Abstract

One of the innovations in the implementation of e-government and Smart Government in Bandung City is the launch of the Salaman application created by the Bandung City Population and Civil Registry Office. This innovation aims to facilitate the public in population administration services. The method used in this article is descriptive analytical and literature review. The research is intended to collect information on the status of existing symptoms. This research is intended to determine the level of effectiveness, community participation, and the impacts that occur in the implementation of the Salaman application innovation by the Bandung City Population and Civil Registry Office. The results of the study indicate that population administration services through the Salaman application run effectively and some people feel satisfied and helped by the innovation, although in its implementation there are still obstacles, for example people who do not understand and still have difficulty understanding and accessing various applications provided by the government and end up getting conventional services. Abstract

This study analyzes the implementation of democratic values in the 2019 Village Head Election (Pilkades) in Ciheulang Village, Bandung Regency. Despite achieving a high voter turnout (74.6%), the election process was characterized by social fragmentation, money politics, and a lack of post-election reconciliation mechanisms. Using a qualitative case study approach, data were collected through interviews with key stakeholders and documentation analysis. The results indicate that while participation was high, voter behavior was often influenced by personal ties rather than rational consideration of candidates’ programs. This highlights a gap between procedural and substantive democracy. To enhance democratic quality at the village level, the study recommends improving political literacy and formalizing post-election conflict resolution processes.

Abstract

Village deliberation (musyawarah desa) serves as the highest forum in the village to discuss, formulate, and decide policies related to development, planning, and strategic village issues. This forum plays a vital role in actualizing participatory democracy at the local level. This study aims to analyze the implementation of democratic values in the village deliberation of Ciheulang Village, Bandung Regency. Using a qualitative case study method, data were collected through interviews and documentation. The results show that the participation rate in Ciheulang’s village deliberations is relatively high, reflecting a strong democratic tradition rooted in communal culture. However, the process still faces challenges, such as uneven representation and tendencies toward one-way communication. This study concludes that democratic implementation at the village level requires continuous enhancement of transparency, inclusiveness, and critical participation from all societal elements.

Abstract

Riset ini dilakukan untuk menganalisis bagaimana peran Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Kabupaten Sumedang dalam memberdayakan perangkat desa sehubungan dengan administrasi pelaporan realisasi dana desa di Kabupaten Sumedang. Riset ini dilaksanakan dengan mengaplikasikan metode penelitian kualitatif, yaitu melalui berbagai observasi, wawancara kepada pihak terkait, dan studi literatur mengenai masalah yang diteliti. Riset ini menghasilkan fakta bahwa Peran Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Kabupaten Sumedang dalam memberdayakan perangkat desa sehubungan dengan administrasi pelaporan realisasi dana desa termasuk ke dalam kategori aktif dan berfungsi dengan baik. Pembuktiannya berupa hasil data yang dipaparkan bahwa di Kab. Sumedang sendiri, fokus utama dari DPMD adalah menciptakan program pemberdayaan masyarakat dengan tujuan meningkatkan kualitas SDM aparatur pemerintahan desa, contoh program yang dilaksanakan DPMD Kabupaten Sumedang adalah dengan mengadakan kegiatan pelatihan berbasis Learning Management System (LMS) yang tujuan utamanya adalah untuk meningkatkan kinerja aparatur pemerintahan desa, dengan menyampaikan seluruh tupoksi desa yang harus dijalankan, materi penting terkait dengan tata kelola pemerintahan desa, seperti tahap-tahap perencanaan keuangan, pengelolaan pemerintahan, pengelolaan aset desa, pendataan profil desa, serta materi administrasi desa lainnya yang relevan.
