Abstract

Tulisan ini mencoba menelaah berbagai permasalahan pelanggaran hak yang dialami oleh pekerja migran di Asia Tenggara khususnya perempuan yang mayoritas menempati sektor pekerjaan berketerampilan rendah. Identifikasi akar ketidakamanan melalui konsep keamanan manusia (human security) menjadi penting untuk membantu memahami permasalahan yang terjadi dengan menekankan aspek people-centered dan mempertimbangkan berbagai macam kondisi yang dapat menjadi sumber ancaman yang bersifat multi-sektoral. Untuk memutus siklus permasalahan tersebut perlu dipastikan adanya kebijakan yang inklusif dan berkelanjutan. Dalam tulisan ini akan dilihat efektivitas perlindungan migran di tingkat regional melalui ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers (Konsensus ASEAN) pada 2017 berdasarkan indikator terpenuhinya integrasi kerangka keamanan manusia pada tahap perencanaan dan implementasinya.

Abstract

Abstract. This study investigates how Wonosobo Regency—a region known for its cultural heritage and natural landscapes—navigates the complex interplay between economic development, environmental sustainability, and cultural preservation. It examines the role of the Knowledge-Based Economy (KBE) as a key enabler of glocalization, allowing the region to adopt global best practices while maintaining local identity. Through literature review and policy analysis, the study finds that KBE enhances sustainable tourism governance by fostering local knowledge production, innovation, and stakeholder collaboration. The application of ICT, human capital development, and data-driven policies contributes to more effective tourism management and cultural safeguarding. Moreover, circular economy principles and community-based tourism initiatives help balance growth and conservation. The findings suggest that integrating KBE strengthens Wonosobo’s global competitiveness without eroding its cultural uniqueness, offering valuable insights for policymakers and practitioners aiming to promote glocalization in culturally and ecologically significant regions.

Abstract

This article examines the establishment of the Ministry for the Protection of Indonesian Migrant Workers (KemenP2MI) during the first 100 days of the Prabowo Subianto administration through the lens of Rational Choice Institutionalism (RCI) and framing theory. By analyzing the political calculation behind institutional formation and the communication strategies employed by the government, this study finds that the decision was driven more by short-term legitimacy goals than by a substantive agenda to protect migrant workers. The government's framing presents the ministry as a symbol of state responsiveness and care, particularly through narratives of nationalism and moral obligation. However, implementation challenges suggest a gap between public messaging and institutional capacity. The study argues that while the creation of KemenP2MI may enhance the government's public image, its long-term effectiveness depends on whether symbolic initiatives are matched with structural reform and policy coherence. The findings contribute to broader discussions on policy symbolism, institutional legitimacy, and political communication in contemporary governance.

Abstract

This study analyses the dynamics of the implementation of international norms regarding the elimination of sexual violence in Indonesia, with a focus on the influence of narrative contestation on the protection of victims. Although Indonesia has ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), implementing these norms at the domestic level still faces various challenges. The ratification of the Sexual Violence Crime Law (TPKS Law) marks a significant milestone in the protection of victims. Still, its effectiveness is doubtful due to resistance from domestic actors and political interests that shape the public will. Through a norm diffusion approach and qualitative analysis, this study explores how norm drivers play a role in promoting and internalising the norm of eliminating sexual violence in Indonesia. The analysis results indicate that domestic social and political resistance hinders the acceptance of these norms, thereby limiting the state's commitment to protecting victims. This study highlights the importance of more adaptive strategies from the state and normative actors in overcoming domestic obstacles to implementing global human rights norms.
