan dan anak-anak dalam keluarga. Tujuan penelitian ini adalah menganalisis permasalahan KDRT menggunakan perspektif gender yang dikaji dalam teori politik. Metode penelitian yang digunakan dalam pengumpulan data adalah studi literatur, dengan deskriptif analitis sebagai metode analisis data. Hasil temuan dari penelitian ini menyebutkan bahwa faktor utama terjadinya KDRT adalah ekonomi, perselingkuhan, dan kepribadian pelaku. Ditemukan pula bentuk dari KDRT yakni kekerasan fisik, kekerasan psikis, kekerasan seksual, dan penelantaran rumah tangga. Sedangkan dampak dari KDRT terhadap korban dapat bersifat jangka pendek dan jangka panjang. Kata Kunci: kekerasan dalam rumah tangga, perspektif politik gender, kekerasan berbasis gender

Abstract

A series of incidents involving places of worship are still widespread in Indonesia. In recent years, the construction of places of worship has become an interesting problem not only in the social context of interaction between religious communities but also conflict resolution in Indonesia. Minority religious groups tend to have difficulty establishing or renovating their places of worship because they receive pressure and intervention from the majority group. This research explores the issue of residents' rejection and closing and stopping the process of building a house of worship for the HKBP Efrata Church in Gresik Regency, East Java. The aim of this research is to describe the things that trigger conflict and analyze the conflict resolution mechanism of the HKBP Efrata Driyorejo Gresik church. This research uses a qualitative-descriptive method, namely a research effort based on methodology in studying the phenomenon of conflict over places of worship at the HKBP Efrata Driyorejo Gresik Church. It is known that the church was prohibited from carrying out worship activities by local residents for approximately 6 (six) years due to problems with permits to carry out worship in the area. After receiving permission, disturbances often arise when the congregation performs their worship, such as noise coming from motorized vehicles and restrictions on the worship schedule given by local residents.Keywords: church founding conflicts, gereja HKBP Efrata Gresik, religious house building regulations, religious house conflicts

Abstract

Latar Belakang: Indonesia melalui Peraturan Menteri Pemberdayaan Perempuan dan Perlindungan Anak Nomor 12 Tahun 2022 tentang Penyelenggaraan Kabupaten/Kota Layak Anak secara tidak langsung berusaha mewujudkan kota dan kabupaten Layak Anak dengan sistem pembangunan yang menjamin pemenuhan hak anak dan perlindungan khusus anak yang dilakukan secara terencana, menyeluruh, dan berkelanjutan. Kota Surabaya dalam mewujudkan Permen PPPA Nomor 12 melakukan implementasi dengan program Kelurahan Ramah Anak yang efektif berjalan sejak tahun 2021. Tujuan: Program ini merupakan turunan dari Kebijakan Perda Kota Surabaya Nomor 6 Tahun 2011 tentang Penyelenggaraan Perlindungan Anak dan memiliki satgas di setiap kelurahan untuk melakukan kontrol implementasi program, kordinasi dengan lembaga kampung serta sekolah-sekolah yang ada di wilayah kelurahan. Sekolah sebagai mitra dalam mewujudkan Surabaya Kota Layak Anak dan Kelurahan Ramah Anak memegang peranan sangat penting khususnya dalam hal edukasi, sosialisasi, serta kontrol sosial terhadap perilaku anak. Sekolah sebagai lembaga pendidikan dengan siswa usia 3-7 tahun atau Sekolah Pendidikan Anak Usia Dini memiliki tantangan tersendiri untuk melakukan 3 fungsi tersebut. Khususnya di era para orang tua milenian dan Gen-Z yang berfikiran terbuka, memilih berkakrir prosfesional, dan mempercayakan anaknya kepada lembaga sekolah tidak hanya untuk masalah pendidikan tapi juga pengasuhan. Sekolah PAUD bertranformasi menjadi lembaga pendidikan sekaligus pengasuhan anak yang memberikan pendidikan serta menjaga siswa terhitung dari selesainya kegiatan belajar hingga sore hari. Sekolah dengan fasilitas program pendidikan sekaligus pengasuhan tidak lepas dari potensi kekerasan terhadap anak. Metode: Kegiatan pengabdian kepada masyarakat ini menggunakan pendekatan PRA (Participatory Rural Appraisal). Hasil: Kekerasan yang terjadi pada anak tidak hanya perilaku perundungan yang dilakukan oleh teman sebayanya, namun juga pihak sekolah, pengasuh, keluarga bahkan kerabat. Edukasi dan keselamatan diri yang diberikan kepada anak usia dini di Kota Surabaya salah satunya bisa melalui kerjasama antara sekolah, wali murid dan pengasuh anak yang disebut sebagai Program Kolaborasi Guru, Orang Tua dan Pengasuh (KoGuRuPa). Kesimpulan: Program KoGuRuPa berhasil memberikan kontribusi yang signifikan dalam meningkatkan kesadaran dan pemahaman mengenai pentingnya bahaya serta potensi kekerasan bagi anak-anak, orang tua, guru, dan pengasuh.
